The Building & Zoning Department is in receipt of your
application for a building permit, which was received by this
office on August 14, 1989. A review of the application finds
that the foliowing information needed for review is missing:
1. Site improvement plan showing driveways, landscaping,
sidewalks, decks, etc. , both existing and proposed.
2 . Hardcover calculations based on that site plan.
3 . Energy caiculations.
4 . Footing and foundation plans.
5. Cross section through wall.
Please contact the Buiiding Inspector to discuss what other
items need to be shown on the plans.
Also, it is clear from a review of the survey on file (copy
attached) that you need three variances in order for this project
to be approved:
A) Hardcover variance. In the 75-250' zone, where only 25�
is allowed, your existing hardcover is approximately 40$.
The addition will bring this up to approximately 50$.
B) A portion of the proposed addition and most of the
proposed deck is located in the 0-75' lakeshore setback
zone where no construction is normally allowed.
C) Technically, the proposed additions encroach past the
average lakeshore setback line, a line drawn between the
most lakeward extensions of the houses on either adjacent
lot.

Review of your application cannot continue until a variance
has been approved. The variance process includes a public
hearing before the Planning Commission, and final action by the
City Council. If your variance application (copy attached) is
submitted with all the required attachments by noon on Friday,
August 25th, a public hearing will be scheduled before the
Planning Commission at their September 18th meeting. Final
action by the City Council would be expected on October 9th.

1. ALI� A.PPLIC�TIONS
A. Completed aFFlication for�s including all information required in the
numbered spac�s, dated and signed by app Iicant.
Two cocies of building glans, drawn to scale, together with sFecifications
containing the following minimum information: (require:nent for building
plans mav be waived by the Building Official for s:nall structures or minor
work) . Where manufacturer or dealer requires the return o� one a�proved
set of plans, four copies will be necessary.
B. Residential Plan reviews will require a minimum of 7 working days for
staff revie*a. All new commercial structures must be a�proved by the Orono
Council. Modification of existing commercial structures will recruire a
minimum of 2 wee:cs for staff review.
I.. CERTIFIC�TE OF SURVEY (signed by a registered land surveyor). A
survey is .required for all t.�es of construction including ne•a homes,
room additions, Forcnes, dec�cs and accessary buildings. The survey
must include the Iegal description of pro�erty, location of existing
and pro�osed structures on t:�e site, location o= aIl Frozosed im�rove-
ments such as driveways, retaining walls , dec!cs , sidewal:�cs , etc.
(Refer to minimum standards sheet attached. )
Survey Requirement Exem�tion - A survey will not be required for
detached accessorv structures of Iess than 1,000 s.f. in total
floor area wnen all oz the following conditions are met:
a ) The area of the property exceeds the minimum lot
width/lot area standards of the zoning distric�.
b) Owner/aFp Iicant has staked the Iocation of the proposed
structure meeting the required setbac?cs, and the groFerty
corner pins are staked and visible.
c) Owner/apFlicant has obtained written non-objection of
most-affected adjacent proFerty owner.
A site inspection by City staff is required. Site inspection fee is
$30.00 and shall be paid with the building ger.nit.
2. Gradina and Drainaqe Plans - where any changes in grade or
drainage are proposed as a result of the construction, a grading and
drainage p lan must be submitted showing existing and proFosed contours
or grades. Required for all projects.

�� 3. Floor Plans - eac� floor or Ie��el including base*ne::� or
founcation, decks , porches, garage or car�ort. Size, s�acing, and
direc�ion of floor and c�iling framing members, girders , beams,
columns and Fiers. Location and size of a11 windows aad dccrs
inc luding manuzacture�s identiiication aad �oc�:mentation of wir_ccN
and door infiltration test data. Loca�ion and size or alI Fer.nar.ent���
installed cabinets, plumbing fixtures, heating, ventilat_cn anc a=r
conditioning equi�me�t.
4. Exterior Elevations - All sides of building showing windows,
doors, finished grades, ext�rior finish, depth or footinas, �ounda��cn
walls, piers, finished f Ioor elevations and tyFe of materials.
5. ,Details and Sections - a minimum of one se�tion detail througa
exterior wall for each ty�e of construction proposed, showing
materials and dimensions of each me�ber from footing to the highest
point of the roof. Details including calcslations and stress diagrams
together with manufacturers specifications are required for aII
trusses. Firep laces, if pro�osed, must be detai].eci in p lan and cross
section. Details and calculations are required for eacz critical
cons��uction detail including beams, overhanging or cantilevered
joists, stairways , balconies, or ot'�er unique structural features.
Provide window and door schedules , shop drawings of sky lights, and
manufactured stair�ays.
6. Iaformation and Calculations - Fertaining to tner�al transmittance
values and resistanc� values of each proposed materia 1 are requi�ed
and may be shown either on plans or in s�ecifications (se� deta=le:
energy require:�ent sheet for complete Iisting of informatioa).
7, uechanical DesiQns - complete calculations , 8etai].s and s�eci-
fications are required for eacz heating, ventilation, humidi=ica�ion-
dehumidification, and air conditioning instal. lation including heat
loss/heat gain calculation, design tem�eratures, eguiFment ratings and
identification as to type, manufacturer and model. Data shall be
presented on form provided. Identification of and specifications for
water heating equiFment shall also be Frovided.
8. S�ecifications - (required for commercia l/industrial, residential
if a�nlicable) may be serarate or part of drawings and sha11 include
descriFtion of materials to be used, identified as to grade, spec�.es,
tyFe, manufacturer, and conditions o� use. If not included on plan,
specifications shall include detailed thermal transmittanc�
calculations together with supporting data used in computat=on.
9. All applications for structures which require driveway access or
involve a change in use of an existing access to a County highway or
City road, must be accomnanied by an access permit issued by the
Hennepin County Highway Department or Orono Pub lic Works DeF artment.
10. For projects which will require the installation of an on-site
sewage treatment system, a site evaluation report and system design
must be submitted with the building permit app lication.

B. One set of building Flans and sFecifications aoted with corrections or
code com�lianc� date and stamped as aFnroved by the Building Official will
be returned with the Fermit. This a��roved co�v must be kent on the
individual 'ob site, available to ins�ec�ion �ersonnel throuancut tze
construction. '
C. A Certificate of Occupancy is required prior to the use or occ•spancy of
any ne�r structure erected within t�e City. This c�rtificate wil 1 be issued
bv the Building Official at such time as final ins�ections demonstrate that
code comg liance has been achieved. Final inspections are reauired for alI
e:cisting structures altered or changed in use. Changes in the use of the
commercial structure must also be a�prvved by the Zoning De�artment.
D. Time of Construction. Section 12. 05
Subd. l. Permit Expiration. Not�ithstan�ing continuing or on-going
work, any building Fermit issued by the City shall expire and by
Iimitation be null and void and snall require issuance of a new Fe�'mit
and Fayment of a full new permit fee if a Certificate of Occu�ancy and
final completion has not bee issued within the following length of

time the original Fermit is issued.
Subd. 2. Exterior Wor?c. Not�,�ithstanding continuing or vn-going work
nor issuance of new or extended permits , alI esterior work shall be
e:�editiously brought to com�letion to protect adjoining and nearby
Froperties as fvllows:
A. No land shall remain disturbed and exFosed without
established grass or other ground cvver for a period exceeding IZ
months, or any lesser period as may be sFecified in the permit•
B. AlI exterior construction including siding, rovfing, doors,
windows and finish shall be completed and present a finished
appearancs within 12 moaths of the start vf constructioa.
