The principal structure setbacks are 30 feet front and rear and 10 foot side yard . According to Hennepin County the lot is 0.36 of an acre. The lot width is 100 feet according to a survey dated 9-18-2013. The property is located in Tier 2 of the Stormwater Quality Overlay District which allows 30%of the gross area of the lot to be covered in hardcover. However, because this lot is less than .50 of an acre, it is considered a legal, non-conforming lot. Wetland. Based on our wetland map, it appears there is a wetland within the subject property. Wetlands within 150 feet of a project require a wetland delineation. A wetland delineation is submitted to the Minnehaha Creek Watershed District (MCWD) for their approval. Once the MCWD approves the delineation the exact boundary of the wetland must shown on a certificate of survey. Orono City Code requires a 35 foot setback from any wetland for structures or hardcover. For additional information on the wetland you can call the MCWD at 952-471-0590. Hardcover Calculations. The property is located in Tier 2 of the Stormwater Quality Overlay District, however,without variances and pursuant to City Code Section 78-72(c)(1),the property is limited to 25%of the gross area of the lot to be covered in hardcover. A surveyor must prepare hardcover calculations showing existing and proposed hardcover. Attached is our hardcover information and hardcover calculation worksheets. At 3759 Casco we also found the perimeter control is not functioning as it should.The site was not stable with sediment tracking on the street, but the retaining wall isn't part of our permitting requirements so we'll leave that part up to you. The wetland and buffer in the back looked good. We also noticed that 2690 Caroline needed more perimeter control. We will be following up with a letter to these contractors. At 2618 Casco we did note that perimeter control is missing, but this site only has a sandblanket permit with us. It doesn't appear they are disturbing enough soil for an erosion control permit. On our inspection route we also found that 3225 Casco Circle had a large amount of sediment tracking, needed site stabilization and more perimeter control. We will follow up with the contractor here as well. Thanks for bringing these to our attention! I walked this site (3759 Casco Avenue) and noted some concerns. The silt fence was not trenched in, and blowing around in places. I will be sending Rodney Colson (the builder) a letter tomorrow as there are some issues he needs to correct, etc. If you want me to include any comments from your end please let me know. His inspection notes are as follows: 1. Move mulch rolls off the street and clean street. 2. Repair erosion control below and to the side of retaining wall. Silt fence was not dug into the ground in two places. Mulch rolls provided but do not appear to be adequate. Please make the appropriate corrections by or before Friday, April 10. Thank you. We observed that the perimeter control is not functioning as it should. Additionally, the site was not stable with sediment tracking on the street. I contacted the MCWD and you should receive a notice from their staff regarding the erosion &sediment control concerns. The City has the following concerns: 1. There is a retaining wall that has been constructed along the west property line. The wall is not shown on the approved grading plan and it appears to be within the 5'setback. This wall must be removed and the site graded according to the approved grading plan. 2. The approved grading plan shows drainage swales along the east and west property lines to direct runoff away from neighboring properties. It appears that the existing swale on the east side of the house will work but there is no swale graded on the west side of the house at this time. 3. Erosion and sediment control measures are in need of maintenance (see above). Please make the necessary corrections to the erosion and sediment control measures before 4 PM Monday, April 6th to avoid the City posting a stop work notice and correcting the violations. Please be aware if the City corrects the violations, the costs to do so will be billed to you/the property. Regarding the wall, please be aware, the City will not approve the final as-built survey or issue a certificate of occupancy until the site is in compliance with the approved building permit grading plans. Thanks! i I received a copy of the attached inspection notice from the MCWD today. It appears that there are some erosion and sediment control issues at your site which need to be addressed. According to the MCWD you have not responded to their correction notice. Please make the necessary corrections before 4 PM Thursday, December iith to avoid the City posting a stop work notice and correcting the violations.
