The connection you constructed between the house and garage requires a permit. <br /> The building code requires frost footings at a depth of 42"below grade to prevent frost heave. <br /> This is very important in this area because of heavy clay soils that retain moisture and expand <br /> when frozen. When the earth expands it will damage the structure. Therefore The City must <br /> require you to remove the structure or to obtain a building permit and place frost footings under <br /> it. You may find a structural engineer to design a fix also. <br /> Please remove the structure ar submit an acceptable plan by March 31, 2004.
