according to applicable requirements as specified in the construction permit and was in substantial compliance with the applicable local SSTS ordinance requirements. This certificate is valid
for five years from the date of issuance unless the LGU finds evidence of noncompliance or an imminent threat to health or safety requiring removal or abatement. Holding tanks, Type IV,
Type V, and midsized sewage treatment systems may not be placed in operation until the system owner has obtained any required operating permit from the LGU.
