Existing Site
Tanager Creek is a proposed 3-lot residential development located at 860 Brown Road in Orono, MN. The
site encompasses 14.06 acres. The subject property consists of a residential homesite, turf grass yard,
woodland and wetlands.
Applicability
Per Article XII (Conservation Design) Section 78-1632 (Applicability) a conservation design plan for all
proposed residential subdivisions or multi-unit residential developments greater than five acres in total
area, or guided for urban density (greater than one unit per two acres), are required to complete a
Conservation Design Master Plan. The subject parcel is 14.06 acres total.
Proposed Project
The proposed redevelopment will consist of 3 single-family residential lots served by a short private street
with cul-de-sac. Each lot is proposed to be served by a paved driveway. Lots range in size from 3.51 acres
to 5.14 acres.
The proposed project does not include impacts to delineated wetlands and seeks to minimize tree removals
via custom home designs. Wetland buffers are proposed to be maintained per City and Watershed
regulations.
Ecological and Aesthetic Character Review
Rural Oasis Study
The subject property is not adjacent to any of the corridors analyzed as part of the Rural Oasis Study.
Anderson completed a field review of the Brown Road segment near the subject property on November 11,
2021. The observations from this field review are summarized below.
Views from Brown Road
There are no major landmarks coming from either the North or South along Brown Road. The road is
aligned north-south and features rolling terrain as it traverses low areas and upland. The majority of the
homes immediately north and south of the subject property are setback from the roadway and/or obscured
by trees.
Natural Resources Inventory
Minnesota Land Cover Classification System (MLCCS) Data
The Minnesota Land Cover Classification System map indicates that the site consists of emergent and open
water wetland, forest, and areas of 11-25% Impervious cover. The M-34X modifiers indicate the majority
of the site rated C or lower. AM-34X modifier has not been assigned for approximately 47% of the site.

Tree Survey
A tree survey was completed as part of the planning process for the proposed development. All significant
trees and stands of trees were identified for species, size and location. The site consists of primarily Green
Ash, Box Elder, Red Oak, and Blue Spruce (landscaped). Existing trees are shown on the Existing Conditions
plan.
Wetland Delineation
A wetland delineation of the subject property was completed in September 2021. The wetland delineation
identified 5 wetlands on the subject property. The wetlands are identified as Wetland 1-1 through 1-5 in
the Wetland Investigation report dated September 10, 2021. The various wetlands include Type 1, 2 and
3 wetlands. The wetland boundaries were reviewed by Minnehaha Creek Watershed District during a TEP
meeting on October 18, 2021. Please see attached Notice of Decision for the approved wetland boundaries.
Topographic Survey
A topographic survey of the project area was completed by Anderson. The survey shows that the property
consists of an area of upland adjacent Brown Road and a large portion of wetland that is contiguous with
Long Lake Creek and Lake Minnetonka. The proposed project is limited to the area of upland.
Conceptual Greenways and Open Space Corridors
The Conceptual Greenway Corridor map from the 2008-2030 City of Orono Community Management Plan
identifies the subject property as part of the “conceptual greenway corridor”. The subject property includes
wetland areas that are contiguous with Long Lake Creek and Lake Minnetonka. The areas surrounding
these features are protected by 40-75 foot buffers.
Existence of Rare Plant Communities
\No rare plant communities were observed on the site and are not identified on the Hennepin County
Natural Resource Inventory Map. Most of the areas onsite are dominated by turf grasses and common
buckthorn. These areas are of low quality and do not warrant special protection.

Stormwater Master Plan
The existing and proposed topography directs surface water towards the wetlands north and east of the
project area. Runoff from the proposed site conditions will be treated prior to discharge into the wetland
complex.
Invasive Species Removal and Management Plans
There are no known invasive species that exist outside of wetland and lakeshore buffer areas.
Tree Removal and Protection Plan
Significant tree impacts will be reduced as much as possible and have been avoided to the extent practical
during the design process. Individual home construction will use custom home designs to limit tree
removals as practical.
Ecological Communities Discussion
The goal of the project is to create a residential development that fits into the existing site and maintains
the rural feel of the area. The proposed private street will follow the existing driveway and turf yard area
to minimize tree removal and other impacts. Houses will be constructed in upland areas and utilize custom
designs to further minimize tree impacts. The natural corridors located along the property boundaries will
be maintained.
View of the Property
Views of the property from Brown Road, as well as from across the wetland and Long Lake Creek, will
remain primarily as is. Proposed tree removals are situated within the interior of the subject property, thus
maintaining the screened views from outside the parcel.
