All three parcels waild retain water frontage. There are no existing structures on the property. 11- abuttinp land is owned by the Elennepin County Park Reserve Board. The low or ifurshv lands along the shore are not included in the area calculations. `:ubdivision considerations should include dock restrictions over the shoreland marshes including oxen space and flaware easements over them and a nark dedication fee. Dl?RWELL VETTER - BIG ISLAND Subdivision (Preliminary) 1417 t<N -1 Page 3..� .. Mr. Clifford French was present to discuss the Hennepin County Park Reserve District acquisition plan for the whole of Big Island. The plan is not complete or approved by the District's board as of yet, but Mr. French thought it would be early in January. The acquisition sequence is planned to be as follows: I. Acquire the Gridley -Vetter property, the Vets Camp and a connecting link between the Vets Camp and the existing Park holdings, all within a 5 year phase out of the camp. II. Acquire the undeveloped properties (without structures) on the entire island. III. Acquire the remaining developed properties over a total 30 - 50 year time period. The operating and recreational use plan is very preliminary, but points toward maintaining the wildlife saneturary and developing the vets camp for day use. Discussion on the subdivision proposal centered on the fact that Vetter has offered the land to two other parties who seem agreeable working with the Park District, but those offers apparently expired before the application was ever made to the City. The matter was tabled until March 13, 1978 for final Park Reserve District negotiation prior to City action on the proposal. STAFF - February 28, 1978 ailed Clifford French at Park Reserve District to advise him of this item coming up before Council on March 16, 1978. Mr. French advised that there has been no change -or progress in t..e negotiations ,�or park purchase of the Vetter property. He is to let staff know of any pr,.jgress by Ndreh 9, 1978 for consideration by Council. STAFF - March 13, 1978 Received call from Denny Kilbane (part owner) advising that Park District is to proceed with purchase - subdivision iequest may be withdrawn. All three parcels would retain water frontage. There are no existinn structures on the property. The abutting land is owned by the Hennepin County Park Reserve Board. The low or marshy lands along the shore are not included in the area calculations. Subdivision considerations should include dock restrictions the shoreland marshes including open space :lowage easements over them and a park dedication A public hearing has i,een scheduled for October 3, 1977 at 8:15 P.M. Planning Commission Meeting - October 3, 1977 .Iohn Gridley, representing Mr. Vetter, was present. John Christian of the Hennepin County Park Reserve and Dave Wyer of the Metropolitan Park Commission also attended the public hearing. The Planning Commission reviewed the three -parcel subdivision. Following items were discussed: 1. Flood plain designation a. Determined at 932 elevation. b. fiuch of original tract consists of flood plain as a vast area is designated below this 932 elevation. C. Limited area above 932 elevation would probably limit the tract to only two buildable sites. d. Suggest new proposal noting total areas above 932 elevation of each individual parcel (87,120 sq. ft. required). 2. Soil borings indicating high water table a. Evidence of high water table would indicate difficulty in designing adequate septic systems in this area. h. Inadequate septic system design could probably prohibit any buildinq on tract. C. Staff - October .16, 1977 I am enclosing copies of the soils reap and r-:pert as prepared by the Hennepin County Soils Conservation District. The map appears to verify the wetlands and flood plain areas as suggested at the Planning Commission meeting of October 3, 1977. Also enclosed is a revised division of the original parcel. The new proposal consists of only two parcels - both exceeding the minimiun lot requirements for this district. Building permits will not be issued until satisfactory septic designs are submitted and approved by our engineer. Jim Anderson of the Soils Conservation District has incurred some additional expenses for which he has asked to be reimbursed. A copy of the statement for boat rental is attached. Planning Commission fleeting - November 7, 1977 Mr. Gridley presented revised proposal - two lots rather than three. French was informed that Orono's position has not changed and they would be glad to reaffirm same. Mayor Van Nest volunteered to attend the next :Hennepin County Park Reserve meeting. fir. French was informed by the Cormnission that the City would be hard pressed to deny proposal meeting all zoning requirements. Planning Commission recommended approval of preliminary plans of proposed plat subject to all necessary easements and park dedication fee of $500 ($250 per lot). Council flee+.ing - November 14, 1977 Mayor Van Nest commented that lie had discussed with fir. Cliff French, Hennepin County Park Reserve representative, Hennepin Countv's future plans for Jig Island for park purposes and Orono's position on this matter. Mayor Van Nest also commented that Orono does adhere to its zoning code and allows permits when applicable. Services to Big Island are difficult to provide. Councilmember Paurus commented that he would support Hennepin County's projected park use of Big Island and would favor reviewinq their comments at a future Council meeting. The City should review the present application before us and address ourselves to the future plans for Big Island identifying the lots in question as part of the future planning for Big Island. Mr. John