d. The Minnehaha Creek Watershed District has completed a number of studies
including a 1993 Diagnos�ic Study which characterized and quan+_ified the
sources contribttting to the oUserved decline in water quality of Long Lake, �
,. developed numeric water quality goals f'�r the lal:e, and calculated the
perfo.rmance standards for remedial measures to`improve water quality to the
desired goals. A Feasibility� Study was also completed which �valuated the
� various alternatives for ��ater quality improvement and suggested an
implementation plan tliat included a public education program,
implementation of Best Mariagement Practices in the v��atershed, construction
of detention basins, lake aeraii�n, and a lonV term inonitoring prograni.

for reduction of phosphorus have been reviewed by the Watershed District
and do not appear feasible. Therefore it appears that use of a N[TRP �ond
based on the Wa�ker mod'el is eapected to be an effective method of
phosphorus reduction for this watershed.
g. The location of the propqsed detention basin is appropriate because it is
located betvveen the outlet of the creek to Long Lake and the co�ifluence of..;i,.
the two creeks from Medina;�because it avoids excavation on wooded hills •
with steep slopes north of County Road 6 which «�ould have a significant
impact on the adjacent residential properties and potential impact on
Wolsfeld Woods Nature Area; and because it avoids the need for excavation
or alteration of the signific�nt Type III wetland located directly upstream
from the creek outlet at Lo�rg Lal:e.
h. While the site is adjacent to residential properties;the location will be heavily
screened from surrounding houses by existing veaetation. The primary visual�
impacts will be fi•om County Road 6. The proposed site is adjacent to
Count.y Road 6 which enhan;.es ease of the construction and long-term poncl

for tree removal, vegetation clearing and land alterations within 75' of the
protected tributary. Revegetation o£the pond perimeter or afler construction
is appropriate, and the con;�ersior�from a wo�ded low land habitat to a deep
���ater pond habitat in tliis iristance is necessary to accomplish fitle goal oF
improving the water quality of Long Lake and ultimately Lake lVlinnetonka,
which is the prim�ry driving principle of Orono's Comprehensive Plan.
