Jeff,
Looking at the image below of our wetland inventory, the polygon shown across the backyard of 2794 Casco Point Road
was assessed as"nw", which means it was assessed as "not wetland" during the study; therefore we have no indication
there is currently any wetland on the property.
If the proposed project disturbs 5000 sq ft of soil or involves 50 cubic yards of excavation/filling/stockpiling of soil, it
would require a permit under our Erosion Control rule. If the disturbance does not exceed these thresholds, no MCWD
permit would be needed. The addition of a garage would not be a problem—just make sure to add that into your
disturbance calculations to determine if an MCWD permit would be needed.

Building Permit Application #2013-00209
On April 1, 2013 the City received a building permit application for a new principal structure. Your
application is incomplete.
The following items must be submitted or revised in order for your application to be considered
complete and for the plan review to continue:
1. Certificate of Survey. Please provide 2 copies of an updated, full size certificate of survey
which meets all of the City's survey standards (enclosed) indicating assumed hardcover,
specifically for driveway and sidewalks. The hardcover information packet is also enclosed.
2. Ownership. According to Hennepin County the property owner does not match the one listed
on the building permit. Submit documentation, purchase agreement, or copy of the deed
showing proof of ownership. Also, the property owner signature is required on the building
permit application. The property owner must come in and sign the application before the permit
will be issued.
3. Hardcover Calculations. The property is located in Tier 2 of the Stormwater Quality Overlay
District and is allowed 30% of the gross area of the property to be hardcover. The hardcover
calculations submitted are incomplete and must include assumed hardcover (sidewalks, steps,
landings, driveway), see City Code Section 78-1683. Also, according City Code Section 78-1,
Definitions, the building footprint, also includes the outer edge of building protrusion, less than
four feet from the ground, shall be considered part of the building footprint. Currently the
building footprint is included in the hardcover calculation, however, the cantilevered portion of
the home is not. The hardcover calculations should be submitted using the City's revised
hardcover calculations sheets. A copy is enclosed.
4. Minnehaha Creek Watershed District (MCWD) Permits. You are required to contact the
MCWD regarding your proposed project to determine if your project triggers any of the MCWD
permitting requirements. The City of Orono will not issue a building permit without a copy of the
permit from the MCWD or written documentation stating the proposed project does not trigger
any MCWD permitting requirements.

5. Wetland Delineation. An "Unclassified" wetland appears on our wetland map on the subject
property. Contact the Minnehaha Creek Watershed District (MCWD) to determine if they feel a
wetland exists on the property and a delineation and other analysis's are required.
6. Escrow 8� Escrow Agreement. Permits involving grading and/or review by the City's engineer
require submittal of an escrow and an escrow agreement. The purpose of the escrow is to
guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your
plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating
to erosion control and stormwater. A $2,500 escrow is required with all bui�ding permits, but
since this project doesn't involve any land alteration, a $700 will be required. The escrow
agreement is enclosed. The property owner must sign the escrow agreement and submit a
check for$700.

CODE EXCERPTS
Hardcover means a hard surface that prevents or retards entry of water into the soil and causes water to run off the surface
in greater quantities and at an increased rate of flow than prior to development. Hardcover shall include but not be limited
to the following: all building footprints, driveways, sidewalks, stepping stones, retaining walls, patios, courts(sport,
tennis, etc), decks, pools, areas used for the extended outdoor storage of vehicles or equipment, and all other similar
features or surfaces as determined by the city engineer or city planner.
Buildingfootprint means the outline of the total area covered by a building's perimeter at the ground level (to the
block/foundation).
(1) Carports, covered porches and other similar building features which have no exterior walls shall be included as part
of a building footprint by drawing a straight line between the outer edges of all support structures(and the main building
if applicable).
(2) The outer edge of building protrusions, bay windows or other similar features that extend outward from a building
and are less than four feet from the ground shall be considered as part of the building footprint.
Sec. 78-1685. - Massing standards.
(1) Non-industrial zoning districts. Except for parcels zoned industrial, all lots in the stormwater quality overlay district
that have a gross acreage of less than two acres shall comply with the following massing standards for structures.
a. Maximum total footprints allowed.
1. On lots equal to or greater than 10,000 square feet in area, the total combined footprints of all principal and accessory
structures shall not exceed 15 percent of the gross lot area.

2. 'On lots of less than 10,000 square feet in area,the total combined footprints of all principal and accessory structures
shall not exceed 1,500 square feet.
b. Calculation of massing. The following shall be included in the calculation of the total combined footprints by
structures:
1. All roofed structures more than six feet above grade level.
2. Tennis courts, patios, decks, and all similar open structures when partially or fully enclosed by fences, railings or
walls which extend more than six feet above grade level (if any portion of such structures extends more than six feet
above grade level,the entire structure shall count toward lot coverage).

