Goals:
1. Obtain a"No Association" letter from the MPCA
2. Obtain a"No Further Action" letter from the MPCA
3. To be granted building sites
Year to Date Actions Taken: Considered to be Step 1 taken already
1. Acquired the property.
2. Removed 90 yards of trash from inside home.
3. Removed 60 yards of trash from the shed.
4. Removed 60 yards of trash from the barn.
5. Took down old fence along the road.
6. Capped two (2) old wells.
7. Removed a semi load full of scrap metal.
8. Removed an old truck from property.
9. Removed old tires.
10. Took down old trees, piled up most of the brush and wood chipped as much as we
could. Burned the remaining brush piles per the city granted burning permit

BROWN ROAD PROJECT
Steps 2-3:
1. Tear down all existing buildings; remove all remaining debris from property and to
remove all stumps (32).
2. Survey Property: Reason for splitting property is so that we can tackle it in sections,
making it more manageable, and because each section will have its own issues and
costs associated. Each lot will also need different remedy actions. For example one
may check out perfect from day 1, one may need some ground water monitoring
wells to verify that its clean and another may need some debris hauled out.
A. Identifying Well and Septic Locations on two of the three sites initially, stating
the 3`d site as an out lot.
Reasons for splitting the property:
A. Much like any complex problem I have to dissect it in pieces making it
manageable.
B. One ar two of the lots will likely be deemed "clean" sooner than the other (s), in
which case we will be able to receive the no association and no further action
letters on that lot (s) sooner rather than receiving both later.
C. In turn this allows us to build out there sooner rather than later.
- It is likely that the MPCA will grant these letters simultaneously per lot but that each
lot will be deemed complete at different times over the next two years.
- My gut is telling me that they will deem one ar two lots clean within the first year and
it will take 2plus years far them to deem the third clean.
What I mean by being granted building sites:
4. To be granted building sites
A. Lot 1 - Carriage House site
B. Lot 2 - Future Main Home site
o I would move my mother ar mother in law into the carriage house as they age,
I would move my wife, I and children into the Future Main Home.
C. Lot 3 — Leave Natural as a small Nature Preserve /Possible Homesite if MPCA
deems clean up has been completed to allow for this.
o This lot will take the longest as this is the location of the old dump.
o I am ok with leaving it completely untouched as a park like setting/mini
nature preserve planting mosses, grasses, wildflowers, fruit trees and also
cover for wildlife. I will likely hang duck houses and also a nesting pad or
two in the pond.

Steps 4 plus
l. Perform Phase 1 on Parcels 1, 2, and 3 individually. Analyze results with
Environmentalist and determine best course of action for performing phase 2.
2. Perform a Phase 2 on Parcel 1.
o Any issues found will be cleaned/corrected in accordance to the MPCA.
o Once property passes MPCA inspection and they deem it has all been cleaned
up properly, MPCA will sign off by issuing No Further Action, No
Association Letters.
o Once that has been received, Building Permit Application will be submitted to
the city of Orono for the construction of the carriage house.
3. Perform a Phase 2 on Parcel 2.
o Any issues found will be cleaned in accordance to the MPCA.
o Once property passes MPCA inspection and they deem it's all been cleaned
up properly, MPCA will sign off by issuing No Further Action, No
Association Letters.
o Once that has been received we will likely file those letters away until we are
ready to build the Future Main Home.
4. Hold a Discussion with the City and MPCA in reference to Parcel 3.
- Determine if it is best to leave the untouched parcel alone and have such parcel be left
natural or if it is best to continue forward,perform a phase 2 on said parcel and clean
/ correct.
o If it's determined to leave alone, leaving it completely untouched, we will
transform it to a park like setting/ mini nature preserve,planting mosses,
grasses, wildflowers, fruit trees and also cover for wildlife. I will likely hang
duck houses and also place a nesting pad or two in the pond.
o If it is determined that the city and MPCA would like to see the site clean.
We will enroll the site into the Vic Program and or other government
programs and complete cleanup to the level in which we will receive the No
Association Letter and also No further Action letter from the MPCA.

In Closing:
I believe that the City of Orono would love to see the property cleaned up and that the neighbors
and other residents of Orono would love to get rid of an eye sore within the community.
I think it can be agreed that I have done a fair amount of cleanup already on the property and it is
obvious that I would like to proceed with further cleanup and development of the property.
As much as no one likes taxes, I believe there are some tax dollars here that the City of Orono
would receive which could only help its overall numbers.
I think the way that I have the project broken up is very desirable. It allows the project to be
done in a managed format.
Ultimately, I would like to create a nice estate like setting for me and my family and you can all
be assured that when Beverly Smith next door passes I will attempt to purchase and clean up that
property as well.
