METROPOLITAN COUNCIL ENVIRONMENTAL SERVICES-LIFT STATION COMBINATION, Continued) Cook illustrated a couple of the designs that have been utilized for other lift stations in Lino Lakes and Woodbury. The City Council took no formal action on this item. PARK COMMISSION COMMENTS No representative was present. PLANNING COMMISSION COMMENTS -ROLAND .TTJRGENS, REPRESENTATIVE Jurgens stated the Planning Commission felt the recent work session with the City Attorney was beneficial. Jurgens stated he would be available for questions. PUBLIC COMMENTS None ZONING ADMINISTRATOR'S REPORT (Items 5, 6 and 7 follow Item 8) 8. #06-3229 TIMOTHY V. AND CHERRIE PETERSON, 560 BIG ISLAND -VARIANCE - RENEW AL RESOLUTION NO. 5525 Timothy Peterson, Applicant, was present. Gaffron stated the applicant is requesting a lot area variance to permit development of a lot 3.33 acres in size of which 1.1 acres is dry and where 5 .0 acres of dry buildable is normally required in order to construct a seasonal cabin on an existing vacant lot. The applicants are also proposing a side setback variance in order to allow a portion of their covered porch to encroach four feet into the required SO-foot setback. On September 8, 2006, the Planning Commission voted 5-0 to recommend approval of the lot area variance, stipulating that the proposed structure comply with the required setbacks. Staff is recommending approval of the lot area variance and denial of the side setback variance. Tim Peterson stated it is not a screened-in porch but a deck and the 1.5 feet that is into the setback is octagonal in shape . Peterson requested a setback variance be granted due to the small footprint that they are required to build within due to wetlands on the east and lakeshore in the front. In addition, a large 50- foot setback is required on the west side; the closest neighbor is also located to the west and his home is 140 feet to the setback line and 91 feet from the property line; and finally, the laws for setbacks include language regarding aesthetic purposes. Peterson stated the cottage would be more pleasing with an octagonal shaped corner rather than a square corner. AND CHERRIE PETERSON, 560 BIG ISLAND, Continued) Sansevere inquired what the exact encroachment would be, noting that the applicant used a different number for the encroachment than what Staff has indicated in their report. Gaffron stated he was informed it was a four-foot encroachment and that what is proposed is a two-story deck with a roof covering it, which makes it structure. Gaffron stated to his understanding the encroachment would be approximately four feet. McMillan inquired whether the applicant has considered locating it slightly more eastward. Tim Peterson stated the majority of the structure is up against the setbacks, with the octagonal piece on the east also being located right on the setback. McMillan inquired whether the size could be reduced. Tim Peterson stated the deck is eight feet in width and the cottage has a footprint of 1480 square feet. Murphy inquired whether the house could be pushed back further. Tim Peterson indicated they are right up to the setbacks on two sides with the house and they are not able to locate it further back on the lot. Mayor Peterson opened the public hearing at 7:36 p.m. There were no public comments regarding this application. Mayor Peterson closed the public hearing at 7:36 p.m. Mayor Peterson noted the 60-day time limit is running out on this application. Peterson stated she does not feel there is a hardship to grant the variance. Tim Peterson indicated he is basing his request for a variance more on common sense and aesthetic reasons. Sansevere stated the Council is required to grant variances based on hardship. Tim Peterson stated the small footprint would be a hardship. Mayor Peterson stated the size of a structure is not considered a hardship. Bremer closed the public hearing at 7:24 p.m. Jurgens inquired whether there is a variance for the boathouse. Turner stated the boathouse is a legal nonconfonning structure. Rahn noted this is not a rebuild. Turner stated the City Attorney has advised Staff that a person caimot be required to remove a structure as a condition for something else. Sterling stated he is not in favor ofremoving the boathouse. Bremer commented the Planning Commission looks at all aspects of a lot to see where hardcover can be reduced and that they are not requiring removal of the boathouse at this time. Rahn moved, Kempf seconded, to recommend approval of Application #06-3228, Rick and Kristine Sterling, 1300 Vine Place, granting of an average lakeshore setback variance, subject to the hardcover being reduced to 25 percent hardcover, with the understanding that if the 25 percent hardcover is not met, the application would come back before the Planning Commission for further review. VOTE: Ayes 5, Nays 0. Kempf inquired whether the applicant would require a conditional use permit in connection with the removal of the stairway. Sterling stated to his understanding they would not need to change the grade. Bremer reconm1ended the applicant notify Staff of his plans regarding the stairway . 