MINUTES OF THE ORONO PLANNING COMMISSION Tuesday, January 22, 2002 ·6:30 o'clock p.m. (#02-2739 Thoma.s and Mary Ann Dahlquist, Continued) statecl he looked at the hardship in relation to the other choices they have and the impact it would have on the .neighborhood. ,-, ··· · , , Kluth inquired whether they would be permitted to add another building to the property without a variance. Mabusth stated they could. Mabusth noted once a building exceeds 1,000 square feet, they would be subject to far more restrictions. Mabusth inquired whether the garage in 1991 was granted a setback variance. Mrs. Smith stated they were. Mabusth commented she would hate to see a third structure on this property. Aandahl stated she did discuss the size of the garage with the Applicants earlier today, and they would be agreeable to reducing the size of the garage to 1,000 square feet if necessary. It was the consensus of the Planning Commission that they would prefer the building not exceed 1,000 square feet. · r Hawn stated· in her view the proposed kitchen is perfectly acceptable. Hawn inquired whether this project has been discussed with the neighbors. Mrs. Smith stated the one house is vacant, which is owned by the hospital, and the person who resides on the other property is approximately 92 years old and is · apparently very ill.'. Berg moved, Mabusth seconded, to recommend approval of Application #02-2742, Douglas and · Rohan Smith, 4195 Highwood Road, granting of a variance to· average lakeshore setback to permit a 25-foot encroachment, with the understanding the size of the garage will not exceed 1,000 square feet. VOTE: Ayes 6, Nays 0. (#12) #02-2744 PAUL JOBNCOX, 2948 CASCO POINT ROAD, VARIANCES Hawn noted this application has been withdrawn at the request of the Applicant. SKETCH PLAN · (#13) !#02-2743 THOMAS J. DUNSMORE, 2525/2545 SHADYWOOD ROAD AND 2525 KELLY AVENUE Thomas Dunsmore, Applicant, and Clay Moorse were present. Weinberger stated the Applicant is proposing a nine-unit office development on a 3.7 acre property located at 2525/2535 and 2545 Shadywood Road. The proposed office buildings would be one-story, PAGE23 TO: FROM: DATE: SUBJECT: Chair Hawn and Orono Planning Commission Members Ron Moorse, City Administrator Wendy Bottenberg, Zoning Administrator/Planner January 16 , 2002 #02-2744 Steve Harris on behalf of Paul Johncox 2948 Casco Point Road Variance --Public Hearing Staff reviewed application #02-2744 and it was determined that a variance was not needed. Box1147 Watertown, MN 55388 RE: House Remodeling Project 2948 Casco Point Road Orono, MN Dear Steve: I am writing to follow up on the house-remodeling project in Orono. We have looked at the capacity in the existing structure and have established the following recommendations. Please refer to the attached sketch. I have cut three sections through the house and have addressed my recommendations accordingly. Section A You should verify the elevation of the existing foundation. This is necessary to determine that it extends low enough to provide the desired living space below and the required frost cover. If the depth of the foundation is not adequate it will need to be removed and replaced. The existing 8"CMU foundation walls are also assumed to be unreinforced. This should also be verified. If the walls are to remain in place, a number 5 reinforcing bar should be added every 24" and the cores grouted solid. The garage floor slab on grade can be removed and changed to 8" precast plank. The existing 2X.4 walls are not adequate to support the additional loading from a new floor and roof. They will need to be replaced with a wall framed with 2X.6s at 16" on center from foundation to roof bearing. The second floor can be framed with 14" wood I joists at 16" on center. Our understanding is that the roof will have a 12/12 pitch. This should be framed with engineered trusses; the required plywood-nailing pattern will be determined at a later date. Section B The existing 12" CMU foundation walls are assumed to be unreinforced. A number 5 reinforcing bar should be added every 32" and the cores grouted solid. The tvvo floors that you are planning on adding above can be framed with 14" wood I joists at 16" on center. The walls should be framed with 2X.6's at 16" spacing. The roof can be framed with engineered roof trusses with a 12/12 pitch. The existing fireplace and chimney, if used, would need to be removed and rebuilt in order to be extended to the new roofline and accommodate the new height. Section C The foundation is assumed to extend to the required frost depth. This should be verified. The 2X.4 walls are not adequate to support additional floor and roof loading. They should be removed and replaced with 2X.6 walls. The 2X.6s should be spaced at 16" on center. The floors can be framed with 14" I joists at 16" on center. The roof can be framed with engineered roof trusses. Call if you require any further information. If the project proceeds and plans are required v-.re would be happy to provide further services.
