Item Description: Request for Sanitary Sewer 925 North Brown Road
Introduction
We have received a request from the property owner at 925 North Brown Road for connection
to sanitary sewer. This property is located on the west side of North Brown Road and is in the
shoreland zone for Dickey Lake. There is an existing pressure sewer line in North Brown Road
installed in 1997 for the North Long Lake sewer project. The three properties to the south were
sewered as part of the North Long Lake sewer project using the additional sewer units from the
1996 MUSA expansions comprehensive plan amendment.
This property is an existing developed lot with a noncompliant septic system. The operation of
this system is marginal, as past inspections have noted slight surfacin�. The system needs to be
replaced by December 31, 2002.
The possibilities for septic sites are limited on this property. The owner had Swedland Septic
Service complete a system design. There is only room for a primary septic site on the property
with no space for an alternate site. Installation of a new mound system will require upgrading of
the septic tanks. The installation of a new mound system and tanks is not a practical idea.
Without a replacement site, if the new mound site fails connection of the property to sewer will
be required. This means that the investment in the tanks is wasted.
The new comprehensive plan proposes a MUSA expansion for this area between 2005 and 2010.
With the proposed future MUSA expansion, this property will be eligible for sewer in several
years. Investment in a new mound system now is a poor idea.
Another valid reason for sewer is the protection of Dickey Lake. The rear of this property is
adjacent to Dickey Lake.
Recommendations
We are recommendin� sewering this properry using one of the 50 sewer units available from the
1996 MUSA expansions comprehensive plan amendment.
The 1999 connection charge for hookup to the North Long Lake sewer project is $19,380.
Connection of this property will be into a forcemain sewer line, so a grinder pump will be
required. Several properties in the North Long Lzke project required grinder pumps. As part of
the project assessment, grinder pumps were furnished to the property owners. These pumps were
installed by the plumber hired by the property owner to complete the sewer connection to the
house. These grinder pumps are owned and operated by the property owners. There is an extra
grinder pump available because the pump would not work for one of the property owners and they
were given a credit to pay for their own pumping system. This grinder pump will be provided to
Mr. Cox for installation by his plumber. Connection of this properry will require tapping of the
forcemain in North Brown Road. We are recommending that City Engineer approval be required
for the sewer connection plans and that construction inspection be required for any work in the
public right of way. The property owner will be responsible for all costs associated with the sewer
connection.

The purpose of this letter is to make known our intent to up grade the existing
septic system on our property which has been judged non-compliant. in June
1997 we began by having a Site Evaluation for a Mound Septic System
completed and paid for. It was at that time we found that there was only one site
suitable and that was in our front yard. I have furnished a copy of that evatuation
to you, at that time you made know your concern that there was not an Alternate
Mound System site suitable on our property. Thus, this leads us to the subject of
our desire to hookup to the sewer line on North Brown Road that runs directly in
front of our property. The date of December 31, 2002 was on the last septic
report for correcting our non-compliant system and that seems reasonable to m�
wife and I if we are allowed to connect to the sewer line.
It has always been our intention to cooperate on this considerable financial
matter.

SUBJECT: Septic Review for 925 North Brown Road
The above described property has a failing system due to a lack of a state required three (3) foot
seperation between the ordinary high water table and the bottom of the drainfield. The system will
need to be replaced by 12/31/2002.
The property owner Lyle Cox contracted Swedlund Septic Service to design a septic system for the
property. The design was submitted for review. The proposed design shows there is room for a
primary site. There is no space for an alternate site. The proposed site is marginal at best due to the
fact that the site is surrounded by fill soils. Chances are high that the primary site has also been
affected by fill soils. Enclosed is a copy of a letter from Mr. Cox stating his intent to be hooked up
to the city sewer system.
Staff recommends approval of allowing this property to be connected to the city sewer system. The
reasons for this are that the primary site is marginal due to fill soils and there is not an alternate site.

An inspection of your septic system was conducted on July 20, 2000. A summary of the inspection is
below.
Septic Tank Condition
1. Pumpout not needed at this time.
The septic system is non-compliant due to a lack of a three foot separation distance beriveen the bottom
of the drainfield to the seasonally high watertable. The three foot requirement is a State Code;not a City
Code. A soil boring �vas conducted to determine the depth of the seasonally�vatertable. The residence
must connect to the municipal sewer system no later than December 31, 2007.
Enclosed is a list of state licensed septic contractors �vho �vork in Orono on a regular basis. Also
enclosed is a fact sheet explaining how a septic system funcrions properly. Finally, an as-built dra��-ing
is enclosed that shows the appro�cimate location of the septic system.

repaired or replaced by 12/31/2002 or within ninety days of posing an imminent threat to public
health or safety, whichever comes first.
