NO, We will be installing Limestone Stair treads which will follow the contour of the hillside. As the stairtreads rise above the ground we will be installing Limestone stacked stone under the treads as needed. Will the steps be retaining soil. NO What are the proposed materials to be used? Limestone stairtread 6" x 18" x 48", Limestone wallstone in three sizes, 2", 4", 6", high x 12" to 16" random lenght. Limestone Flagstone random patern on landings. The proposed landings are larger than allowed. NO, landings are not to exceed 32 sq ft. Please note the following landings bottom to top. The application is incomplete. . The following items must be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. Please provide a full size certificate of survey meeting the City's survey standards (enclosed) indicating the location of the existing house, decks and stairs along with existing and proposed contours as well as all existing structures, landscaping, retaining walls and hardcover on the property. 2. Hardcover Calculations. A registered land surveyor must complete hardcover calculations on the property. Attached are copies of our hardcover information sheet and hardcover calculation worksheet. 3. Stairway Construction Plans. Additional information is needed for the stairs construction. Will the steps be dug into the earth? Will the steps be retaining soil? What are the proposed materials to be used? The proposed landings are larger than allowed by code and must be modified to meet City Code Section 78-1282, copy attached. 4. Zoning Permit Application. The new/replacement stairs to the lake must be applied for using a Zoning Permit Application (copy attached). 5. Major Land Alteration. Grading, filling or excavating more than 500 cubic yards or more than 10 cubic yards in the lakeshore setback (0-75' from the Ordinary High Water Level) requires a Conditional Use Permit. Provide a calculation of how much grading, filling, excavating will take place with the proposed stair construction. 6. Escrow 8� Escrow Agreement. Building permits involving grading and/or review by the City's engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow amount for this project is $2,500. The escrow agreement is enclosed. The property owner must sign the escrow agreement and submit a check for$2,500. Because the proposed replacement of the stairway to the lake includes land alterations within the 0-75' lake setback, modifications to the existing stair layout and an increase in hardcover within the 0-75' lake setback staff cannot administratively grant this permit. The project will require City Council approval of a hardcover variance and conditional use permit prior to issuance of an administrative zoning permit. 1. Land Use Application: Variance and Conditional Use Permit. The proposed project requires a conditional use permit for land alterations and a variance for hardcover. Please complete and submit the enclosed application forms and materials. Land Use Applications require a $700 application fee and an application escrow(see#3 below). 2. Certificate of Survey. Please provide two, full size certificates of survey (and one reduced or digital copy) meeting the City's survey standards (enclosed) indicating the location of the proposed stairway, existing house, decks and stairs along with existing and proposed contours as well as all existing structures, landscaping, retaining walls and hardcover on the property. a. Stairway Construction Plans. The submitted stairway plans must be shown on the certificate of survey as proposed. b. Hardcover Calculations. A registered land surveyor must complete hardcover calculations on the property. Attached are copies of our hardcover information sheet and hardcover calculation worksheet. c. Land Alteration. Grading, filling or excavating more than 500 cubic yards on a property or more than 10 cubic yards in the lakeshore setback (within 75' from the Ordinary High Water Level) requires a Conditional Use Permit. Calculate the total cubic yards of grading, filling, excavating which will take place with the proposed project. 3. Escrow& Escrow Agreement—Land Use Application. This project will involve grading and/or review by the City's engineer therefore submittal of an escrow and an escrow agreement is required. The purpose of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans. The escrow amount required for the land use application portion of the project is $700. The escrow agreement is enclosed. The property owner must sign the escrow agreement and submit a check for$1,400 (application fee and land use escrow). Once the City Council approves the project a Zoning Permit will be required prior to the start of work; zoning permits for stairs have a $50 permit fee. This type of project will involve grading and/or review by the City's engineer. The purpose of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and stormwater. The escrow amount required for the zoning permit is $2,000. Recitals 1. Owners have filed Land Use Application # - formally requesting the City to review plans for new stairs to the lake located at 1430 Cherry Place the "Subject Property") as described as Lots 4 and 5, Block 4, Crystal Bay View according to the plat on file and of record in the Office of the County Recorder, Hennepin County, Minnesota. 2. Owners request the City to review said plans which requires City approval including engineering. 3. In the event that the Owners do not make payment to the City within the timeframe outlined in #3 above, shall cease all reviews until the Owners pay all expenses invoiced pursuant to #3.
