The council will not engage in discussion or take action on items presented at this time. However, the council may refer issues to staff for follow up or consideration at a future meeting. Speakers should state their name and home address at the podium before speaking. Speakers should be mindful of time and limit their remarks to three (3) minutes to allow sufficient opportunityfor others to speak. We encourage speakers to address their comments to the mayor and council and to keep their remarks respectful and relevant. Please no personal attacks. Criticism of ideas is acceptable, but attacks against individuals are not tolerated. Please make your statements in a civil manner. Exhibits A. 04-27-2026 CC Minutes - work session B. 04-27-2026 CC Minutes Item: 1 3 Minutes City Council Work Session Monday, April 27, 2026, 4:30 PM City Council Chambers 12780 Kelley Parkway, Orono, MN 55356 ROLL CALL Council members present: Mayor Bob Tunheim, Alisa Benson, Jacqueline Ricks, Jon Schwingler, Steve Persian. Staff present: Community Development Director Laura Oakden, Parks Superintendent Joe Ruthenberg COMMISSIONER INTERVIEWS The City Council cancelled the Park Commission interviews after the applicants withdrew from consideration. Council directed staff to continue recruitment efforts to fill the vacancies. AVERAGE LAKESHORE DISCUSSION The City Council held a work session to review challenges associated with the Average Lakeshore Setback (ALS) regulation. The Council began reviewing ALS regulations in 2023 to better define the city's priorities leading to a series of six Council work session discussions. Council members expressed support for maintaining regulations that protect lake sightlines and prevent "lake creep" development along the shoreline. The Council directed staff to forward the ALS discussion to the Planning Commission for further review. ADJOURNMENT Work session ended at 5:45 pm. ROLL CALL Orono City Council members present: Mayor Bob Tunheim, City Council Members Alisa Benson, Steve Persian, Jacqueline Ricks, and Jon Schwingler. Members absent: None. Staff present included an attorney sitting in for City Attorney Soren Mattick, who was not present; City Administrator/Engineer Adam Edwards; Finance Director Maggie Jin; and Parks Superintendent Joe Ruthenberg. Hire Seasonal Employees Persian moved, Schwingler seconded, to approve the Agenda and Consent Agenda as submitted. VOTE: Ayes 5, Nays 0. PUBLIC COMMENTS John Bendt, 1120 Tonkawa Road, and Marilyn Mulvanny, 141 Hackberry Hill, provided comments. FINANCE DIRECTOR REPORT First Quarter Financial Update Finance Director Jim presented the First Quarter Financial Report, including General Fund Revenue, General Fund Expenditures, the Enterprise Fund Summary (various utilities and golf course), the Internal Service Fund Summary (fleet services, facilities, insurance, and IT), 2026 Interest Earned, and Investment Portfolio. The Council discussed the item and asked questions of staff. 6. Amend 2026 Insurance Fund Budget The City Council is requested to review the Staff report, receive a presentation, and discuss and approve amending the 2026 Insurance Fund Budget to add $140,000 to cover the insurance premium for Worker's Comp insurance. Finance Director Jin indicated the item was left off the 2026 budget approved by the City Council in December 2025, but the change would not impact other parts of the budget due to the fund balance in the Insurance Fund. Ricks moved, Schwingler seconded, to approve amending the 2026 Insurance Fund budget as recommended by staff in Exhibit A of the meeting packet. VOTE: Ayes 5, Nays 0. PARKSREPORT 7. Community Tree Planting Update The City Council received an update on a $75,000 Minnesota Department of Natural Resources (DNR) Community Tree Planting Grant supporting the removal of hazardous ash trees impacted by Emerald Ash Borer and the planting of about 150 new, climate -resilient trees in the parks and trail corridors. The two- year project will begin in 2026. PUBLIC WORKS REPORT 8. Water Softener Resin and Flow Meter at Navarre Water Plant Council reviewed long-term options for the water softening system, including significant repair costs versus discontinuing the softening service. Following discussion, Council voted 5-0 to direct staff to develop a plan to discontinue softening operations, including public engagement, evaluation of resident impacts, and consideration of resident support options during the transition. Persian moved, Benson seconded, to direct staff to develop a plan to discontinue water softening operations at the Navarre water plant, including looking into assisting residents served by that plant to potentially get a softener for their private residence. VOTE: Ayes 5, Nays 0. CITY ADMINISTRATOR/ENGINEER REPORT 9. Hackberry Park Revitalization Project (24-028) Design Update The 95% completed park plans were presented, outlining requested upgrades to fields, drainage, accessibility, and amenities. After addressing concerns related to fencing, tree removal, and parking, Council voted 3-2 to proceed with bidding the project, including the pavilion/restroom and basketball court, while strategically shifting perimeter parking to a future 2028 road project. Persian moved, Schwingler seconded, to move forward with the Hackberry Park design as presented, waiting on the grass pavers and with alternates for the picnic shelter and basketball court. VOTE: Ayes 3, Nays 2 (Benson and Ricks). 