HomeMy WebLinkAbout16-3862 ExB Council minutes111416MINUTES OF THE ORONO CITY COUNCIL MEETING Monday, November 14, 2016 7:00 o’clock p.m. _____________________________________________________________________________________ 13. #16-3862 ROBERT LUND, 2732 CAROLINE AVENUE, VARIANCE AND CONDITIONAL USE PERMIT City Planner Melanie Curtis stated the property owner originally proposed to construct a second story addition over their existing detached garage to use as a guest house. After receiving bids for the construction, the applicants have decided to scale back the project and remodel the interior of the existing detached garage to function as a guest house. The Planning Commission held a public hearing and recommended approval of the original plan. They have not reviewed the revised plan. The City Council should review the plan and make a decision. Planning Staff recommends approval of the revised project. A conditional use permit is required as well as a variance because the existing footprint is larger than 1,000 square feet. A draft approval resolution has been provided for Council’s consideration which will need to be amended and adopted at the next City Council meeting. McMillan noted there does not appear to be very many changes with the revised plan. McMillan asked if there are any factors the City Council should consider with the new proposal. Curtis indicated the original plan was a full second story and the revised plan has an expanded dormer look to accommodate the second story with some areas in the roof that will be used for storage. Curtis stated the revised plan is basically pretty similar to what was presented to the Planning Commission. McMillan asked if it is the same footprint. Curtis indicated it is. Walsh moved, Cornick seconded, to direct Staff to amend the draft approval resolution to grant a conditional use permit and variance to allow the remodel of the interior of the existing detached garage to function as a guest house for the property located at 2732 Caroline Avenue.
