Subject: 2965/2967 Casco Sewer Connection - No Connection Charge Required
In answer to Scott's question as to whether any Connection Charges are due to separate the sewer connections for
these two properties:
The short answer is, no connection charge is required.
The two homes were on one lot when sewer was brought to Casco Point in 1965. The property was assessed for sewer
via Levy 4048. That Levy was based on front footage only, at$49.65 per front foot, and each unit to be connected was
additionally charged a Plant Charge of$225 via Levy 4049 to pay for the sewer plant on Old Crystal Bay Road. One plant
charge was assessed to the property although it is likely that both houses were connected to the sewer at the same
time, but into one stub.
A subdivision was approved by the City in 1978 to place each of the two homes on its own parcel. At that time, rather
than assess a second Plant Charge,the Council in Subdivision Approval Resolution No. 870 adopted January 23, 1978
conditioned approval on "Outstanding special assessments will be evenly divided between Tracts A& B". I read this to
mean that there was no additional connection charge required then, and that none should be required today.
(As an aside,The City continued to collect the $225 Plant Charge for new connections until 2003, when it was concluded
it was ludicrous to be collecting a charge for a sewer plant that was taken out of service in 1981.)
