The City is in receipt of your minor land alteration and retaining wall permit application which was received
by this office on April 2, 2012. The following items must be submitted or revised in order for your application
to be considered complete and for the plan review to continue:
1. Certificate of Survey. Two survey's were received - one dated 5/27/10, not to scale and without
contours and an updated survey dated 2/27/12, not to scale, showing the proposed plan, but missing
existing and proposed contours. Please provide two scaled, full size certificate of survey's meeting
all the City's survey standards (enclosed).
2. Retaining Walls. Retaining walls appear close to being over 4 feet tall. Tiered walls are
considered one wall unless they are separated by twice the height of the lower wall. Walls over
4 feet and not separated by twice the height of the lower wall, require a building permit and
engineered plans. See attached Retaining Wall Information Sheet.
3. Escrow 8� Escrow Agreement. Building permits involving grading and/or review by the City's
engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is to
guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans.
Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion
control and stormwater. The required escrow amount for this project is $2,500. Check Number
1522 was received with the application. The enclosed escrow agreement must be signed by the
property owner and returned before the permit can be issued.
Your application is incomplete and the above information is required in order for the plan review to continue.

I have reviewed the permit application and drawing dated Feb 27 which was attached to the email dated 4/11/12. I
have the following comments:
• The wall is a stepped wall which is shown to be at 4' in combined height. If the wall exceeds 4' in height,
engineered design and details will be required. Engineered plans and details are also required for tiered
retaining walls over 4' in height where the tiered walls are separated by less than two times the height of the
larger wall.
• There is also some confusion on the contours because there are red dashed lines (assumed existing), green solid
lines (assumed proposed), and black solid and dashed lines (I believe existing). This should be corrected. I
would recommend light grey dashed lines for existing and solid black lines for proposed. Also, the proposed
contours should also be shown in the main survey and not just in the zoomed in portion.
• The permit requires the entire survey to be to scale. The drawing could not be printed to scale.
