Gappa i , Engineer's Report Title Director of Public Services ��'� � Item Description: Request for Sanitary Sewer 809 North Brown Road Introduction We have received a request from the property owner at 809 North Brown Road for connection to sanitary sewer. This property is located on the west side of North Brown Road and adjacent to Dickey Lake. There is an existing pressure sewer line in North Brown Road installed in 1997 for the North Long Lake sewer project. Several properties to the north were sewered as part of the North Long Lake sewer project using the additional sewer units from the 1996 MUSA expansions Comprehensive Plan amendment. This property was existing developed lot with an older house that was demolished in 1996. In 1997 preliminary plat approval was granted for a two-lot subdivision. After preliminary plat approval, the lot was sold and the new owner withdrew the subdivision application. The property owner is planning on building a new house on the lot and has requested approval for connection to sanitary sewer. The new Comprehensive Plan proposes a MUSA expansion for this area. With the proposed future MUSA expansion, this property will be eligible for sewer in several years. Investment in a new mound system now is not a logical idea. The City has fifty additional sewer units available that were provided by the Metropolitan Council when the recent MUSA expansions were obtained. These units are for providing sewer service to existing developed properties located adjacent to sewer. The City required that these properties have nonconforming septic systems and not have adequate replacement septic sites. These requirements were used to limit the number of units used and not waste units on properties that could utilize septic systems. The number of units available does not appear to a problem. We have only used approximately ten units in the last several years. With the proposed Comprehensive Plan MUSA expansions, there will be very few properties adjacent to existing sewer lines that are not in the MUSA. This property does not currently have an existing house on it. There was a pre 1966 house on the property that was demolished in 1996, so the lot can be considered previously developed. The septic system for the old house was nonconfomiing. However, there are four suitable septic sites available on the property that were located for the previously proposed subdivision of this property. Therefore, this property technically does have adequate septic sites available. Recommendations We are recommending sewering this property using one of the fifty sewer units available from the 1996 MUSA expansions Comprehensive Plan amendment. This is based on the fact that the property is a previously developed lot that used to have a nonconforming septic system for the existing house, which was demolished in 1996. The property is located directly adjacent to Dickey Lake, and sewering of the property will provide a higher level of protection for Dickey Lake than using a septic system. This property is also located in the new Comprehensive Plan MUSA expansion area. The 2000 connection charge for hookup to the North Long Lake sewer project is $19,380. Connection of this property will be into a force main sewer line, so a grinder pump will be required. The property owner will be responsible for the installation and maintenance of the grinder pump. Connection of this property will require tapping of the force main in North Brown Road. We are recommending that City Engineer approval be required for the sewer connection plans and that construction inspection be required for any work in the public right of way. The property owner will be responsible for all costs associated with the sewer connection.
