A portion of the two story addition will encroach the average setback line by 8' and is to be located 9' from the side lot line where the existing residence is located 9'4". Applicants propose removal of some 720 s.f. of landscaped rock areas underlain with plastic to offset excesses of hardcover within 75-250' setback area. The majority of the two story addition will be placed over an existing lakeside deck and patio area. Members found the 8' encroachment of a portion of the two story addition will have no major impact on the lake view windows of the adjacent residences. Planning Commission Recommendation The Planning Commission recommended unanimous approval of the multiple variance Jpplication as proposed by applicant based on the following hardships and findings: A. 840 s.f. or 7.7% of neighbor's paved turnaround is located on applicant's property and credited against the hardcover inventory in the 75-250' setback area. B. 474 s.f. or 6.7% of neighbor's driveway is located within the 250-500' setback area of the applicants' property. C. Unusual narrow shape of lot. D. Location of structure on property. The enclosed approval resolution has been drafted per the findings and conditions of the Planning Commission's recommendation. She corrected the hardcover percentage for the 75-250' zone to 58.27% calculated by staff. Schroeder clarified that the bulk of the reduction of hardcover is plastic. Mabusth concurred. Mr. and Mrs. Swanson and Mark Nesset, applicants' architect, were present. Mabusth reviewed the 1982 variance approval of a garage addition, a family room, and widows walk connecting a screen porch within the 0-75' zone. The current request is for a second story entry addition, an addition over the existing garage, and the removal of the widows walk to be replaced with a spiral stairway with landing. She added this property also contains a portion of a shared drive at approximately 3,500 s.f. of hardcover. Bel lows questioned the access for the den area over the garage. Nesset noted access has been provided by a stairway through the laundry room, not from the exterior, and this area wi 11 be used as an artist studio. Bel lows expressed concern that they might become a future rental unit. She inquired about the play structure. Mabus th noted this structure is 64 s. f. and I ocated in the 0-75' zone. Mr. Swanson indicated this structure is used by his children to sleep in, and replaced a former boat house. The addition will be located 9' from the side lot line. The current structure is 9' 4 11 from the side lot line. Applicant proposes removal of non-structural hardcover consisting of rock with plastic totalling some 720 s.f. Review Exhibit G, portions of neighboring property's drive and turnaround are located within subject property adding to excess of hardcover. Review Exhibit D, adjacent property owners have been advised of the proposed improvements. The City has received no comments from neighbors receiving written notice. Issues for Consideration 1. Hardcover within 75-250' setback area has been reduced to 58.27%. As already noted above, portions of neighbor's drive and turnaround are located on applicant's property. In the 75-250' setback, 840 s.f. or 7.7% is neighbor's hardcover and in the 250-500' setback area, 474 s.f. or 6.7%. Are there other hardcover improvements on property that could be considered for removal? 2. Will there be a visual impact from the two story structure upon the lakeshore views of adjacent residences? 3. Is the proposed improvement similar to other improved residences within immediate neighborhood? Statement of Hardship Please review Exhibit A. Applicant notes unusual shape of lot and narrowness of lot, location of structure on property, location of neighbor's drive and turnaround on property and no adjacent land available.
