HomeMy WebLinkAboutLA18-38 ExA Applicants request to amend DAREQUESTED MODIFICATIONS TO DEVELOPMENT CONTRACT SOUTHWAYS PROJECT NO. 18-3998 1. Background- The development contract was approved June 11, 2018 as part of the Southways Final Plat City Council action. Subsequent to that approval the Orono City Council also approved the construction of a new home at 1400 Bracketts Point Road on Lot 5 of the approved subdivision. The development work is nearing completion as of the end of July with only landscaping (boulevard trees, east and west side of the new roadway) and the wear course plus the as-built plans remaining. In parallel, the new home construction, after the demolition of the previous residence, is well underway with construction activity all along the property line and three separate entrances. The new home excavation will require about 11,000+ cubic yards of export over a 2-3 week period starting in September (this start date is best case). This equates to 750-800 dump truck loads of dirt to be removed along the new roadway. The City has also recently approved a mill and overlay project for the 800+ feet of old entry roadway that ties into the new roadway recently built. The DA requires the wear course to be applied between 8/15 and 9/15 after one freeze/thaw cycle. 2. It makes no sense to apply the wear course and overlay and then immediately subject the surface and edges to this volume/type of heavy truck traffic. The plan for the remaining landscape efforts is to plant the west side of the new roadway with the boulevard trees as soon as possible and then plant the east side after the export activity is completed, weather permitting. 3. It is requested that the time period to apply the wear course be revised and extended to November 15, 2019, subject to favorable weather conditions.
