We brin�to your attention a law in effect in our city that pits iieighbor against neighbor,
�omethinb we know was not the intent of this law. We are talkin; about kennel licenses in
residential areas of our city.

Runkle, reside at 2684 Casco Point Rd.�'I`l�e Runkle's were issued a kennel license for their
Golden Retriever show dogs and at present have five dogs. Each year they get pick of the litter
for breeding their championship winning males. These puppies take a while to train as far as
barkin� is concerned and when one barks, they all bark from as early as 5 AM to late in the
eveninb. We have talked to the Runkle's on many occasions about the noise to no avail. On
calling the city for help we are told to `call the police'. That is somethinb nei;hbors don't lilce to
do Uut in order to get some peace and quiet, we finally did call the police for help. This seems a
terrible waste of our police departments resources but we were at our wits end.
The policy of`calling the police' has also made a previously congenial neibhbor relationship, to
one of outribht hostility. In retaliation for calling the police for their barkin; dobs, the Runkles
have called the police and accused me of threatening to harm them or their dobs.
It is for these reasons that we request you rethink the Icennel license rules for city lats in our
neighborh�od. In addition, we woulcl stronbly urge that the kennel license for the Runkle's nat be
renewed.
