C�t� of ORONO d • _ RESOLUTION OF THE CITY COUNCIL �`�:;°',!•� � NO. 15 2�5 � :;', , � _ � '�': ADJUSTING SEWER BILLING UNITS FOR FOR COLLECTION IN 1983 AND 1984 WHEREAS, pursuant to Municipal Code Section 25.810 , the City Council establishes and regulates rates and charges for the collection and treatment of sanitary sewage from properties connected to the City' s sanitary sewer system; and � � WHEREAS, the a-ccounting system of the City for the determination of the amount to be collected from each user is based on one or more "units" of service provided; a�nd WHEREAS, it is the intention of the City Council to apportion the cost of operating and maintaining the City sewage collection system in as fair and equitable a manner as possible based upon a . reasonable determination of each property' s actual use of the system. NOW, THEREFORE BE ITRESOLVEDby the City Council of the City of Orono , as follows: � �' 1 . Sewer & Water "assessment units" are calculated for purposes of determining potentialor ultimate servicerequirements and hence system design capacity and/or apportionment of system construction or availability costs. Henceforth, and unless otherwise directed , �. determination of "assessment uni'ts" shall be based upon the standard � � Sewer Availability Charge (SAC) formula of the Metropolitan Waste • � Control Commission. 2. . Each sewer "billing unit" shall constitute 1�0, 000 gallons of sewage flow per year . Flows less than 100,�00 gallons per year shall be billed a minimum rate of one "billing unit" . Flows in excess of 10� , 000 gallons per year shall have the number of "billing units" rounded up to the next even whole number of "billing units" . "Billing units" shall not be charged except in whole numbers, 3 . Residential "billing units" shall be determined according to the Metropolitan Waste Control Commission SAC formula, as follows: a) Each separate dwelling unit shall constitute one (1) "billing unit" . b) Each duplex dwelling shall constitute two (2) "billing units" . c) Each multiple dwelling with three (3) or more dwelling units in one building all connected at one service location shall have the total number of "billing units" determined by multiplying 0. 8 times the number of dwelling units and rounding up to the next whole number . 4. Commercial , Industrial and other non-residential "billing units" shall be de�ermined as follows : . a) For properties connected to Citywater , one sewer "billing unit" shall equal 77 ,000 gallons per year metered water use plus 3�� infiltration and i.nflow allowance to equal one 1�0, 9�0 gallon sewer "billing unit" . b) For properties not connected to City water , the owner may purchase and install an approved water meter on the pr ivate well and have the sewer use determine as in (a) above; or for properties without a water meter , the City Engineer shall estimate the number of "billing units" based upon the standard "assQssment unit" formula and/or a comparison of actual property use with similar property uses having metered water flow. c) Metered water flow shall be determined by adding actual gallonage used over one year ' s time, or by multiplying th.e average quarterly water use times four . No allowance shall be given for outside water use unless such use is metered separately. d) The following table shall be used for determining multiple "billing units" based on metered water us� : � ANNUAL WATER USE (GALLONS) SEWER "BILLING UNITS" � (77, 0fd0 round to) 80 ,9�0 or less = one s�wer unit = minimum charge 80 ,f601 to 150 ,P100 = two sewer units . 150 , �d01 to 230, Q0d = three sewer units 230,001 to 31Q ,0GJ0 = four sewer units 31d,QJ01 to 385, 0,00 = five sew�r units Over 385,�J01 gallons : divide total by 77 ,H00 gallons and round up to next whole number . 5 . It is the intent of the Council that the actual number of sewer "billing units" to be charged each quarter to each non-residential or multiple residential property will be reviewed by the City engineer and adjusted by the City Council on a biannual basis . 7 . Pursuant to the guideline5 contained herein , Sewer "billing units" for calendar 1984 and for the fourth-quarter sewer billing for 1983 shall be as listed in attached Table A.
