Re: Septic System, 2905 Fox Street - Ken Daniels Residence
To Whom It May Concern:
This letter is to relay the recent history and current status
of the septic system serving the Daniels’ residence at 2905 Fox
Street in Orono, Minnesota.
In late fall 1976, the plat of Farview Addition was approved
and construction of Farview Lane was commenced. During the
construction of Farview Lane, complaints were received that the
septic system serving 2905 Fox Street was discharging onto the
road. The City subsequently required Mr. Daniels to have the
system repaired by adding drainfield, since apparently none
existed. Mr. Daniels had soil testing done and a system designed,
which was installed in September, 1977.
During February, 1982, the City received complaints from property
owners on Farview Lane that the Daniels septic system was
overflowing onto the street. The City again required that the
owner make whatever system additions or repairs were necessary
to stop the overflow. Mr. Daniels complied by installing a
"mound" type drainfield which became operable in October, 1982.
In December, 1982, the installer of the system informed Mr.
Daniels and the City that the mound was overflowing. Subsequent
inspections indicated that excessive amount of water appeared
to be flowing through the tanks and into the drainfield area,
even during periods when no water was being used by the household.
In an effort to determine the source or sources of the extraneous
water, Mr. Daniels has had the tanks uncovered, and pumped on
more than one occasion, has televised one of the house sewer
lines, has dye-tested the roof gutter drains, and is currently
cooperating with the City in trying to locate the source of the
problem by installing water meters in various parts of the house
water supply. At this point, the source of the extra water has
not been located; however, both the system installer and I a-e
of the opinion that the drainfield systems on the Daniels'
property should be capable of handling the design wasteload
for at least a 10-person household at 75 gallons per person per
day, this opinion based on design criteria »*^commended by the
Minnesota Pollution Control Agency and adopc d by the City of Orono.

Both Mr. Daniels and the City of Orono are anxious to resolve
the problem. This has necessarily become a step-by-step process
in order to ensure that any major revamping of any specific
house systems (footing drains, inside plumbing, water tanks,
etc.) will actually solve the extraneous water problem. It
is th . City's wish to have this resolved before the onset of
freezing weather if not sooner.
