Dear Mr. Powell:
This past al1MTI12r� Couricil considered �he matter of t1r:e u5� of
boat ramps on �1'Z lake� wit:hin the City of Orono. Qver a year ago,
you may recall, the Cauncil received complaints from the Casca Point
neighbc�rhood addressing th.e intense use of these ramp� on �che Cove
shoreline and o£ the negative impact creat�d by �he un-contr�lled
proliferation of i.hese structures alonc� this unique shorF �ine.
Council , in r�viewin.g Lhe matter , concurred with staff ' s
interpretatian that the;e ar.e structures �eq�lizing b�silc�ing permits
and �ecause of their locatia�n within the lakeshore protected a.rea (0
to 75 feet fror� shorQl9ne) would require varbances. In addition, if
�he insta 1 lat?on of the ramg required excavation or f i � 1 ing, a
conditional use p�rmit w�uld also be required. Since that review, all
r�equ�sts for boat r�mg�s have bee� consid�red by �he Counci Z under an
app?icati�n seeking s�tback �inc� hardcover variances.
Y�u, as an owner of sL�ch a x�amp loca�ed within the lakeshore
protected area, are now asDce:3 to prcvide information to �the Cz.ty that
wou�d c�aeurient your ra:�p wa� instalZed prior to 3anuary 1, 1975 (prior
to adt�ption of lakesr�ore district standards). If adequate in�o.:rMa�ion
can be p�ovided to the City documenting the apprvximate +�i.�»� of the
plac�rner,� cf tne ram�, the s�Y�ructure shall be recognized as a legal
nc�n-confarming structure and shall remain subject to all pertir.ent
ordinances fo� nnn--c�nforming structures.
If the structure was installed after January 1, 1975, you have
the option to either file an application for the �equired va.riance i�y
November 30, 1987 or remove �he ramp by November 30, 1987. �t'here ar�
other �It�:rnatives available to 1aJceshore owners such as boat lifts
and perm�nent pil�_ng platforms that would provic�e s�arage over water.

Dear Mr. Powell:
On September 22nd, 1987 , the City of Orono sent a letter to
you seeking background information on the boat ramps on your
property. A copy of that letter is enclosed for your review and
reference. We have not made any attempt to contact you as we
were soon made aware of the unfortunate accident sustained by a
member of your family in the late summer.
All of your neighbors contacted with that mailing have
replied to the letter and we would ask that you now take the time
to respond at your earliest convenience. We must ask that your
response be submitted no later than April lst, 1988.
Once again, if your ramps were insta 1 led prior to January
lst, 1975, and you submit adequate documentation confirming their
installation dates, the ramps may remain as legal non-conforming
structures subject to all the pertinent ordinances of the City.
If the structures were installed after January lst, 1975,
you have the option to either remove the boat ramps by May 15th,
1988 or file for a variance application reviewing the unique
hardships of your shoreline property by the deadline date of
April lst, 1988.