10. 2026 Street Improvement Project (26-001) - Award Council voted 5-0 to awarded the 2026 Street Improvement Project. Work includes North Arm Drive and North Arm Lane reconstruction and widening, along with improvements on Willow Drive north of County Road 6 in coordination with the City of Medina. Stormwater and utility work are also included. Bids came in below estimates, allowing the City to proceed under budget. Page 2 of 3 6 Minutes City Council Regular Meeting Monday, April 27, 2026, 6:00 PM City Council Chambers 2780 Kelley Parkway, Orono, MN 55356 Ricks moved, Persian seconded, to award the project to Wm Muller & Sons, Inc., low bidders at $606, 028.42, accept the proposal for construction oversight from Bolton and Menk not to exceed $45,000, and authorize staff to cooperate with the City of Medina on the improvement for Willow Drive not to exceed $20,000. VOTE: Ayes 5, Nays 0. 11. 2027 Street Improvement Project Planning and Engineering Project (27-001) The City Council approved moving forward with the planning and design of the 2027 Street Improvement Project 5-0. This early planning phase allows the City to prepare designs, gather public input, and stay on track for construction in 2027. Proposed work will include improvements to Heritage Lane and Drive, the Fagerness Point neighborhood (including Fagerness Point Road, Corral Road, Webb Street, and Concordia Street), and Linden Lane, along with associated stormwater and utility updates. Persian moved, Ricks seconded, to direct the City Engineer to move ahead with the planning and design phase for the 2027 Street Improvement Projects and accept the Bolton and Mencl proposal for design. VOTE: Ayes 5, Nays 0. 12. 2026 Goals Quarterly Status Update City Administrator Edwards reviewed quarterly progress on the 2026 goals set by the City Council. Item: 3 2. Background: The Police Chief position is a critical position within the City of Orono and contracted cities of Mound, Minnetonka Beach and Spring Park. The position oversees the public safety for the community. On March 9, 2026, the Council accepted Chief Correy Farniok notice of retirement. His last day with the city will be May 30, 2026. 3. Recruitment: The selection process for the vacant position involved advertising the position, application screening, interview panels, physical and psychological screenings, and reference checks. First round interviews were completed by a panel of city staff, contract city administrators, department staff and staff from neighboring public safety organizations. Second round interviews were conducted by a panel of contract city mayors, Mayor Tunheim, Orono Council Member Jacqueline Ricks, Orono Police Deputy Chief Wittke, and the Medina Police Chief Nelson. 4. Recommended Candidate: Captain Chad Stensrud is our recommended candidate for the position. Chad has 22 years of police experience including with the Orono Police Department and the Robbinsdale Police Department. Chad has a B.S. in Criminal Justice from Winona State University and a Master in Police Leadership from St. Thomas University. He is also a graduate of the FBI National Academy. Chad served with the Orono Police Department from 2004-2022 in various roles including Patrol Officer, SRO, Investigator, Drug Task Force Officer, Patrol Sergeant and Investigation Sergeant. Since 2022 Chad has served as a Captain in the Robbinsdale Police Department. 5. Recommended Compensation: Staff recommends Chad Stensrud be appointed as the Orono Police Chief / Chief Law Enforcement Officer (CLEO) with an effective start date of May 26, 2026. a. Salary. Background: The Brush Site Attendant position has historically followed a seasonal pay progression similar to Golf Course Attendants, which includes incremental increases for returning employees. Due to the transition of this position from seasonal to part-time due to the length of employment needed to cover shifts at the Brush Site, the pay increase was missed in 2025. Thus Ms. Hines should be at $16.50, up from $15.50. 3. Cost: The Brush Site's compensation budget is $12,000, which supports approximately 800 hours at $15.00/hour. License Applicant(s): The following companies have submitted waste hauler license applications that meet regulatory requirements: • Curbside Waste WH26-000004 • Suburban Waste WH26-000002 • Waste Management WH26-000001 City approval and establishment information will be shared with the county/state and the licenses will authorize solid waste collection through May 31, 2027. Background: City code requires all solid waste haulers to be licensed. The annual license renewal process for haulers begins each April ahead of the May 31 license expiration date. Licensed haulers are authorized to provide collection services including trash, recycling, yard waste, compostable organics, bulky items, etc. The City uses three different service models for residential recycle, organics, and trash. • Recycling collection service is an organized system where the city contracts with one hauler to coordinate services and pricing on behalf of residents and the service operates like a utility. • Organics drop off sites are free for residents for food waste; hauling and pricing is coordinated by the city with one hauler. The brush site is also available for residents