Gappa Public Services Director's Report Title Director of Public Sei•vices Item Description: Webber Hills Sanitary Sewer Extension Assessment- Resolution The property owners have sibned assessment waivers requesting to be assessed for this project to e�tend sewer to their properties which have inadequate septic sites. Project construction was completed this summer. We are recommending approval of the resolution adopting the assessment roll, in the amount of$20,000, for this project. COUNCIL AC'I'ION REQU�STED: Motion to approve resolution adopting the Webber Hills Sanitary Sewer Extension assessment roll. A RESOLUTION ADOPTING THE WEBBER HILLS SANITARY SEWER�YT�NSIOi� ASSESSMENT ROLL WHERIEAS, the property owners have petitioned for an assessment sanitaiy sewer project and have signed assessment waivers, waivin� all applicable assessment procedural requirements, and requesting to be assessed for project costs for the V��ebber Sanitary Sewer Extension improvements. �pW� TI�ERE�'pgZE, �E I�f' R�SOLVED, by the Cit}' COL111C11 of Orono, Minnesota: 1. Such proposed assessment, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands named therein, and each tract of land therein included is hereby found to be benefitted by the proposed improvement in the amount of the assessment levied against it. 2, Such assessment shall be payable in equal annual installments e�:tending over a period of 15 years, the first of the installments to be payable on or before the tirst Nlonday in January 200o anci stiali �ea� iizteres� at the ra�e of 525�o per a��n��,n fror:� the�ate ef the ado�tion of this assessment resolution. To the first installment shall be added interest on the entire assessment from the date of this resolution until December 31, 2006. The owner of any property so assessed may, at any time prior to certification of the �ssessment to the County Auditor, pay the whole of the assessment on such property, ��ith interest accrued to the date of payment,to the City Treastu�er,except that no interest shall be chargecl if the entire assessment i5 paid witllin thirty (3�) days f'rom the adoption of tllis resolution: and he may, at anytime thereafter, pay to the City Trelsurer the entire amount of the assessment remainina unpaid,with interest accrued to December 31 of the year in���hich stich payment is made. Such payment must be made before November 1� or interest�i-ill be charged through December �1 of the next succeedin� year. Partial prepa��ment may be allo��ved in accordanee with ordinances �ti�hich are existin� or which the City ma�� choose to ac'topt in the ruture. Pa�e 1 of? 4. The Clerk shall forthwith transmit a certified duplicate of this assessment to the County Auditor to be e�tended on the property tax lists of the County. This project should be completed by the end of June. This is a pressure sewer system and will require the property owners to install, operate, and maintain their own grinder pump stations. An E1 Progressive Cavity Pump must be installed for these properties. To connect to the sewer system a sewer connection permit must be obtained and a SAC fee paid. There is no sewer connection fee due because the owners have agreed to pay for the sewer project to seive these properties. Please flag these properties in the Govern program, and I also will put a copy of this memo in the property street files. Thanks Greg Gappa
