Non permitted events will not be allowed. Sec.13.04 RIGHTS OF SUBJECTS OF DATA Subd. 1. Type of data. The rights of individual on whom the data is stored or to be stored shall be as set forth in this section. Subd.2. Information reqirired to be given individual. An individual asked to supply private or confidendal data conceming himself shall be informed of: (a)the purpose and intended use of the requested data within the collecting"state agency,poliacal subdivision,or statewide system; (b)whether he may refuse oY is legally required to supply[he requested data;(c)any known consequence arising from his supplying or refusing to supp(y private or confidential data;and(d)the identity of o[her persons or enrides authorized by state or federal iaw to receive the data. This requirement shali not apply when an individual is asked to supply investigadve data, pursuant to section 13.82, subdivision 5, to a law enforcement officer. The commissioner of revenue mav place the nodce reauired under this subdivision in the individual income tax or propertv tax refund instructions inscead of on those forms. Subd. 3. Access to data by individuai. Upon request to a responsible authoriry,an individual shall be informed whether he is the subject of stored data on individuals, and whether it is ciassified as public, private or confidenrial. Upon his further request,an individual who is the subject of stored private or public data on individuals shall be shown the data without any charge to hun and, if he desires, shall be informed of the content and meaning of that data. After an individual has been shown the private data and informed of iu meaning,the data need not be disclosed to him for six months thereafter unless a dispute or acrion pursuant to this secdon is pending or addiaonal data on the in�ividual 6as been collected or created. The responsible authoriry shall provide copies of the privace or public data upon requesc by the individual subject of the data. The responsible authoriry may require the requesting person to pay the actual cosu of making, certifying,and compiling the copies. The responsible authoriry shall comply immediately, if possible, with any request made pursuant to this subdivision,or within five days of the date of the request,excluding Sacurdays,Sundays and legal holidays,if immediate compliance is not possible. If he cannot comply with the request within that time,he shall so inform the individual,and may have an additional five days wi[hin which to comply wi[h the request,excluding Saturdays, Sundays and legal holidays. Subd.4. Procedure when data is not accurate or complete. An individual may contest the accuracy or completeness of public or pri�•ate data concerning himself. To exercise this right,an individual shall nodfy in wridng the responsible au[horiry describing the nature of the disagreement. The responsible auchoriry shall within 30 days ei[her: (a)correct the data found ro be inaccurate or incomplete and attempt to noafy past recipients of inaccurate or incomplete data, including recipients named by the individual; or(b)nodfy the individual thac he believes the data to be correct. Data in dispute shall be disclosed only if the individuai's statement of disagreement is included with the disclosed data. The determination of the responsible authoriry may be appealed pursuant to the provisions of the administrarive procedure act relating to contested cases. There is a Iimit to the dollar value of the improvement which may be exempted. The limit depends on the a�e of the property. Houses that are less than 3�years of ase do not qualify. Houses that are at least 35 years of a°e but less than 70 years are limited to one-half or the value of the improvement up to a ma�imum exemption of�2�,000. Houses that are 70 years of age or older are eligible to have the total value of any improvements e�emQted up to a maximum of $�0,000. THE V�LUE INCRE�SE TQ THE'PROP�.RTY ' �lthough the cost of improvemeats may be substantial, the actual vaiue added can be significantly less. �Ihis can be larQel�� attributed to threr factors: • Often times, improvements ma.de to a house, particuIarly an older house, constitute routine maintenance.and do not cause the valuation to increase. Reshin�ling a roof painting the house, repairing a foundation, replacing a plumbin� fixture are all e:�amples oi improvements that«•ould not ordinarily result in a value increase. • Improvements made to an individual's home ofren times reflect that particular individual's personal likes or interests and most times the cost cannot be r:cavered when a property is sold. ?.dding a sauna, a gree:inouse or an indoor swzmr:�ing pool would aIl be examples of improvements that typicallv add less value than their cost. • Improvements made to di�erent areas of a house typicall�� result in greater or lesser returns. It is a w�ell estabiished appraisal principal that remodeling or improving a house's service areas (kitchen, Iaundry and bathroom)�vill�eneraliv yield the greatest return to the o�vner. Expenditures such as finis;�ing basemenu or attics �vill �eneraily produce the smallest retum. �lthough these conside:ations may varv from house to house and market to market, in aimost no instance is it possible to receive a dollar for dollar return beri��een cost and value added to the house. . . Additionally�, sellers are also required to notify buyers that the exemption wiIl � terminate when the property is sold. If you sell your property, only improvements made b�•the bu��er after the closinQ date of the sale are elisible for the zsemption. If ihe property loses its homestead status the esemotion �xpires as of the ne�t assessment date. If the name of one of the owners of the property is removed from the title to the property as a result oi a seqaration or divorce, or if a name is added to the tit;e of the property as a resuit of a marriage, the improvements continue to aualif�� for the exemption. If you transfer the title to the property to someone eIse, but retain a life estate in and continue to receive the homestead classification on the proper[y, the improvements continue to qualif�� for the esemption. If you transfer title to a related person or persons as a Dift or inheritance, the exemption espires as of the neYt assessment date.