4. #06-3229 TIMOTHY V. AND CHERRIE PETERSON, 560 BIG ISLAND, VARIANCE 7:30-7:42 P.M. Timothy Peterson, Applicant, was present. Curtis stated the applicant is requesting renewal of a lot area variance to pennit development of a lot 3 .3 3 acres in size, of \Vhich 1.1 acres is dry and where 5 .0 acres of dry buildable is nom1ally required in order to construct a seasonal cabin on an existing vacant lot. The previous property owner had received a lot area variance for this property in November 2004 . The property has remained v acant since prior to adoption of the cunent Seasonal Recreation District standards. PAGE 10 MINUTES OF THE ORONO PLANNING COMMISSION Monday, September 18, 2006 6:00 o'clock p.m. (#06-3229 Timothy and Cherrie Peterson, Continued) The current property owner has provided a proposed house footprint on the survey and building plans showing all setbacks and other requirements will be met. Staff finds that a hardship exists to renew the approval of the lot area variance. City Code requires that 5-bedroom septic sites be required for all new development and the Code does not distinguish a different standard for lots on Big Island. Because only 3-bedroom primary and alternate sites are available, the septic inspector has the authority to grant approval of the smaller sites. However, the septic sites as designed are for a "Type II" residence, which limits the structure to two water use appliances. The proposed home will have three water use appliances and the septic tank capacity should be increased to two 1000-gallon tanks. Planning Staff recommends approval of the lot area variance in conjunction with the approved site plan subject to revising the design to match the capabilities of the septic system and documenting these conditions via covenants. Bremer inquired whether the Planning Commission would be approving any house plans tonight. Curtis stated the approval of the Planning Commission does not need to include approval of the house plans. Peterson stated they have a very narrow footprint to construct on and that they are requesting a few extra feet on one side. Peterson stated due to the configuration of the lot, they located the house as far north as possible to avoid the need for other variances. Bremer opened the public hearing at 7:33 p.m. There were no public comments regarding this application. Bremer closed the public hearing at 7:33 p.m. Bremer noted there were some comments from one neighbor and the septic inspector that were received. Bremer inquired what water producing appliances the applicant currently has. Peterson stated he has a dishwasher and a garbage disposal and that he is not aware of what the third appliance would be. Curtis inquired whether the applicant has a washing machine. Peterson stated he does and that he can remove either the dishwasher or the garbage disposal. Rahn inquired whether the septic could be designed to meet a 3-bedroom home rather than a 5-bedroom home. In comparing Exhibit A, which shows the proposed building from a couple of years ago, and Exhibit D, which shows the proposed new house, Gaffron pointed out there are some discrepancies and that the survey may not show the exact location of the septic site. Gaffron stated he is uncomfortable with saying that this exact house plan is okay without fu11her review by Staff. Bremer noted there has been a change from a Type I to a Type II house and that she is in agreement with the septic inspector. Peterson stated he does not have a problem with reducing the number of water producing appliances in the residence. Bremer stated the City received a letter from Gerald Erickson, who has indicated he is opposed to the application. Peterson indicated he is unsure what the neighbor's objection is to the project, noting that he personally has not met with him. Bremer stated given the similar approval that was granted on this property a couple of years ago, she would not be opposed to the application. Bremer encouraged the applicant to continue to work with Staff on his application. Rahn stated the Planning Conm1ission would only be approving the lot area variance. Kempf stated it should be understood that this is only a three-season structure. Bremer moved, Rahn seconded, to recommend approval of Application #06-3229, Timothy and Cherri Peterson, 560 Big Island, granting of a lot area variance, subject to the recommendations of the City Engineer. Kempf inquired whether a conditional use permit would be necessary in connection with this application. Curtis stated year-round use of a structure on Big Island would be a conditional use and that it would be a permitted use if the structure were only used 180 days. VOTE: Ayes 5, Nays 0. The 60-day review period for this application will end on October 25. If the application is tabled for some reason the applicants should be made aware that the City will be required to extend this review period an additional 60-days. A RESOLUTION GRANTING AV ARIANCE TO MUNICIPAL ZONING CODE SECTION 78-568 AND DENYING A VARIANCE TO SECTION 78-570(4) FILE NO. 06-3229 WHEREAS, Christian Family Church and World Outreach Center Inc., a Minnesota non-profit organization (hereinafter "the applicant") is the owner of the property located at 560 Big Island within the City of Orono (hereinafter the "City") and legally described as follows: That part of Lot 4, In Kitchel' s Subdivision of Government Lots 5 and 6 in