SUBJECT: Al Hagen - 2530 Casco Point Road
Lot width Variance
Mr. Hagen is requesting a lot width variance to add a garage to his existing
lot which is large enough in area, but lacks the required width of 1401.
This lot is 100' wide. The proposed addition would meet all setback require-
wents. I would recomend approval without delaying for the purpose of a
work session.
PLANNING CONMISSIM METING - June 21, 1976
The Planning Comission recommended approval of the lot width variance for
an addition to an existing non -conforming situation because the parcel
presently contains a dwelling and the addition would be an improvement to
the existing structure. The proposed addition would meet all setback
requirements, and no additional land is available for expansion.

Commission discussed their concerns about public services,
such as fire protection, etc., which are almost impossible
to this area and are not forthcoming.

at August 2 at 7:30 p.m, regarding the subdivision
application of Charles Velie for property at 2905 Fox St.

Chairwoman Dunlap suggested that the Commission appoint

The Orono Council met on the above date with
the following members present: Mayor Searles,
Councilmembers Butler, Massengale, Paurus,
and Welsh. Also present: City Administrator
Benson, Building Inspector Olson, and City
Attorney Malkerson.
Butler moved, Searles seconded, that the
Minutes of the Regular Meeting of June 14,
1976, be approved as amended. Motion,
Ayes (5) - Nays (0) .
Butler moved, Welsh seconded, that the
Minutes of the Board of Review Meeting of
June 14, 1976 - 6:30 P.M., be approved.

Alan Olson, Building i Zoning Inspector, stated VO-TECH PROPOSAL
that a lengthy discussion followed the presenta- 2950 Sixth Avenue North
tion by representatives of the Vo-Tech District.
The majority of the members of the Planning
Commission present were concerned about the
concept because of the following problems that
might result from the project:
1. Traffic - (already a problem at the inter-
sectidn of Highway #12 and Old Crystal Bay
Road.)
2. Destruction of marsh and water retention
areas. (Our wetlands maps show no wetlands
in the Orono portion of the Vo-Tech property.
The creek does run through the property, but
culverts or other approved engineered methods
could be designed to maintain natural flow).
3. Providing public services such as roads,
police, fire protection, etc.
The Planning Commission chose not to approve the
concept until these problems could be resolved.
They also suggested the City of Orono communicate
with the City of Medina in regard to their views
on the proposal.
Dick Benson, City Administrator, announced that
a meeting has been tentatively arranged for
July 1, 1976 at 7:30 A.M. at the South Vo-Tech
Campus with representatives from the City Council
and Planning Commission to tour the facility.
Butler moved, Searles seconded, that the request VARIANCE
for Lester Raskob, 4220 Chippewa Lane, for a 4220 Chippewa Lane
variance, be approved subject to the Engineer's
approval. Motion, Ayes (5) - Nays (0).
The request for Tom Ryan, 1060 Tonkawa Road, for CONDITIONAL USE PEP11IT
a conditional use permit for grading was tabled 1060 Tonkawa Road
for further information until the next meeting.

are prepared to purchase a small portion of the
Boeye property (Lot 2) for access to the lake
if the proposed subdivision (lot rearrangement)
is approved. The channel on the north end of
Worth Arm separates this small portion from the

ifr. Frank Zelley and Verle Poffenberger, SUPER VALU STORE
representing Super Valu, reviewed their plans 3333 Shoreline Drive
for grading the site located at 3333 Shoreline
Drive. There followed an extensive review by
the City Engineer, Rick Sathre, City Staff and
City Council concerning those plans. Staff
and Council noted that it is possible that
their drainage plans may not be sufficient to
prevent storm water runoff from damaging
neighboring properties. There may be a need
for a storm water retention area on the premises.
At this time, the City does not know what future
effects there will be and does not want to
impose upon the applicant, at this time,
additional expense of providing retention ponds
or other mechanisms. Instead, the City and
the applicant agree to allow the applicant to
proceed with the plans as will be adopted subject
to the City's review within two to three years.
If the City then finds that the storm water runoff
is adversely affecting the surrounding properties,
the applicant or its successor shall take those
steps necessary as directed by the City Council
to eliminate the problem. (Continued)
