Upon completion of the plans an(. outline specifications and approval thereof by the City Council, five sets of the plans and specifications shall be delivered to the property owners who shall thereafter bid and/or contract with a City -approved, State -licensed plumbing contractor to install the complete system with said property owners assuming the complete cost therefore, including without limitation all excavation, hackfill, electrical connections, restoration, septic tank pumping and abandonment, street opening, tapping, barricades, street restoration and other items necessary for a complete operating system. 3. For foundation support of these two houses, we recommend an excavation/backfill approach to constrvetion be utilized. The excavation/backfill approach wo ald cons. st of removing all fill, toi ,oil and organic swamp deposits down to the underlying silty sandy cldy glacial till, and replacing these roils with a well compacted sand fill. Glacial till at this depth is suitable for support of the back - fill and foundation loads. Typical spread footings could then be utilized for support of the nouso. Purpose: The purpose of this subsurface investigation is to aid in evaluating the existing soils for foundation support of the houses on these two lots. A.2. Scope: A total of 5 standard penetration test borings were completed within these two lots. Three of the borings were completed in Lot 3 which is the southern lot, and two were completed in Lot 2. Engineering analysis and recommendations were based on these soil boring result B. TESTING B.1. Boring Locations and Surface Elevations: Boring locations are referenced on the boring logs. In the field these borings were located °rom approximate, house corners staked by others. Surfq-^e elevations were referenced to the manhole in Carman Street on the lot line between Tests ? and A. An assumed eleva- tion of 100 wao given for this benchmark. B.2. boring Methods and Proce ores: The borings were taker, on December 6, 1982 with a truck -mounted core and auger drill. The sampling was in accordance with ASTM O1586 "Penetration Test anti Split Barrel Sampling of Soils." [.king this method, we advanced the bore hole with the hollow -stem auger to the desired test depth. 7hen a '4+)-pound hammer falling 30 inches drove a standart, 2-inch OD, split barrel sampler a total penetration of 1 V2 feet )elow the tip of the hollow -stem auger. The blows f)r the last foot of penetration were recorded and are an index of soi. strength characteristics. :_;oil samplers were generally taken BRAUN ENGINEERING TESTING 82-*3562 Mr. Ed Lehman -2- Decemucr 15, 1982 at �1f1-foot in^rements to the 15-foot depth and at 5-foot incre- ments to the termination depth in each of the borings. Use of the hol:ow-stem auger eliminated the driving of casing and the neerl :or jetting water. B.3. Soil Classifications: Mineral soils encountered in the b,.rings were visually and manually classified in the field by the crew chief in accordance with ASTM D2487 "Unified Soil Classification System" and ASTM D2488 "Recommended Practice for Visual and Manual Description of Soils." A copy of ASTM D2487 is attached. All samples were then returned to the laboratory for review of t:.ne field classifications by a Soils engineer. Represen'itfve samples will remain in this office for a period of 60 days to be available for your examination. B.4. Groundwater Probing: All borings were probed with 20 feet of hollow -stem auger in the ground to check for the presence of water. Immediately after the auger was withdrawn, all borings Cwera again probed and the depth to cave-in or water was noted. All borings were reprobed 1 day after completion and then imme<< iately back`'illed . C. RESULTS C.1. Loss: :jog of boring sheets indicating the depth end iden- tification of the various soil strata, the penetration resistan- ces anA water level information are attached. C.2. Soils Encountered: Borings ST-1, ST-? and ST-3 were completed on the east ride of the two houses. These borings encountered 0 to 21h feet of sandy clay fill overlying organi(, swamp deposits. The organic soils extended down to the depth of 5 to 81,i2 feet below exiAtir grade. Below the organic swamp depo- ew�uu ENGINEERING TESTING 82-3u2 Mr. Ed Lehman -3- DecenDpr 15, 1982 sits, all the three borings encountered silty sandy ^lay glacial till to the termination depth of the borings. The glacial till was generally in a rather soft condition in the upper 2 feet and rather stiff to stiff at depth. Borings ST-4 an"' ST-5 were completed on the western side of the proposed houses. These borings encountered 9 to 11 feet of silty sand and/or sandy clay fill and topsoil. Below Vie fill and top- soil, both borings again encountered silty sandy clay glacial till to the termination depth of both borings. The glacial till encountered in these borings were in a rather, stiff to very stiff condition. C.3. Groundwater Measurements: Groundwater was encountered in borings ST-1 and PT-2 at the 19-foot depth with 20 feet of hollow -stern auger in the ground. The other three borings encoun- tered no groundwater with the hollow-:.tem auger in the ground. Immediately after the auger was withdrawn, ';orings ST-1 and 31'-3 encountered groundwater at the 14-foot dep`h. Prior to leaving the site, the boring:; were reprobed a third time with groundwater encountered from 3 to g112 feet in borings OT-1 and ST-2, to a maximum depth of 141t2 feet in boring ^T-4. Based on these boring probes and observation of the soil Samples, it appears groundwater will likely be iear the assumed elevation of 85 to 87. This ajo umed elevation should match fairly close to the existing por;: located in the southeast quadrant of Lot 3. Fluctuations of groundwater should be anticipatel due to seasonal and annual weather variations. D. ANALYSIS AND RECOMMENDAiION3 D.I. Proposed Construction: It is our understanding that the proposed houses for tnese two lots will have full de th basements _ ORAUR EMOMilEE11MIQ TEtTMI�i 82-32 Mr. Ed Lehman -4- December 15, 1982 with rear walkouts. House loads should be moderately light since the structures will be wood -framed. D.2. Foundation Recommendations: Based on the soil boring results, we recommend an excavation/backfill approach