Section 22, Township 117 North, Range 23 West of the 5th Principal Meridian, described as follows: Commencing at the southwest comer of said Lot 4; thence running north 300 feet; thence at right angles East to the easterly boundary line of said Lot 4; thence southwesterly along said line to the shore of Lake Minnetonka; thence Northwesterly along said shore to the point of beginning, all on Big Island, Lake Minnetonka, Hennepin County, Minnesota (hereinafter the "property"); and WHEREAS, the applicant has made application to the City of Orono for a lot area variance to Orono Municipal Zoning Code Section 78-568 to allow construction of a seasonal cabin on an existing vacant lot consisting of 3.33 acres of total lot area where approximately 1.1 acres of dry buildable area exists and where 5 acres of dry buildable area is normally required; and for a side setback variance to allow construction of a covered porch 46' from the side lot line where a 50' setback is required. NOW, THEREFORE BE IT RESOLVED by the City Council of Orono, Minnesota: FINDINGS 1. This application was reviewed as Zoning File #06-3229. 2. The property is located in the RS, Seasonal Recreational District, which requires a minimum lot area of 5 dry buildable acres. The property is 3.33 acres in total area with approximately 1.1 acres of dry acreage. Page 1 of 5 3. The Planning Commission reviewed this application at a public hearing held on September 18, 2006 and recommended approval of the lot area variance but denial of the side setback variance based on the following findings: a. The lot was legally created prior to adoption of the current RS, Seasonal Recreational District standards. b. A structure can be built on the lot meeting the required 50' lot line setbacks (to the north and west) as well as wetland, septic and lake setback requirements. c. The property has suitable primary and alternate 3-bedroom septic sites available. d. The property contains an adequate buildable envelope in which to construct a conforming structure, and there is no reasonable justification or sufficient hardship to support the granting of a side setback variance for the enclosed porch. 4. The City Council has considered this application including the findings and recommendation of the Planning Commission, reports by City staff, comments by the applicants and the public, and the effect of the proposed variances on the health, safety and welfare of the community. 5. The City Council finds that the conditions existing on this property are peculiar to it and do not apply generally to other property in this zoning district; that granting the lot area variance would not adversely affect traffic conditions, light, air nor pose a fire hazard or other danger to neighboring property; would not merely serve as a convenience to the applicants, but is necessary to alleviate a demonstrable hardship or difficulty; is necessary to preserve a substantial property right of the applicants; and would be in keeping with the spirit and intent of the Zoning Code and Comprehensive Plan of the City. The City Council finds that there is insufficient justification to allow the granting of a side setback variance, and the granting of such a variance would merely serve as a convenience to the applicant and would not be in keeping with the spirit and intent of the Zoning Code and Comprehensive Plan. CONCLUSIONS, ORDER AND CONDITIONS Based upon one or more of the above findings, the Orono City Council hereby denies a side setback variance for a 4' structure encroachment of the required 50' side setback; and grants a lot area variance to Orono Municipal Zoning Code Section 78-568 to allow construction of a seasonal cabin on an existing vacant lot consisting of 3.33 acres of total lot area where approximately · 1.1 acres of dry buildable area exists and where 5 acres of dry buildable area is normally required, subject to the following conditions: 1. Council approval is based on the site plan submitted by the applicant and annotated by City staff, attached to this Resolution as Exhibit A. Any amendments to the site plan which are not in conformity with City codes will require further Planning Commission and City Council review. 2. All setbacks, hardcover, structural coverage, and septic requirements and setbacks must be met. No variances other than lot area shall be granted for construction on this lot. 3. This resolution shall also act as a covenant preventing a structure larger than 3- bedrooms. In signing this resolution, the applicant agrees to limit the structure to 3-bedrooms in order to comply with the 3-bedroom capacity septic sites available on the lot. The applicant also agrees to preserve the primary and alternate 3- bedroom septic sites and prevent them from destruction either during construction of the cabin or future development on the lot. 4. Authorities granted by this resolution run with the property not with the applicants, but are permissive only and must be exercised by obtaining a building permit for the new construction within one year of the date of Council approval, or the variance will expire on that date (October 23, 2007). Violation of or non-compliance with any of the terms and conditions of this resolution shall constitute a violation of the zoning code, shall automatically terminate any authority granted herein, and shall be punishable as a misdemeanor. 