to drop off yard waste and is managed by the Public Works department. • Trash collection service is a regulated open -collection system and residents can choose and contract privately with a licensed hauler. Services generally available by haulers include curbside collection of trash, yardwaste, holiday trees, as well as bulk pickups, and roll -off dumpsters. Residential trash costs are subject to 9.75% Minnesota Solid Waste Management Tax (SWM) and 15.5% Hennepin County Solid Waste Management Fee (17% and 21.5% for non-residential). Separated recyclable materials (compostable organics, yard waste, and single -sort glass, paper, plastics, metals) are not subject to the added state and county SWM taxes and fees. Haulers must file their rates and fees annually with the City and provide a detailed breakdown of charges, including base collection fees, cart rental, taxes, environmental fees, fuel surcharges, and 32 any other applicable costs. The City requires volume -based pricing to encourage waste reduction consistent with county funding objectives. Pricing must reflect at least a 25% difference between adjacent cart sizes and minimum 50% difference between smallest and largest cart. Any rate increases must be communicated in writing to both customers and the City at least 60 days in advance. Haulers may offer lower rates without notice (promotional, introductory, or discounted pricing below the rates filed with the city). Some haulers include three months of service per invoice and other haulers include two months of service per invoice. Some haulers charge additional fees, such as extra bags, fuel surcharge, late fee, paper invoice fee, holiday tree pickup, bulky item pickup, etc. 3. The Property is located in the LR-1A, One -Family Lakeshore Residential Zoning District. A3. VARIANCE ANALYSIS: B1. Variances shall only be permitted when they are in harmony with the general purposes and intent of the ordinance; the proposed project harmonizes with the intent and purpose of the ordinance. Although the addition is proposed within the setbacks, it allows for the property to come closer to zoning conformance with the relocation of a nonconforming shed; and B2. Variances shall only be permitted when consistent with the comprehensive plan; the proposed variance to add a two -car garage to an existing principal residence in LR-1A zoning is consistent with the comprehensive plan; and B3. Variances may be granted when the Applicant for the variance establishes that there are practical difficulties in complying with the zoning ordinance. `Practical difficulties,' as used in connection with the granting of a variance, means that: a. The property owner in question proposes to use the property in a reasonable manner, however, the proposed use is not permitted by the official controls; the proposal to add a two -car garage to the home in place of a one -car garage is reasonable; and b. The plight of the landowner is due to circumstances unique to his property not created by the landowner; the home was sited and constructed by a previous owner 36 CITY OF ORONO RESOLUTION OF THE CITY COUNCIL NO.7681 within the rear setback of the Property, with the driveway and access being located along the far southern side; and c. The variance, if granted, will not alter the essential character of the locality; the proposed addition will match the character of the existing home, and will reduce or not impact the existing nonconformities present on the Property. B4. Economic considerations alone do not constitute practical difficulties; economic considerations do not impact the finding of practical difficulties with the Property; and B5. Practical difficulties also include but are not limited to inadequate access to direct sunlight for solar energy systems. Variances shall be granted for earth -sheltered construction as defined in Minn. Stat. § 216C.06, subd. 2, when in harmony with Orono City Code Chapter 78; this condition is not applicable to the variance; and B6. The board or the council may not permit as a variance any use that is not permitted under Orono City Code Chapter 78 for property in the zone where the affected person's land is located; garages attached to single-family residences are permitted within LR-1A zoning district; and B7. The board or council may permit as a variance the temporary use of a one -family dwelling as a two-family dwelling; this condition is not applicable to the variance; and B8. The special conditions applying to the structure or land in question are peculiar to such property or immediately adjoining property; the Property, and others in the immediate vicinity are substandard with regards to lot size and width, with many homes built between the 1950s and -70s, prior to the adoption of the zoning code. The proposal utilizes the existing conditions to the best extent possible, and involves the reduction of nonconformities on the Property; and B9. The conditions do not apply generally to other land or structures in the district in which the land is located; unlike many of the substandard lots in the area, the Property backs up to a wooded, 17-acre property with an existing single-family residence over 500 feet away. The rear setback is intended to create separation between buildings, especially for scenarios where two residences back up to each other. Although the addition encroaches 10.4 