to construction be utilized to correct the soils on these two lots for foundation support of the proposed houses. In the use of an excavation/backfill approach, we recommend all existing fill, topsoils, organic swaa!g deposits and any soft clays encountered be removed froz below the house areas and backfilled with a rela- tively clean sand. Typical spread footings cor^tructed on the backfill could then to ,be utilized for support of the houses. Footings should be sized to exert a maximum bearing pressure of 2000 pounds per square foot (psf), with column pads not less than 3x3 feet, and strip footings not less than 16 inches wide. BMIfR 92-362 Mr. Ed Lehman -5- December 15, 1982 EI As the excavation will extend below water in some areas, use of �1 large Lackhoe or dragline will likely be necessary. To minimize risk of trapped organics not being removed, the excavation should also be dewatered as much as possible. Sump pumps may be suitable for dewatering purposes since the bottom soils are cohe- sive in nature. In order to provide lateral stability for the footings, the exca- vation should be oversized on a 1:1 ratio downwards and outwards from the top outside edge of all exterior footings. The amount of oversizing, of course, would depend on the amount of fill rM placed below footing grade. Any fill placed below water in the excavation should be sand with less than 10% passing the # 200 sieve. Fill placed above the water level can consist of debris -free mineral soil. Upon establishment of a firm base on which to support compaction equipment, fill should be placed in thin lifts and uniformly com- pacted to a minimum of 90% of modified Proctor density (ASTM D1557-70). Compaction tests should be taken at various locations and elevations as fill is being placed to aid in evaluating the densities achieved. We anticipate the :a,jority of the existing fill on site will not be suitable fur reuse a3 controlled, compacted fill. Portions that are non organi^ and contain little debris could possibly be reused above the water level. D.3. Basement Grade: Due to high groundwater on this site, we recommend that no basements extend below the existing grade at the rear of the houses (appro)rimate assumed datum of 89). If houses are extended below the assumed elevation of 89, it is our opinion these houses would have a higher than normal risk of future moisture problems. GENERAL REMARKS R The analysis and recommendations submitted in this report are s i based upon the data obtained from the 5 soil borings performed at the locations indicated on the attached sketch. Variations may occur between these borings, the natut-e and extent of which may not become evident until construction. If variations are encou:,- tered, it will be necessary to make a re-evaluation of the recor mendations of this report after performing o -site observatior.: during the construction and noting the characteristics of any variations. Such variations may result in additional foundation costs and it is suggested that a contingency be provided for this purpose. To permit correlation of the soil data obtained to date with the actual soil conditions encountered during construction and to provide continuing professional responsibility for the confor- mance f the construction to the concepts originally contemplated r" in this report and to the plans and specifications, it is recom- mended that we be retained to develop and perform the necessary observation and testing program for the excavation and foundation phases of the project. If. others perform the recommended observations and/or testing of construction, professional responsibility becomes divided since in doing so, they assume responsibility for verifying that the soil conditions throughout the construction areas are similar to those encountered in the borings or recognizing variations which would require a change in recommendations. Lehman lives on Lot 4 and his son lives in the house on Lot 1 and uses a dock on the lagoon located within Lot 3. Lots 2 & 3 were never built on and the setback variances of 1977 have expired. Lehman has approached the City asking that the existing properties with the addition of newly acquired Lot 7 (now included in the area of proposed Lot 3) be realigned to create riparian corridors to the lagoon. His request is based on the fact that he has approximately 460' of shoreline on the main lake and lagoon (330t on lagoon). At the time he filed a subaivision application, Lehman also filed a renewal variance application for newly created Lot 3. This will be discussed in the review of application #740. Review of Current Subdivision: The proposed lot line rearrangement with the acquisition of Lot 7 does provide more area for Lot 3 but certainly does not improve the building envelope. (See exhibits F & G). Approval of setback variances to permit construction on the lot is inevitable. Lot 2's building e:velope must not oniy adhere to the required building setbacks but also include a 26' setback from the wetlands to the rear. I do not see the need for setback variances for Lot 2 as proposed. Note since the original lot dimensions for Lots 1 & 4 were not decreased, the existing uuildin(is wert-• nQt located on the preliminary survey, #739 -- Edward T. Lehman April 14, 1983 Page 2 As for the riparian issue, we have approved similar requests where the overall lineal footage of shoreline satifies the proposed lot density - four lots at 4601, three lots on lagoon that total 330' of shoreline. There is adequate frontage for Lots 1 & 2 to permit the construction of docks able to satisfy LMCD standards. I would suggest using the LMCD standard of 50' per one boat, limit one slip per dock for Lots 1 6 2. The lagoon is navigable and has been for many years but granting approval of this should not constitute, in addition., the granting of a vested property right to redredge this channel. This must be made clear to the applicant. Staff Recommendation: To recommend approval of the lot line rearrangement subk.. Lsion application of Edward Lehman finding that the current proposal provides more total area but that Lot 3 of the current application would still require approval of setback variances based on the location of the lagoon and the depth of the lot.
