The original building permit issued for this unit indicated the concrete wall would be painted to match the remainder of the exterior. The City issued a Temporary Certificate of Occupancy(TCO) for this unit in March 2009 noting that the remaining work to be completed included exterior paint.The picture you provided clearly shows that the wall has not yet been painted. No Final Certificate of Occupancy has been granted; however, we agree that the current wall finish, or lack of it, is unacceptable. We will follow up with the builder and would hope to have this issue rectified for this unit this fall, by having the builder paint the concrete wall to match the color of the adjacent siding. As you may surmise, construction of a single unit of a planned group of 2 or 3 units was not anticipated when original approvals for Stonebay were granted. However, if partial dwelling groups are proposed in the future at Stonebay,the City will require that an unfinished future party wall be finished with siding materials equivalent to the adjacent siding materials prior to issuance of a TCO, if at the time of TCO request a permit for the adjacent dwelling unit has not been applied for. Box 66 Q Crystal Bay, Minnesota 55323 Dear Mike; The Rambler unit at 795 Bridgewater Dr. in the StoneBay of Orono Community stands alone as a single unattached unit. The StoneBay master plan called for it to be an end unit of a three unit building, but the other two units were never built. This unit thus has one exterior wall that is mainly a featureless concrete slab. The StoneBay of Orono Board of Directors wishes to go on record as strenuously objecting to any such future construction shortcuts in this community. All future construction by any developer should result in Rambler or Townhouse units with fully completed exteriors. To do anything less is not in accord with the appearance standards in the founding documents of this Association. The only saving grace in the existing situation is that the concrete slab wall is in a location not easily seen by other owners and visitors. It should not, however, be a precedent for allowing anything like this in the future. Thanks for your help in preserving standards that will insure StoneBay is a top quality Orono community.