feet into the 50-foot rear setback, it will not adversely impact the neighboring property; and B10. The granting of the application is necessary for the preservation and enjoyment of a substantial property right of the Applicant; the Applicant has proposed a two -car garage addition that does not further encroach into the rear setback than the house, and allows the removal of a driveway and shed located 3.3 feet from the side property line, reducing 37 CITY OF ORONO RESOLUTION OF THE CITY COUNCIL NO.7681 the existing nonconformity. Granting a variance under these circumstances is reasonable and necessary for the preservation of the Owners' property rights; and B11. The granting of the proposed variance will not in any way impair health, safety, comfort or morals, or in any other respect be contrary to the intent of this chapter; the addition is proposed in a reasonable location, and addresses some significant nonconformities on the Property, where the health, safety, comfort and morals of residents and owners will not be impacted; and B12. The granting of such variance will not merely serve as a convenience to the Applicant, but is necessary to alleviate demonstrable difficulty; the granting of a variance for the proposed project will alleviate a significant difficulty placed on the Owners who intend to improve their property with a modest garage addition that will reduce the existing nonconformities of the site and result in no further encroachment to the rear of the Property. CONCLUSIONS, ORDER AND CONDITIONS: Based upon one or more of the above findings, the Orono City Council hereby grants variances from Orono Municipal Zoning Code Section 6.12.1350 for a 697-square-foot garage addition 10 feet from the side property line, and 39.6 feet from the rear property line, subject to the following conditions: 1. LA26-000005 WHEREAS, on January, 21, 2026, on behalf of Brent Teele (hereinafter the "Owner"), Revision LLC (hereinafter the "Applicant"), applied for a variance from the City Code for the property addressed 356 Westlake Street and legally described as: Lot 8, Block 1, Hillside Park, Hennepin County, Minnesota (hereinafter the "Property"); WHEREAS, the Applicant has made application to the City of Orono for a variance to Orono Municipal Zoning Code Section 6.12.6240 to allow a 12-foot expansion of a lake -facing 2-story roofed porch within the average lakeshore setback; and WHEREAS, on April 20, 2026, after published and mailed notice in accordance with Minnesota Statutes and the City Code, the Planning Commission held a public hearing, at which time all persons desiring to be heard concerning this application were allowed to speak thereon; and WHEREAS, on April 20, 2026, the Planning Commission recommended approval of the variance; and WHEREAS, on May 11, 2026, the City Council reviewed the application and the recommendations of the Planning Commission and City staff; and NOW, THEREFORE, BE IT RESOLVED that the City Council of Orono, Minnesota, hereby approves the requested variance as described above based on one or more of the following findings of fact concerning the Property: FINDINGS OF FACT: Al. The analysis contained within staff memos and the exhibits attached to the aforesaid memos, all minutes from the above -mentioned meetings, and all other materials distributed at these meetings are hereby incorporated by reference. A2. The Property is located in the LR-1A Single Family Lakeshore Residential Zoning District. 47 CITY OF ORONO RESOLUTION OF THE CITY COUNCIL NO. 7682 A3. The Property contains 0.64 acres in area and has a defined lot width of 50 feet. A4. The Property is within Tier 1, and hardcover is limited to 25% according to the Stormwater Quality Overlay District. A5. The Applicant has applied for an average lakeshore setback variance. A6. In considering this application for variance, the Council has considered the advice and recommendation of the Planning Commission and the effect of the proposed variance upon the health, safety, and welfare of the community, existing and anticipated traffic conditions, light and air, danger of fire, risk to the public safety, and the effect on values of property in the surrounding area. ANALYSIS: B1. "Variances shall only be permitted when they are in harmony with the general purposes and intent of the ordinance ...." The Property includes difficulties in its long, narrow depth, size, proximity to the lake, and the orientation of the homes on adjacent properties. The proposed improvements are scaled appropriately for the Property and do not appear to adversely impact lake views enjoyed by neighbors. This criterion is met. B2. "Variances shall only be permitted ... when the variances are consistent with the comprehensive plan." The proposed variance to construct an addition to the existing home is consistent with the comprehensive plan. B3. "Variances may be granted when the applicant for the variance establishes that there are practical difficulties in complying with the zoning ordinance. `Practical difficulties,' as used in connection with the granting of a variance, means that: a. The property owner in question proposes to use the property in a reasonable manner, however, the proposed use is not permitted by the official controls. The request to allow the addition in the proposed location, partially within the average lakeshore setback, appears