' Wetland Classification, Identification and Delineation for Jason Artemiuk 3753 Casco Avenue ' Orono, Minnesota ' Summary Based upon the boundaries indicated on the site map provided to Schoell and ' Madson, Inc., we have identified one wetland basin. The wetland was field identified on October 8, 2003. Only a trace of rainfall was recorded during the week preceding the delineation. ' Review of U.S. Fish and Wildlife National Wetland Inventory map and the DNR Protected Waters map indicates no wetland on this property. tProject Location and Site Description ' The site is located in a residential area between Carmen and Spring Park Bays of Lake Minnetonka in Orono, Minnesota. The site is located along the South side of Casco Avenue and is described as Lots 7 & 8, Block 4, of Casco Heights. ' The property is approximately 0.37 acres in size, consisting of a garage and concrete slab of a former single-family residence. There is a decreasing slope ' from north to south with a total change in elevation of approximately 18 vertical feet. The wetland basin lies just off of the southern property boundary. ' Characteristics of Wetland Basin ' Wetlands were delineated according to the 1987 Corps of Engineers Wetlands Delineation Manuel. ' Basin 1 Wetland 1 consists of a Type 2 inland fresh meadow as defined in Wetlands of the United States (USFWS Circular 39; Shaw and Fredine 1971). Basin 1 is classified as a PEMB (Palustrine ' Emergent Saturated) wetland based on the Wetlands and Deepwater Habitats of the United States (FWS Publication 79/31; Cowardin et al). , ' ' - 1 — Schoell & Madson, Inc. ' � Project 64030-001 Wetland Delineation October 2003 ' --.-�--��..--�::_�-�___-__e��:..:.� __����_-.;�-�-ew�.�-�_w..�:mv�e��-�e-:-�..-�-r:�d--�.�r ' Vegetation Observed vegetation along the wetland boundary consisted of ' primarily of reed canary grass Phalaris arundinacea, a facultative wetland (+) plant and ground ivy Glecoma hederacea, a facultative upland plant. ' Vegetation inside the wetland boundary consists of reed canary grass, jewelweed Impatiens capensis, a facultative wetland plant and ' American elm Ulmus Americana, a facultative wetland (-) plant. Upland vegetation consisted of Kentucky bluegrass Poa pratensis, a ' facultative (-) plant; common plantain Plantago major, a facultative (+) plant; and dandelion Taraxacum officinale, a facultative upland plant. , Soils ' The USDA Soil Survey of Hennepin County classifies the soils on the property to be a combination of Hamel loam and Glencoe loam. ' Both soil types are found on the Hydric Soils List for Hennepin County. , Wetland soils were field identified as peat from 0 to 3 inches. From 3 to 8 inches was a black (10 YR 2/0) A horizon of sandy clay loam with reddish yellow (7.5 YR 6/8) mottles. An E horizon of very dark ' gray (3/N) sandy clay was identified from 8 to 12+ inches. Hydrology ' No saturation was found in the wetland, boundary or upland soil pits. Primary and secondary indicators of drainage patterns, local soil ' survey data and FAC-Neutral test were used as indicators of wetland hydrology. ' Wetland Conservation Act The site lies within the Minnehaha Creek Watershed District boundaries. , According to the Wetland Conservation Act of 1996, wetlands on this site come under the jurisdiction of the Board of Water and Soil Resources. The responsibility for administering the provisions of this legislation is up to the local unit of , ' - 2 — Schoell & Madson, Inc. ' , Project 64030-001 Wetland Delineation , October 2003 ' government (LGU). In this case, the City of Orono will oversee as the LGU. The project must be certified by the LGU as having complied with the provisions of the Act. ' We have reviewed the various exemptions contained in the Act and find that no exemptions apply. Any wetland impacts must be replaced or restored at a , minimum ratio of 2 acres of replacement for every 1 acre impacted. These mitigation activities must occur within the same watershed as the impact occurs. The act also mandates that restoration or creation of replacement wetlands only ' be considered after an applicant has demonstrated that the impacts cannot be avoided, further minimized, corrected, or eliminated over time. This requirement is essentially the same as the U.S. Army Corps of Engineers permit process. ' Durin the final desi n rocess, effort should be taken whenever ossible to avoid 9 9 p p ' and minimize wetland impacts. By utilizing this approach, wetland replacement costs will be kept to a minimum and any additional permitting will be more easily facilitated.
