� � � OF A TRA�FFIC AND ROADWAY IMPROVEMENT REPORT
FOR THE VICINITY OF WAYZATA BOULEVARD
AND NORTH BROWN ROAD ,
WHEREAS, the Planning Commission and City Council are considering
applications made by Sidney Rebers and McDonald' s Corporation for subdivision
and initial commercial development of property described as tax parcel property
identification number 34-118-23 21 0��1 ; and
WHEREAS, said applications wereconsidered at a public hearing held by
. the Planning Commission on August 15, 1983, at which time the City staff , Planning
Commission members and citizens in �attend,ance all expressed concerns about
traffic safety, increased traffic , access to proposed and potential commercial
development adequacy of the existing roads and adequacy of the proposed
development plans to meet those concerns.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Orono ,
Minnesota, that the City Engineer is hereby directed to perform a study and
• analysis of existing roadway conditions , traffic patterns, vehicle counts and
accident records or other safety problems in "the vicinity of the intersection of
Wayzata Boulevard and North Brown Road; to study the forseeable effects of
commercial development and increased commercial traffic in this area; and to
report to the City Council with all convenient speed advising the Council in. a
preliminary way 1) as to what if any roadway improvements and/or changes in the
proposed development designs might be necessary or feasible to accomodate the
immediate McDonald' s developemnt proposal and to prepare for or accomodate the
forseeable potential commercial development of the entire area in the safest and
most convenient manner possible; and 2) as to whether the recommended ,
improvements should be i.nstalled prior to any new development in one step or
whether they should be installed in stages as each part of the area is developed;
and 3) as to the estimated cost of the recommended improvements and the
� responsibility of the C-ity or the developer as to actual installation and/or
payment of the costs of such improvements. • �
The City Council hereby authorizes this study to be commenced subject
to the condition that the benefitted property owner (s) agree in advance to pay the
estimated cost of the study up to a maximum amount to $800. f�0 .
