Gaffronr Assistant Zoning Administrator December 30# 1985 Kenneth Daniels# 2905 fox Street - Status of On-Site Sewage System This memo is to document the action to date on the septic system at the above subject property. December 1# 1976 City received a complaint from (John Peterson - Farview Properties) of sewage coming from Mr. Daniels septic system and onto the road. December 9# 1976 Letter sent to Mr. Daniels from A1 Olson# giving him 10 days to correct the violation. December 27# 1976 thru January 28# 1977 There were a number of calls and inspections made with Mr. Daniels - No Compliance. February 11# 1977 Mr. Daniels sent a letter to Mr. Olson that he would have the system fixed so it would comply to City ordinances. February 1977 April 22# 1977 May 13# 1977 A number of inspections made - verified system was failing again. Mr. Olson made a site inspection and confirmed the septic tank was pumped out. Mr. Olson sent a letter to Mr. Daniels about effluent from septic system was flowing on the surface of the ground and that corrections must be made within 60 days. June 6# 1977 June 27# 1977 July 15# 1977 An Inspection was made - septic effluent flowing on surface of ground. Olson and Widmer made site inspection to locate a site for septic system. Letter sent from Mr. Olson giving the following dead­ lines: 1. Within 48 hours# have your tanks pumped again and continue to monitor and pump the tanks until a drain- field is installed. 2. Within 15 days# have a site analysis done on the potential drainfield area; i.e., have an engineering firm take at least 6 percolation tests and a soil boring. Within 15 additional days, by August 15, 1977, have the drainfield installed and operational. This installation must be authorized by City permit. August 7, 1977 August 18, 1977 A test report was completed by Carl Borg. Letter was sent to Mr. Daniels approving the report and asking for a design. September 15, 1977 A permit was issued to Carl Widmer to repair system. September 15, 1977 An inspection was made by Thomas Jacobs, noting IbOO square feet of drainfield was installed. February 22, 1982 An inspection report by Mike Gaffron was sent to Mr. Daniels requiring him to pump tanks as often as necessary to stop seepage. February 22, 1982 Letter was sent to Mr. Daniels from Mike Gaffron about complaints from property owners on Farview of septic system overflowing on Farview Lane. February 22, 1982 April 1, 1982 July 30, 1982 Memo to file from Mike Gaffron. Inspection made by Mike Gaffron - noted some seepage. A letter was sent to Mr. Daniels that no work had been started and that work on the system must start within 10 days. August 16, 1982 August 19, 1982 August 23, 1982 Carl Widmer picked up permit for new system. System was inspected by Mike Gaffron. Inspection of mound finished; no pump or alarm installed. September 7, 1982 Complaint and inspection made by Tom Jacobs and Mike Gaffron. Sewage flowing on Farview Lane - photos taken. Mike Gaffron gave the following orders: 1. Have tank pumped within 24 hours. 2. Immediately connect pump in septic system with extention cords. 3. By September 21, 1982, install permanent wiring to pump. Tags will be issued if work is not completed. Talked to Mrs, Daniels told her to get tank pumped right away and that a citation will be issued and that if the problem continues a citation will be issued for each day the violation exits. Citation issued to Mr. Daniels - Violation Orono Ordinance #82.030(a) sewage flowing on surface of ground. An inspection was made by Mike Gaffron which verified that electricity had been connected to pump. Call from Carl Widmer indicating that the new mound systm was overflowing and that he would investigate and get back to Gaffron. Letter from Widmer to Daniels regarding extraneous water flows. Letter from City to Daniels, noting the new problem and possible corrective or investigative measures. Letter from City to Daniels noting no progress and requesting compliance. Photos taken. Call from Mr. Prudden, 2927 Farview complaining about discharge. Letter to Daniels discussing possible solutions. Phone conversation with Daniels regarding trying to get Carl Milo of City view Plumbing to look at plumbing in house. Call from Milo - he told Mrs. Daniels to shut off all water before bed, mark water tank level in glass cylinder, see if it drops overnite. Call from Daniels - he will check tank out this week­ end. Inspection, dye test of downspouts, memo indicating no new information obtained. System was flowing perceptibly on March 28 noted snow of 2 days before is now melting. Call to Daniels - will meet Michael Gaffron on April 23, 1983, 9 a.m. Letter to Daniels threating legal action and requesting compliance. April 23, 1983 April 25, 1983 Gaffron discussion with Daniels at the the site. Letter to Daniels noting discussion, requesting compliance. April 29, 1983 May 25, 1983 Pumped #2 compartment but ground too wet to make second trip. Sewer line from house to tanks televised - indicated no "branches" or unusual extraneous pipes. May 28, 1983 July 15, 1983 August 15, 1983 .4Well water tested enA^vOK by Field Engineering, Inc. Letter to file regarding status of system. Water meters installed in basement and initial readings taken. (Additional meter readings taken 9/1/83, 9/15/83, 10/4/83, 11/3/83, 1/25/85, 1/30/85, 12/27/85) November 4, 1983 December 27, 1985 Letter to Daniels noting initial water use measure­ ments. Site inspection with Carl Widmer - noted no outflow from mound, minor standing water at crest of mound.
