In order to close out the building permit and issue a certificate of occupancy, an as-built survey must be submitted. The as-built survey must show the final grade and all exterior/landscaping improvements, i.e. patios,grading, sidewalks, retaining walls, etc. Any changes to the exterior/landscaping built/installed which was not shown on the survey approved with the original building permit will require a zoning permit. We completed our final grading for this site last fall as the septic drain field was installed, with the exception of one smaller pile of dirt to the south of the house and outside the 75' lakeshore setback that the customer plans to leave as a mound (very expensive to haul extra dirt off the island). If we leave a ring of silt logs around that dirt mound until he gets it reworked the way he wants it, can we go ahead and have our final as-built survey done now? It's just much easier to get the survey crew out to the island while there's still ice on the lake.