Gridley, represciting fir. Vetter, commented that Mr. French had told him that the Park Reserve could condemn property for park purposes. fir. Gridley continued by stating that the Park Reserve has no funds and that they could not stop a legitimate land transfer. I have sold these lots to fir. Vetter, who in turn, has sold to another party. Paurus moved, Butler seconded, to defer this request for a subdivision of fir. Durwell Vetter, Biel Island, for 30 days for staff review and Hennepin County Park Reserve comments on its future planning for Bicf Island as it relates to these lots in question. This map is based on information contained in "Soil Survey of Hennepin County" and "Landscapes of Hennepin County" as well as 105 aerial photographs of the area and an on -site investigation. Each of the soils mapped within the proposed development area is briefl% described. Favorable and unfavorable development characteristics are discussed. Explanations of the soil map s,,mbols and colors are pre- sented in Sections II and III. This is a prelininary soils evaluation and additional engine.-ering tests should be conducted before construction is begun. The potential of the soils mapped for installation of on -site soil treat- ment systems is discussed. Methods for control of runoff and sediment from this site are discussc-l. I. During wet periods of the year there is a perch,d watertablc within 1 foot of the surface and ponding may o...r-isr. The high organic matter content in the upper soil horizons means soil has low bearing values. There is ii high potential for frost as i I{avden loam: This is a deep, well -drained .nil that formed in loamy glacial till and occurs on gently sloping to very steep slopes on lrnolls and hillsides. The soil was strongly influenced by a forest environment in its develop- ment. The natural vegetation was mixed hardwood forest. Shale and llro- stone fragments as well as granitic cobbles and boulders are common through- out. Several slope phases are mapped in Hennepin County. Each slope phase mapped in the area of proposed development is distissed separately. Hayden loam-- 2 to 6 percent slope: the map symIxil for this soil is HbB and the map color is mediir7 green. This is a gently undulating soil occupying areas on knolls and hillsides. The proposed Minnesota Pollution Control Agency WK-40 "Individual Sewage Treatment Systems Standards" states only that ;The bottom of trenches and beds shall be at least three feet above the watertable or bedrock" and allows for installation of additional innovative systems other than the standard subsurface trench system to meet this requirement. An example of the innovative systems is the mound system. In the mound system the seepage bed or trench is elevated by the use of sand fill to provide the 3 foot separation distance between the bottom of the seepage trench and a barrier layer such as the watertable or bedrock. In the preliminary "Recommended Practices for On -Site Sewage Treatment Systems" prepared by the City of Orono the 3 foot separation distance is implied when the highest point of groundwater must be greater than 5 feet for installation of a standard soil absorption sN•-tem. Concern, about this minimum separation distance is due to the fact that it takes approximately 3 feet of unsaturated soil material to properly treat the septic trunk effixnt. Once theseptic tank effluent reaches a water - table treatment of the effluent ceases. This results in the presence of as polltiml water b6ly near t e sup ace. Additional inputs of effluent .ur' natural water in the area may result in surfacing of the effluent and/or the backing up of the effluent into the house. This creates not onl}• a nuisance to the home owner, but can also pose a health hazard if the sur- rounding area is well populated. The best inaicator available for determining; the maximum heir:ht of a sea- sonal watertable which often occurs in the soils of tlennerin County is the presence of soil mottles. IAcation of the site for the soil absorption systur, and the maintenance of this area in its undisturbed state are critical. Instead of providing you with a memorandum from this office outlining the procedures, etc. relating to the adoption of the official map, I have enclosed herein a copy of the League of Minnesota Cities' memorandum on official maps. As noted therein and in the statute, an official map cannot be adopted until a major thoroughfare plan_ and a community facilities plan have been adopted. The City of Orono has neither. Althou h a "major thoroughfare plan" is root defined in statute, he general intent thereof can be gleaned from a reading of the definition of "transportation plan" which is included herein. The definition of "community facilities plan" is also inc. herein. I recrytlmend that the pity Council consider direct - the city staff to develop the ransportation plan, communi- ties facilities plan and capital improvement plan as soon as possible so that the official map can be adopted thereafter. Acquire the undeveloped properties (without structures) on the entire island. 3. Acquire the remaining developed properties over a total 30-50 year time period. The operating and recreational use plan in very preliminary, but points toward maintaining the wildlife sanctuary and developing the Veterans' Camp for day use. Discussion on the subdivision proposal cantered on the fact that Mr. Vetter has offered the land to two other parties who seem agreeable working with the Park District, but those offers apparently expired before the application was ever made to the City. The matter was tabled until March 13, 1978 for final Park Reserve District negotiation prior to the City action on the proposal.
