findings nnd recommendations of '�he Planning Commission, rerorts by
City staff, comments by the ap�licants and the effect of the proposed
variance on thP health, safety and welfare of the community.
5. The City Council finds that the conditions existing on this
property are peculiar to it an:l do not apFly generally to other
�roperty in this zoning district; that gran:;ing the var�ancP would not
adversely affect traffic conditions, light, air nor pose a iire hazard
or other danger to neighboi�ng proFerty; would not merely serve as a
convenience to the applicant�, but is necessary to alleviate a
demonstrable hardship or difficulty; is necessary to preserve a
substanti.al propeity right �` the aaplicants; and would be in keeping
with the sririt and intent of the Zonir.g Code and Compreheneive Plan
