A RESOLIITION GRANTING CITY ADMINISTRATOR -
AUTHORITY FOR APPROVAL OF REFUNDS
WHEREAS, the City of Orono has always had a policy that
all refunds, regardless of dollar value require Council approval •
prior to refunding the money, and � �,
�dHEREAS, the City does encounter considerable delay and .
aggravation in persons having to wait for such refunds, and
WHEREAS , appropriate accounting in accordance with �
generally accepted accounting practices . can be accomplished
provided the refunds are approved by someone outside the Finance
Department, and
WH�REAS, the City has no ordinances prohibiting it but
: under Section 18, Second Series, Subdivision 4 (G) requires that
the Administrator recommend �from time to time adoption of such
measures for the improvement of administration, and �

• WHERSAS, that same Section under Subdivision 4 (H) allows
the Administrator to initiate contracts up to $5, PJfd01.00 without
prior Council approval. . '. .
NOW, TH�R$FORE BE IT RESOLVED, that the City Council '`
clelegates to the Administrator the authority to approve all ,
refunds of money for services to the City when the City has not '
rendered any or only a portion of tYie services for which the
monies were paid, subtracting out reasonable fee for staff time �:_
and effort incurred to datet up to $l� OQ�.00. �.