to be reasonable considering the location and orientation of the neighboring homes and lot shape and size. b. The plight of the landowner is due to circumstances unique to his property not created by the landowner. The shape and orientation of the Property and the location of the neighbors' homes result in a limited legal building envelope. The location of the addition should not significantly impact the existing views of the lake for the neighbors. The circumstances are unique to the Property; and 48 CITY OF ORONO RESOLUTION OF THE CITY COUNCIL NO. 7682 c. The variance, if granted, will not alter the essential character of the locality. " The proposed addition will conform to all other applicable zoning requirements. The variance is requested to permit the construction of an addition that will not adversely impact the character of the neighborhood. B4. "Economic considerations alone do not constitute practical difficulties." Economic considerations have not been a factor in the variance approval determination. B5. "Practical difficulties also include but are not limited to inadequate access to direct sunlight for solar energy systems. Variances shall be granted for earth -sheltered construction as defined in Minn. Stat. § 216C.06, subd. 2, when in harmony with Orono City Code Chapter 78." This condition is not applicable. B6. "The board or the council may not permit as a variance any use that is not permitted under Orono City Code Chapter 78 for property in the zone where the affected person's land is located." This condition is not applicable, as a single-family home is an allowed use in the LR-1A District. B7. "The board or council may permit as a variance the temporary use of a one -family dwelling as a two-family dwelling." This condition is not applicable. B8. "The special conditions applying to the structure or land in question are peculiar to such property or immediately adjoining property." The Property's unique shape, size, and orientation to the lakeshore and its relationship to the adjacent homes create difficulties for improving the Property consistent with the other homes in the neighborhood. B9. "The conditions do not apply generally to other land or structures in the district in which the land is located." The Property's unique shape and the location/setback of the adjacent homes create difficulties for the owners. B10."The granting of the application is necessary for the preservation and enjoyment of a substantial property right of the applicant." Granting the average lakeshore setback variance is necessary for the preservation of the property rights of the owners. B11."The granting of the proposed variance will not in any way impair health, safety, comfort, or morals, or in any other respect be contrary to the intent of this chapter." Granting the requested variance in this unique situation is not contrary to the intent of the zoning chapter. 49 CITY OF ORONO RESOLUTION OF THE CITY COUNCIL NO. 7682 B12."The granting of such variance will not merely serve as a convenience to the applicant, but is necessary to alleviate demonstrable difficulty." The requested variance is necessary and does not merely serve as a convenience to the Applicants. CONCLUSIONS, ORDER, AND CONDITIONS: Based upon one or more of the above findings, the Orono City Council hereby grants a variance to Orono Municipal Zoning Code Section 6.12.6240 to allow construction of a lake - facing, two-story, roofed porch addition 12 feet further lakeward of the average lakeshore setback, subject to the following conditions: C1.Council approval is based on the entire record, above Findings. C2.The approved project shall conform to the survey by Frank Cardarelle Land Surveying, dated 02/11/2026 and revised on 02/12/2026, and the building plans submitted by the Applicants and annotated by City staff, attached to this Resolution as Exhibits A & B. C3.Any amendments to the plans that do not conform to City codes may require additional review by the Planning Commission and City Council. C4.Authorities granted by this resolution run with the Property, not with the Applicants, but are permissive only and must be exercised by obtaining a building permit for the new construction and commencing construction of said project. A building permit must be obtained within one year of the date of Council approval, or the variance will expire on that date (May 11, 2027). C5. Violation of or non-compliance with any of the terms and conditions of this resolution may result in the termination of any authority granted herein. Retaining walls exceeding two (2) feet in height must be located at least 5 feet from the side property line. The new 20-foot porch will be constructed over an existing deck and will extend 12 feet closer to the lake than the existing 7-foot deep roofed porch. The applicant's proposal does not appear to impact views of the lake from the homes on either side. The property to the north has lake views directly to the east and could realize the greatest impact from the proposed plan. Governing Regulation: Variance (Section 6.12.530) In reviewing applications for variance, the Planning Commission shall consider the effect of the proposed variance upon the health, safety, and welfare of the community, existing and anticipated traffic conditions, light and air, danger of fire, risk to the public safety, and the effect on