Item Description: Request for Sanitary Sewer 680 South Brown Road
Introduction
We have received a request from the property owner at 680 South Brown Road for connection to
sanitary sewer. This property is located on the east side of South Brown Road, 300' north of the
South Brown Road/Weber Hills Road intersection and is adjacent to the Weber Hills Sewer
Project. As part of the Weber Hills sewer project, a pressure sewer line will be installed in Weber
Hills Road ending 150' west of South Brown Road. Connection of 680 South Brown Road to
sewer will require extension of the Weber Hills sewer line east along Weber Hills Road and north
along South Brown Road to reach this property.
This property is an existing developed lot with a noncompliant septic system. The system needs
to be replaced by December 31, 2002. The possibilities for septic sites are extremely 1'united on
this property. Most of the property is wetland. There is only a small area of the property that is
outside the 75' wetland setback for septic systems and this area is on a steep slope.
Recommendations
We are recommending sewering this property using one of the 50 sewer units available from the
1996 MUSA expansions comprehensive plan amendment. This property qualifies for sewer
because it is an existing residential developed lot adjacent to a sewer project, has an existing
nonconforming septic system, and no suitable areas are available for a replacement septic system.
Connection of this property will require the extension of approximately 460' of 2" force main
from the end of the Weber Hills project. A residential grinder pump station will also be required.
The estimated costs for the sewer extension, to the property line, are $21,460. On past projects
a $5,000 credit for the purchase of a residential grinder station was added to the assessment if the
property owners wanted to be assessed for the grinder station costs. The property owners would
then be provided with a check for $5,000 for the purchase and installation of their own grinder
pump. The total estimated assessment including the grinder pump allowance would be $26,460.
This could be assessed over a 15-year period at an estimated interest rate of 6.5%. The annual
special assessment costs included in the property taxes would be approximately $2,800.
This property was not included in the original Weber Hills project, and adding this property to the
project would increase the costs to Weber Hills residents. On other projects when additional
properties were connected to the sewer project, a connection fee equal to the project assessment
was charged. However, for these properties the sewer line was located in front of the house and
the construction costs for the actual hookups were considerably less than the costs for this
property. If an estimated $11,500 connection fee was charged, in addition to the sewer extension
costs of $26,640, the total cost for sewer would be about $38,000. This does not appear to be a
feasible or reasonable cost.
Council approval was recently granted for the sewering of 800 South Brown Road with the
property owner being assessed only for the costs to extend sewer from the end of the Weber Hills
project. This property is the same situation as 800 South Brown Road which is located 400 ` south
of the Weber Hills/South Brown Road intersection. The estimated sewer cost for 800 South Brown
Road is $28,300.
Our recommendation is that a connection fee to the Weber Hills Sewer project not be charged and
the property owner be assessed for the costs for the extension of sewer from the end of the Weber
Hills sewer project to the property line. The most cost-effective method would be for the
completion of this work with the Weber Hills sewer project.
COUNCIL ACTION REQLTEST'ED:
Motion to approve use of one sewer unit for connection of 800 South Brown Road to sanitary
sewer with the property owner assessed for the costs of the sewer extension from the end of the
Weber Hills Sewer project.
