Septic System Upgrade Deadline is Approaching
Here's a friendly reminder to all Orono property owners with non-compliant onsite septic
systeins. Beginning in the mid-1990s the City began to identify those septic systems that
made use of trench drainfields, a majority of which do not maintain the minimum
required vertical separation above seasonal water tables. Each existing system was
subjected to soil borinbs to determine the seasonal water table depth. When a system was
identified as non-coinpliant, the owner was notified of the need to bring the system into
compliance and given several years to complete the upgrade.
The deadlines to upgrade were divided into whether or not the property was in the
Shoreland District (within 1000' of a lake, or within 300' of a protected tributary stream).
Properties in the Shoreland District were given until December 31, 2007 to become
compliant. Properties outside the Shoreland area with non-compliant systems were
allowed until December 31, 2010 to conform to the septic code.
Don't wait until the last minute! The City is strongly recommending that property
owners not wait until the deadline arrives to bring their systems into compliance. The
process to upgrade your septic system can be quite lenthy. The first step in the process
is to hire a site evaluator & designer to determine what type of system is required and
provide the blueprint for the system installation. The property owner must then contract
with a septic system ir.staller to hav the syste:n eonstructed.
The installation of septic systems is very weather dependent, especially for mound
systems, which can only be installed wheithe groi.uld is relatively ry, i.e. typically June
tlu•u September. Contractors' schedules fill up quickly, so it's important to start your
planning and desin process now to ensure a timely installation. The period of time from
decidin to update your septic system to the actual installation can easily exceed three to
four months or more. Please contact the Building and Zoning Department at (952-249-
4500) aith any iLestions yol may have about bringing your septic system into
compliance.

RE: Septic System
Dear Mr. Larson:
Our inspection of your septic system on Wednesday, August 22,
1990 , verif'ied that the system is in vioJ.ation of the Orono On-
Site Sewag,• Treatment System Ordinance. The tiXe I.ine at the end
of the xoer drainfieXd extends to the surface of the ground,
al. Xowing for a surface discharge to occur at any given time.
Because we have very Zitt.e information on the extent of your
system, we can onXy surmise that, based on site inspections, you
have two drainfieXd trenches approximateJ.y 100' in Zength and
perhaps 2-3' wide. We have no soi1. testing on fiXe to verify the
capabiXity of soil.s in which that system is J.ocated, hence we
cannot give a reasonab].e estimatan of the actual. capabi7.ity of
the system.
In order to remove the vioxation, we would recommend that you
hire a xicensed septic system contractor to remove the 10-20'
section of drainfieJ.d trench which has no cover and which has a
pipe extending to the surface, and back fiXx that trench with
native cl.ay I.oam materia3.. Once this is done, your system wil.X
have no surface outl.et. Because this surface outl.et may have
acted as a rel.ief overfl.ow, there is a possib].ity that once this
is done, the system wiXJ. not continue to function to treat and
.egal.xy dispose of aJ.:l the sewage wastes entering it.
Because you are seX].ing the home, we recommend that you discxose
this I.etter and our recommendations to the purchaser of the
property, since the City in no way is suggesting that removal. of
the overfXow pipe wiJ.J. J.eave you with a system that is functionaI.
for the expected waste ].oad from a four bedroom house.