BACKGROUND �
The above referenced home is currently in the process of a renovation. A general home review �
was recently conducted with a request for a structural engineer to assess the exposed I
foundation walls at the property. The current owner wishes to have an independent structural �
engineer assess the condition of the foundation walls with no areas of particular concern and
determine the foundation requirements to support a bonus room addition above. I
DESCRIPTION �
i
The existing house is a one-story ranch/rambler wood framed structure with a full basement to
the front and crawl space/slab on.grade to the rear. The foundation walls are CMU full height
with a concrete slab-on-grade floo'r in the lower level. The roof system is a gable-style. I

OBSERVATION AND COMMENTS
1. The following information was obtained through provided new construction drawings by
Behr Design Inc and a site visit on April 10th, 2013 by Nick Hanson, PE of The Hanson
Group:
a. The site visit included visual observation of a very limited portion of the exposed
CMU foundation wall courses around the exterior and the interior at the single
family residence noted.
b. The main floor of the residence is supported by sawn wood joists spaced at 16"
on-center bearing on an interior beam line/assumed bearing wall and the
exterior foundation walls. The joists were attached at the top of the foundation
walls in grouted pockets.
c. The foundation walls were constructed of 11 courses of 8" concrete masonry
units (CMU). Only a portion of the rear and right foundation wall was visible.
The walls were painted white at the interior with some visible signs of
efflorescence evident.
d. Signs of horizontal cracking were present at the rear wall of the furnace room
and stairway. The wall bowed inward approximately 1"across a 4 foot hand
level. There were signs of newer floor blocking along this wall and an interior
partially constructed buttress wall at the stairway. It is presumed this was
installed to aid in the reduction of horizontally bowing this wall. This wall could
not be viewed from the exterior due to the crawl space on the opposite side.
e. Areas of vertical cracking were evident around the perimeter foundation wall as
was visible from the exterior and had signs of caulk and previous repairs.
f. Areas of top course separation and deterioration were evident throughout the
perimeter of the house.
g. The concrete slab-on-grade floor in the left-rear corner of the house was
removed and this section of the concrete perimeter strip footing was exposed. i
The footing appeared to be 4 to 4.5"wide x approximately 6" deep. j
h. The left crawl space foundation wall had severe signs of failure and 2"gaps were
present in the masonry joints. The crawl space foundation appeared to only be
constructed of(3) 8" CMU courses on a 16"wide footing and did not have I
proper frost protection. This could have been a result of differential settlement, �
frost heave, poor construction,etc. I
i. The on-site soils appeared to have significant amounts of top soil and clay i
materials. i
j. The exterior grade varied slightly in height from 3 CMU exposed courses to 4 �
exposed CMU courses. The exterior CMU visible courses had paint that was i
chipping and cracking. �
k. The concrete slab-on-grade in the basement did not have any major cracking or I
evidence of settlement within the visible areas. Small hairline cracks were noted I

in areas throughout the slab; however,these are typical in most slabs of this
nature.
I. The new owner wishes to remove the existing roof and add full span main level
floor trusses and full span bonus room trusses to the exterior foundation walls.
2. The following information is noted in regard to the above observed conditions:

a. Based on the above observations,the full height foundation system does not !
appear to be affected by significant settlement. Water is getting into the
!
foundation system, however,the foundation walls do not appear to be in an �
unsafe condition despite the water intrusion and cracking. The condition of the
exposed foundation walls seem suitable for reuse and should provide adequate f
support for the remodel provided all forms of water mitigation are implemented '
and reinforcement of the bowing/cracked areas are conducted.
b. The cracks noted along the areas of the exposed foundation walls should not �
affect the structural integrity after futly grouting, reinforcing, and tuck pointing. �
All areas of cracking shall be solidly grouted and the damaged courses replaced
or formed and poured. Any cracks that are exposed are to be treated and ;
adequately protected from further water intrusion that may cause freeze-thaw ;
action or further widening. !

c. The rear foundation wall should have all cores solidly grouted the full height of i
the wall at the bowed areas. An alternative would be to reinforce the wall with �
#4 vertical bars solidly grouted @ 16"on-center. �
d. It is proposed that an additional course will be added to the existing foundation
wall upon removal of the existing floor structure. Upon removal of the floor �
structure,the entire top course shall be fully inspected by the contractor and
fully grouted. The new to existing coursing shall have adequate dowels and/or i
anchor bolts not in excess of 32"on-center spacing.
e. The minimum perimeter concrete footing size of 16"wide shall be adequate to ;
support the proposed remodel. This minimum footing size assumes an allowable
bearing capacity of 2,000 pounds-per-square foot of suitable bearing soils. Field �
verify existing bearing soils to the rear of the property that adequate soils are i
present. These foundation sizes and loads were determined by analyzing the �
load paths on the provided drawings from Behr Design Inc. Significant point !
loads should be avoided to prevent major shifting or adjusting. �
f. The rear crawl space area is to have grout installed at all crack locations.
Damaged blocks shall be removed, replaced,or formed with solid concrete. The j
rear foundation is to have shallow frost protected insulation measures installed
in accordance with the attached S1 sheet.
g. The long term performance and lifespan of the foundation watls will be affected
if all forms of water mitigation are not utilized and maintained. Without ,
complete water mitigation, a foundation system has the potential to be �

structurally deteriorated over a long period of time. The addition of gutters
extensions, positive drainage, sump system, drain tile, etc. should be considered
to relieve hydrostatic pressure buildup that will affect the foundation walls over
time. The block should be allowed to dry out and then painted/treated as
required to remove water buildup, damage, or mold.
h. Shiftin�,crackin�, adiustin�of the existin�and new materials should be expected
for some time as the existin� load path will be altered do to the redistribution of
floor and roof loads.
PROFESSIONAL OPINION
3. It is our professional engineering opinion that the existing foundation walls at the ';
single family residence noted will be in acceptable condition upon completion of the �
grouting,reinforcing,tuckpointing,and insulating for the proposed addition. The i
previously mentioned water mitigation recommendations are listed to aid in the
reduction of water infiltratian, extend the life span of the foundation system, increase
performance of the foundation walls, and maintain long term structural adequacy of the i
foundation system.
