Jacobs, Building Official October 29, 1982 Kenneth Daniels, 2905 Fox Street - Failing On-Site Sewage System This memo is to advise you of the status of tho failing septic system at the above subject property. Dec. 1, 1976 Dec. 9, 1976 City received a complaint from (John Peterson Farview Properties) of sewage coming from Mr. Daniels septic system and onto the road. Letter sent to Mr. Daniels from A1 Olson, giving him 10 days to correct the violation. Dec. 27, 1976 There were a number of calls and inspections made thru with Mr. Daniels - No Compliance. Jan. 28, 1977 Feb. 11, 1977 Mr. Daniels sent a letter to Mr. Olson that he would have the system fixed so it would comply city ordinances. Feb. 77 A number of inspections made - verified system was failing again. April 22, 1977 Mr. Olson made a site inspection and confirmed the septic tank was pumped out. May 13, 1977 June 6, 1977 June 27, 1977 July 15, 1977 Mr. Olson sent a letter to Mr. Daniels about effluent from septic system was flowing on the surface of the ground and that corrections must be made within 60 days. An inspection was made - septic effluent flowing on surface of ground. Olson and Widmer made site inspection to locate a site for septic system. Letter sent from Mr. Olson giving the following deadlines: 1. Within 48 hours, have your tanks pumped again and continue to monitor and pump the tanks until a drainfield is installed. page 2 October 29, 1982 Kenneth Daniels - Failing On-Site Sewage System 2. Within 15 days, have a site analysis done on the potential drainfield area; i.e., have an engineering firm take at least 6 percolation tests and a soil boring. Have the engineer report the results of these tests and a recommended drainfield design to the City. 3. Within 15 additional days, by August 15, 1977, have the drainfiv,*.d installed and operational. This installation must be authorized by City permit. Aug. 7, 1977 A test report was completed by Carl Borg. Aug. 18, 1977 Letter was sent to Mr. Daniels approving the report and asking for a design. Sept. 15, 1977 A permit was issued to Carl Widmer to repair system. Sept. 15, 1977 An inspection was madcj by myself 1500 square feet of drainfield was installed. Feb. 22, 1982 An inspection report by Mike Gaffron was sent to Mr. Daniels requiring him to pump tanks as often as necessary to stop seepage. Feb. 22, 1982 Letter was sent to Mr. Daniels from Mike Gaffron about complaints from property owners on Farview of septic system overflowing on Farview Lane. Feb. 22, 1982 April 1, 1982 July 30, 1982 Memo to file from Mike Gaffron (attached) Inspection made by Mike Gaffron - note some seepage. A letter was sent to Mr. Daniels that no work had been started and that work on the system must start within 10 days. Aug. 16, 1982 Aug. 19, 1982 Aug. 23, 1982 Carl Widmer picked up permit for new system. System was inspected by Mike Gaffron. Inspection of mound finished no pump or alarm installed. Sept. 7, 1982 Complaint and inspection made by Tom Jacobs and Mike Gaffron. Sewage flowing on Farview Lane - photos taken, Mike Gaffron gave the following orders: 1. Have tank pumped within 24 hours. page 3 October 29, 1982 Kenneth Daniels - Failing On-Site Sewage System 2. Immediately connect pump in septic system with extention cords. 3. By Sept. 21, 1982, install permanent wiring to pump. Tags will be issued if work is not completed. Sept. 7, 1982 Letter to Mr. Daniels from Mike Gaffron - items that must be completed. Sept. 20, 1982 Inspection made by Mike Gaffron and myself, sewage flowing in street 2/10 of a mile long, photos taken. Talked to Mrs. Daniels told her to get tank pumped right away and that a citation will be issued and that if the problem continues a citation will be issued for each day the violation exists. Sept. 20,1982 Citation issued to Mr. Daniels - Violation Orono Ord. #82.03(1 (a) sewage flowing on surface of ground.
