' A RESOLUTION REGARDING PARRING SLOTS FOR
ZONE 1 AS DETERMINED BY METROPOLITAN COUNCIL'S T�ISR FORCE
WHEREAS, the City of Orono contains 4g� of the shoreline
on Lake Minnetonka, and .
WHEREAS, Lake Minnetonka is an extremely valuable
natural and recreational resource, and
WHERSAS, the City of Orono has gone to great lengths to
not only preserve but also improve Lake Minnetonka for the public
health, safety and welfare for all lake users and lakeshore
owners, and
• WHEREAS, a Task Force on Lake Minnetonka recommended
among other items that 700 parking spots near free public
accesses, of the existing 1, 172 be commited to be reliable spots
for such use, and
WHEREAS, the Lake Minnetonka Conservation District has
developed criteria and is seeking voluntary commitment of these
spots , and
WHEREAS, the Metropolitan Council's Task Force on the
issue is encouraging commitment of those 70�1 slots, and
WH�R$AS, the Minnesota Department of �Natural Resources
has purchased property on the Lake for additonal free public
access , and
WHEREAS, the safety of boaters on the lake is likely
impaired by additional numbers of boats on the lake due to
increased access, and
WHE REAS , Zone 1, the only zone in which there is an
existing free public access in Orono needing commitment of up to
79 additi:onal spots to reach 139 reliable spots in the zone, and
WAEREAS, parking offsite of the public access on the
• street can cause certain public safety � concerns, and
WHEREAS , the demand for overflow parking for the
Hendrickson access is limited to 6 to 8 times per season.

NOW, THERI3FOR� BE IT RESOLVED, that the City Counci 1 of
the City of Orono will work towards the development of up to 79
additional parking spots in Zone 1 on land owned by either the,.
City or the County provicled that:
a.) No accesses in addition to those that existed on
January 1, 1984 be placed on the lake and that D.N.R.
sign a written agreement with L.M.C.D. that they will
not place any accesses on the lake.
b.) Funding for total development of the sites come
from sources outside the City and that development be
only to the extent of available outside funding and
wc.) To the extent feasible that development be phased
to meet demand and
d.) That any development of off-street parking be done
in a manner that provides for a level of screening and
compatability with residential neighborhoods, and
FURTHER BE IT RESOLVED, that the City Council of the
City of Orono strongly urges the Lake Minnetonka Conservation
District to impose a fee on all boating users of the lake to pay
for the costs of law enforcement, cleanup, access operation and
lake administration, and
FURTHER BE IT RESOLVED, that as parking is developed
off-street that appropriate steps be taken to limit on-street
parking in the vicinity of � the access to limit the public safety
hazards and nuisances associated with the access.

Minnesota at a regular meeting held January 27, 1985.
