Dear Assessor:
I will be unable to attend the April 25th meeting and write this
letter to request a revision.
In four years the proposed Estimated Market Value of the subject
property will have increased $105,300 if an adjustment in the 2001
value is not made. No improvements to the property have been made.
The septic system has been declared "non -conforming."
The proposed increase is 12% and follows an 8$ increase last year.
Both exceed even the most aggressive estimates of inflation. The
most recent Social Security adjustment was 3%.
The proposed increase does not reflect the increase in property
which is comparable in age, size or condition. The property to the
north has improved interiors and exterior and has been for sale for
over six months without offers and with less than half a dozen
"lookers." It's clearly over -priced. The property to the west is
not comparable because it has at least 3 times more land and has
had major interior and exterior improvements and additions in the
last several years. The property to the south sold two or three
years ago and it is the most comparable in the immediate area.
Furthermore, Burnet submitted a written proposal 18 months ago to
list our property for sale at a gross price in the range of
$463,498 to $475,233.
I agree that our property's Estimated Market Value has increased
from the $456,000 last assigned, but I believe that a 12% increase
is excessive for this property and results in an amount that could
not be realized in today's market.
Therefore, I respectfully request that the 2001 Estimated Market
Value be changed to $470,000.

RE: 1473 Bay Ridge Road
1 respectfully request that you review and readjust the Estimated Market Value on our home at 1473 Bay
Ridge Road (property ID # 10.117-23 34 0005) which was increased very substantially on the Real Estate
Valuation Notice which we just received.
We moved into the subject property in the spring of 1996. We paid $280,000 for this 1780 square foot
rambler, which was built in 1960. We left the structure in place, moved some interior walls in the bedroom
suing, and added a sumoom and a bedroom. All sheetrock, insulation, etc. were left in place. This is now a
3 BR13BA rambler with 2550 square feet of space above ground. We tore down a detached garage and
added a 2-car attached garage. We spent about $100,000 for all of the improvements, therefore, we have
$380,000 in the property. I sincerely believe that the real market value of our home is $550.000 to
5600,000 at the most. This is based on a replacement cost of $125.00/sf x 2550 sf- $318.700 and a lot
value of 5250,000. The lot is 100 feet wide.
While our home has nice lake views, county road 15 tam between the home and lake which significantly
impacts the value of our home due to the visual and noise factors from the extremely high tragic volume.
This is a nice but undramatic home with low ceilings. Part of the basement is finished but again it has very
lose ceilings and no windows.
Last year 1449 Bay Ridge Road sold for $624,900. Prior to that, I don't think there was a home on the
street (8 hams total) which had sold for as high as 5370,000. The people Out bought "1449" were going
to add dormers and a couple of bedrooms in the expanded attic space but eventually took the house down to
the cap and rebuilt, simply because they wanted a brand new home.
In any event, the 1449 home had been partially remodeled recently (new kitchen with corian countertops
new cabinets, and hardwood floors), a four car garage and had considerably more square footage than our
current home. The him had a compar^_ble level of finisb to oun and the lot is considerably larger.
Therefore, I feel that home would have been at a greater value than our current home.
The home at 1497 Bay Ridge Road sold in the high $500,000's or low 5600,000's in the last few months.
This is a larger, two story home, but Pm •n . familiar with its exact size. This home was very well
maintained.
I am going to be out of town on business on April 25 and can't attend the local board review meeting on
that date, therefore, please consider this letter my appeal to the Local Board of Review for a review and
reassessment of my Estimated Market Value. Please let me know if there

I am unable to attend the local board of review on Wed. April 2e, so 1

wish to present my concerns about the large raise in valuation of my Orono
properties by letter.

On the Otten Brothers Nursery and Landscape property located at Hwy.
12 and Willow Drive (Prop. ID 34.118-23 22 0014). 1 have seen valuations go
-
frum $1,400,000 in 1999 to $1,750,000 in 2000, to a proposed $2,400,000 in
2001. Yes we did construct a nice sales greenhouse two years ago, but I'm not
sure that this would actually raise the MARKET VALUE, it may even decrease it.
This property is "rental property' and the rental Income certainly isn't going up at
this rate. As 1,w can see by looking across the street west of McDonalds, there
are rental spa as there that have been vacant a long time.
My other concern is the price of land just east of the one above (ID 34-
118.23 22 0015). This property is used as a holding area for trees and shruLs,

landscape products, and a couple of large dirt piles. It has had a valuation of

$170,000 in 1999, $195,000 in 2000 and was taxed at an Ag. Land rate. The
proposed is to go to a $400,000 valuation at a Commercial rate. I don't know

what the rate change is, but the valuation is more than double.

Evaluation of property
Dear Local Board of Review,
We are quite suprised with the increase In estimated market value of our home
that Increased 25.3% this year from $$304,000 to S381,000. This is an increase of
$77,000. We do not believe that our home would sell for this amount. Therefore, we
have asked for an assessor to look at our home and wish to appeal this valuation.
Our split entry home was built in 1981 on 2 acres. it has not been remodeled
and thus still has the original kitchen, carpets, etc. We did recently remof and redo the
deck. While we do recognize that homes and land in Orono are selling at high prices,
we question whether someone would purchase our home for $381,000- If it were
older, and valued less, and particulary if we were on the lake, we can Imagine that it
might be a tear down. The dllemna with our house Is that it appears not to be old
enough for a tear down and yet, is not newer or remodeled like a number of the other
homes that have sold in the area. As an In between home in a neighborhood of
bigger and newer homes, with a few old ones thrown in, we believe It does not hold
the came value and opportunity for buyem looking for either an affordable tear down or
a newer, more modern style home. In addition, our insurance company does not
Insure us for this amount and is not convinced the land and home are valued at
$381,000. We have not yet had realtors appraise it, but do Intend to do that also.