values of property in the surrounding area. The Planning Commission shall consider recommending approval for variances from the literal provisions of the Zoning Code in instances where their strict enforcement would cause practical difficulties because of circumstances unique to the individual property under consideration, and shall recommend approval only when it is demonstrated that such actions will be in keeping with the spirit and intent of the Orono Zoning Code. Economic considerations alone do not constitute practical difficulties. Practical difficulties also include, but are not limited to, inadequate access to direct sunlight for solar energy systems. Variances shall be granted for earth -sheltered construction as defined in Minn. Stat. §216C.06, subd. 14, when in harmony with this chapter. The board or the council may not permit, as a variance, any use that is not permitted under this chapter for property in the zone where the affected person's land is located. The board or council may permit, as a variance, the temporary use of a one -family dwelling as a two-family dwelling. According to MN §462.357 Subd. 6(2) variances shall only be permitted when: 1. The variance is in harmony with the general intent and purpose of the Ordinance. The Property includes difficulties in its long, narrow depth, size, proximity to the lake, and the orientation of the homes on adjacent properties. The proposed improvements are scaled appropriately for the property and do not appear to adversely impact lake views enjoyed by neighbors. This criterion is met. 2. The variance is consistent with the comprehensive plan. The proposed variance to construct an addition to the existing home is consistent with the comprehensive plan. 3. The applicant establishes that there are practical difficulties. a. The property owner proposes to use the property in a reasonable manner not permitted by the official controls; The request to allow the addition in the proposed location, partially within the average lakeshore setback, appears to be reasonable considering the location and orientation of the neighboring homes and lot shape and size. b. There are circumstances unique to the property not created by the landowner; The shape and orientation of the subject property and the location of the neighbors' home result in a limited legal building envelope. The location of the addition should not significantly impact the existing views of the lake for the neighbors. The circumstances are unique to the Property, and c. The variance will not alter the essential character of the locality. The proposed addition will conform to all other applicable zoning requirements. The variance is requested to permit the construction of an addition that will not adversely impact the character of the neighborhood. Additionally, City Code Section 6.12.530 provides additional parameters within which a variance may be granted as follows: 4. Economic considerations alone do not constitute practical difficulties. Economic considerations have not been a factor in the variance approval determination. 5. Practical difficulties also include, but are not limited to, inadequate access to direct sunlight for solar energy systems. The property's unique shape and the location/setback of the adjacent homes create difficulties for the owners. 10. The granting of the application is necessary for the preservation and enjoyment of a substantial property right of the applicant. Granting the average lakeshore setback variance is necessary for the preservation of the property rights of the owners. 11. The granting of the proposed variance will not in any way impair health, safety, comfort, or morals, or in any other respect be contrary to the intent of this chapter. Granting the requested variance in this unique situation is not contrary to the intent of the zoning chapter. 12. The granting of such variance will not merely serve as a convenience to the applicant, but is necessary to alleviate demonstrable difficulty. The requested variance is necessary and does not merely serve as a convenience to the Applicants. The Commission may recommend, or the Council may impose conditions in granting variances. Any conditions imposed must be directly related to and must bear a rough proportionality to the impact created by the variance. No variance shall be granted or changed beyond the use permitted in this chapter in the district where such land is located. Background: The City of Long Lake maintains an emergency access gate to Highway 12 from Wayzata Blvd across from Mill Street. An automatic gate was installed —2011 which has become unreliable and in need of replacement. Long Lake and Wayzata (provider of PD services to Long Lake) did reach out to the State and County for funding for the project. The State and County each agreed to fund 1/3 of the costs. The proposal is then for Orono, Long Lake and Wayzata to share the remaining 1/3, with the rational that it would be the Wayzata Police, Orono Police or Shoreline Fire Department who would use the gate. 3. Cost: The City Of Long Lake has requested $2,439.33 which represents 1/9 of the cost of the gate replacement project. The total cost of the project is $21,954. Project costs are broken down as follows: 1/3 - MnDOT 1/3 - Hennepin County 1/9 - Long Lake 1/9 - Wayzata 1/9 - Orono 4. Funding: This would be an unbudgeted expense.
