Re: Steven Kaster, Wetland Alteration
Dear Mr. Schroeder:
The Minnehaha Creek Watershed District is in receipt of your preliminary plans
on December 17, 1983 for excavation in Wetland 863-W.
These preliminary plans include tFe placement of dredging spoils within the
wetland basin.
The deposition of spoils below the wetland OHW is not allowed by District
rules for the following reasons:
1. The deposition of spoils below the OHW will reduce the capacity of the
wetland to store stormwater runoff.
2. The deposition of spoils below the OHW will reduce the surface area of
emergent wetland vegetation and thereby reduce the wetland's ability to
assimilate nutrients from stormwater runoff.
Prior to any further review by the District, the plan shall be revised to
indicate the disposal of dredging spoils will be placed in an upland area 50
feet from the wetland edge and diked to prevent the return of sediment to the
wetland basin.
