City Council Regular Meeting
Monday,February 9 City Council Chambers 2780 Kelley Parkway, Orono, MN 55356
Mayor Tunheim called the meeting to order at 6:10 p.m., followed by the Pledge of Allegiance.
ROLL CALL
Orono City Council members present: Mayor Bob Tunheim, City Council Members Alisa Benson, Steve
Persian,Jacqueline Ricks, and Jon Schwingler. Members absent:None
Staff present were City Attorney Soren Mattick,City Administrator/Engineer Adam Edwards,Finance
Director Maggie Jin, City Planner Matt Karney, and Community Development Director Laura Oakden.

Benson moved, Schwingler seconded,to approve the Agenda and Consent Agenda as amended,
removing Items 4,7,9,and 12.VOTE: Ayes 5,Nays 0.
PRESENTATIONS
14. Mosquito Control Updates
Alex Carlson,public affairs manager for the Metropolitan Mosquito Control District, gave an overview of
the program,resources, and what is expected for 2026, including West Nile Virus and the Tire Recycling
Program.
PUBLIC COMMENTS
Shara Hoffmnan, 2400 Fox Street,and Adam Price,2420 Fox Street,provided comments.

4. Agreement—Metropolitan Council Reimbursement
Benson had some questions about the scope of the action and whether it included paving the French
Creek Park parking lot. City Administrator Edwards said, although not the normal process,the design
phase would come before the council again.
Benson moved,Persian seconded,to approve the reimbursement agreement with the Metropolitan
Council. VOTE: Ayes 5,Nays 0.
7. Community Survey—Award Polco
Benson noted the City has not done a community survey for a long time, so she wanted to highlight it and
have staff report on the process and timing.
Persian moved, Schwingler seconded,to award the contract to conduct a community survey to
Polco. VOTE: Ayes 5,Nays 0.
9 Replace Vehicle—Fleet Maintenance Service Truck
Ricks had asked to postpone this item at the last meeting and, in the meantime,had the opportunity to tour
the City's vehicle fleet.
Ricks moved,Schwingler seconded,to approve the purchase of the fleet maintenance service truck.
VOTE: Ayes 5,Nays 0.
12 LA25-000050,2420 Fox Street Preliminary Plat—Resolution 7662
Ricks asked for an explanation of what the City Council was being asked to approve at this time, if the
applicant had reached out to the neighbors as requested by the Planning Commission, and about tree
removal plans.
City Attorney Mattick explained the Council was being asked to approve the lot split,not permit the
second home,but that the plan as presented meets all codes and zoning and requires no variances.
Benson moved, Schwingler seconded,to adopt Resolution 7662 approving the Preliminary Plat
subject to the condition of an engineer letter. VOTE: Ayes 5,Nays 0.
FINANCE REPORT
15. Fourth Quarter Financial Update
Finance Director Jin presented the Fourth Quarter Financial Update.
