Today we shot the foundation for the Whipple residence at 3095 Casco Point Road and
found it to be in the same position and at the proposed elevation shown in out latest
survey for the property dated October 4, 2011.

We received the as-built survey and calculations on January 23, 2013. City Engineer, Jesse Struve, visited the
site on February 7, 2013 and has the following comments (see below). The as-built survey cannot be
approved, until his concerns are addressed.

Melanie,
I performed a site visit to review the as-built survey for 3095 Casco Pt Rd and have the following comments:
• The proposed rain garden was not installed. Instead it was decided to use an existing low area as the rain
garden. This low area is not reflected on the survey. Furthermore, calculations will need to be performed as to
the storage capacity of this area to determine if it will hold at least 232 CF as specified in my 5/18/2012 email
(see attached).
• Since there is snow covering the ground and driveway, it is difficult to determine if any of the driveway is
actually directed to this area. It was also discussed about running roof drains to this area. I will need to see
some sort of documentation that there is a correct amount of area draining to this low area.
• Finally, the approved grading plan showed a swale along the south side of the house. The snow makes it difficult
to see, but it appears this swale was never installed and it is not reflected on the as-built survey.

I have been working with Gronberg to address the items you mentioned in your message and there:�eems to be some
confusion as to the rain garden. With the change in the hardcover rules, the reason for the original variance no longer
