Dear Mr. Ott:
The City of Orono is currently preparing plans for a year 2000 sanitary sewer project to serve the
Webber Hills neighborhood directly across Brown Road from your property.
Your lot has an existing non-conforming septic system. It appeazs that the possibility for suitable
septic sites on this property are limited based on the slopes and wetlands on the property.
The purpose of this letter is to provide you with information on the possibility of connection to
sanitary sewer for your property. Current City policy allows for sewering of existing development
properties adjacent to sewer with non-conforming septic systems if suitable replacement septic sites
are not available.
The property owner would then be assessed for the cost for extension of sewer to the property line.
A pressure sewer system is being installed in Webber Hills. Connection of your property would
require that you purchase and operate a grinder pump to pump into the Webber Hills sewer line.
The estimated cost for extension of sewer to your property line is $21,500. There is also an option
to include an additional$5,000 in the assessment for the purchase of a grinder pump station. In this
case,the property owner is provided with a$5,000 check from the City to purchase their own grinder
pump and pay for the cost over time through the assessment. The assessment would be for 15 years
at an estimated interest rate of 6.5%. The approximate annual debt service for a$26,500 assessment
would be $2,800 on your annual property taY bill.
If you are interested in the possibility of sewer,there may be some cost savings to include the sewer
extension with the Webber Hills project next summer. Connection of your property to sewer
requires City Council approval.
