Re: Garage Addition
Dear Mr. Miller:
It has come to the attention of this department that you have recently constructed an addition to your
garage. Unfortunately, this addition is in violation of zoning and building codes. The zoning code
requires a 10' setback to property lines and limits hardcover on the property. The building code
requires a foundation under the structure and a firewall when closer than 3' to the property line.
Therefore, the City must require you to remove this addition. A deadline of December 21, 1998 has
been established for removal. If this deadline is not met, the City will initiate legal action. If you

RE: Letter of December 3, 1998
It has come to my attention, that you are under the impression that I have built an addition to my garage.
You are in error. The weekend of Thanksgiving I started construction on an ICE Fishing House. The
structure is far from complete. It is my hope to have it completed if we do ever get any ice this season. I
have built it next to my garage to keep it out of the way and make it less of an eye sore to my neighbors and
my family.
To that end, I have designed the structure to look like my house and garage. I even have painted it the
same colors. However,I cannot imagine that this could be mistaken for an addition to my garage. It is
clearly a separate structure. It is not attached in any way, shape or form to my garage. There is no access
from my garage to the structure.
As an Ice Fishing House,the structure needs to be freestanding and in fact moveable. I am currently
working on the sled design to pull the structure on and off the lake. It is my intent to store the structure on
my property while it is not on the ice. Is there some ordinance in relation to what I can and cannot store on
my property? Is this any different from a boat,boat trailer or the tenting of my boats for winter?
Please let me know how you want me to proceed and why.

Re: "Fish House"
Dear Mr. Miller.
Thank you for your letter of 12/7/98. It provided a good chuckle. I think that when some one builds
a fish house they would start at the bottom with skids and build up from there, not build the building
and then try to put skids under it. I also think this may be the first fish house in history to have a set
of double doors on each side, perhaps you are anticipating catching a fish large enough to need
double doors to get it out of the fish house. I also don't think a person would remove retaining walls,
dig out an area of a bank and notch shingles around a do�vn spout for a fish house. However, these
are just my feelings.
The City does have an ordinance regarding boat and boat trailer parking on residential property
(enclosed for your review). However, buildings are regulated by the Uniform Building Code and
the Orono Zoning Code (see enclosed) and permits are required.
Therefore,the City must require you to remove the building from the property before 12/21/98. If
