Your application is incomplete. The following items must be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. Please provide 2 copies of an updated, full size certificate of survey which meets all of the City's survey standards (enclosed) indicating the location of the proposed addition (and any proposed grading) as well as all existing buildings, structures, landscaping, retaining walls and hardcover on the property. 2. Wetland Delineation. A preserve wetland exists on the subject property; according to Orono's City Code Chapter 78 Article XI Wetlands Protection, preserve wetlands require a 50 foot wide vegetative buffer. The proposed project triggers the administration of the City's Wetlands Protection regulations. Please submit a wetland delineation report. The wetland delineation must be approved by the Minnehaha Creek Watershed District (MCWD). The delineated edge of the wetland must be shown on the survey, along with the required 50 foot buffer and 20 foot structure setback from the buffer. The project will not trigger wetland buffer improvements, but the addition cannot be approved until the delineation has been submitted to the MCWD and approved. The delineated edge, 50 foot buffer and 20 foot structure setback must be shown on the updated survey. 3. Minnehaha Creek Watershed District (MCWD) Permit. You are required to contact the MCWD regarding your proposed project to determine if your project triggers any of the MCWD permitting requirements. They City of Orono will not issue a building permit without a copy of the permit from the MCWD or written documentation stating the proposed project does not trigger any MCWD permitting requirements. 4. Escrow 8� Escrow Agreement. Permits involving grading and/or review by the City's engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and stormwater. City Code states building permits require a $2,500 escrow, but since the proposed project does not require any grading, the required escrow amount for this project is $700. The escrow agreement is enclosed. I am currently working with Ben Carlson of Arrowhead Environmental Consulting and Schoborg Land Services to complete the delineation and survey required. I have also contacted MWCD and talked with Brandon Wisner and emailed Catherine Bach. From my discussion with Brandon explaining the distance and scope of the project from the watershed his initial thought is that a permit will not be required. If that is the case, will this situation need to go before the Council? And if yes, what is the turnaround time on that? This has already delayed us by over two weeks and we simply want to move this along as quickly as possible. Do you have any suggestions on how to accomplish doing this on Orono's end?