6. The undersigned applicants have read, understand and hereby agree to the terms of this resolution and on behalf of the applicants and the applicants' heirs, successors and assigns, hereby agrees to the recording of this resolution in the chain of title of the property. However, the survey does now show a retaining wall or concrete patios . The plans should be revised such that they are in agreement. • Engineered design and details should be provided for all retaining walls greater than 4' in height. • The proposed swale on the north side of the house should have at least a 2% slope. The proposed spot elevations indicate a slope of approximately O. 7%. • Final plans should include erosion and sediment control details. The drainfield is still slightly undersized for a three bedroom type 1 house. The drainfield would need 19 additional lineal feet or approximately 5 more sections of chamber. This can be done by adding one additional chamber section per trench. I feel comfortable with allowing the applicants to proceed with their request and having the design tweaked by the time they pull building permits. If you have any further questions please do not hesitate to ask. Memo To: Melanie Curtis From: Willie Gibbs, ISTS Manager Date: September 26, 2006 Re: Septic re-design for 560 Big Island City of Orono Melanie, the redesign for 560 Big Island has been reviewed and approved provided the house plans are changing. If the owners have chosen a dishwasher and a clothes washer then the whirlpool tub must be changed to an average sized tub. If the whirlpool tub is to stay then one of the other two appliances must be left out and all future provisions for such appliance. If I can be of further help please let me know. This lot has remained vacant since prior to adoption of the current RS, Seasonal Recreation District standards. At the time the Big Island ordinance was adopted the property owners in ownership of lots less than 5 acres were given the chance to apply for "record lot status" which the owner of this lot did not do. Had this been done a lot area variance would not have been required to build on this lot. The previous owner wished to sell the lot as a "buildable lot", and a lot area variance was reviewed and granted under the current practices. No specific house plan was submitted with the 2004 review, but the new/current owner has provided a proposed house footprint on the survey and building plans showing all setbacks, etc. will be met. The existing lot area is 3.33 acres with approximately 1.1 acres of dry area. As stated in the background section of this report, a lot area variance reviewed under the current standards is proposed as the owner didn't take advantage of the automatic "record lot" approval given in 1984 when the current Big Island ordinance was adopted. Hardship Statement Applicant has provided a Hardship Documentation Form in Exhibit C, and should be asked for additional testimony regarding the application. Hardship Analysis /11 considering applications for variance, the Planning Commission shall consider the effect of the proposed variance upon the health, safety and welfare of the community, existing and anticipated traffic conditions, light and air, danger of fire, risk to the public safety, and the effect 011 values of property in the surrounding area. The Planning Commission shall consider recommending approval for variances from the literal provisions of the Zoning Code in instances where their strict enforcement would cause undue hardship because of circumstances unique to the individual property under consideration, and shall recommend approval only when it is demonstrated that such actions will be in keeping with the spirit and intent of the Orono Zoning Code. Staff finds that the hardship exists to renew the approval of the lot area variance. This lot should be subject to the same standards which all other lots of substandard size in Orono are held to: If setback, hardcover, lot coverage and septic requirements can be met then approval shall be granted. The Planning Commission and Council have consistently approved lot area variances stating that the lot was legally created and therefore should be allowed to be developed under specific criteria (being the Zoning Ordinance). However, the City Code requires that 5-bedroom septic sites be required for all new development and the Code does not distinguish a different standard for lots on Big Island. Because only 3-bedroom primary and alternate sites are available, the septic inspector has the authority to grant approval of the smaller sites. However, the septic sites as designed are for a "type II" residence which limits the structure to two water use appliances, the proposed home will have three water use appliances and as outlined within Willie Gibbs' memo the septic tank capacity should be increased to two-1000 gallon tanks. Finally, the Planning Commission may want to discuss the issue of approving lot area variances when 5-bedroom sites cannot be constructed, and if Big Island should be held to a different standard than the rest of the City. Additionally, a "Preserve" wetland borders the entire property at the lakeshore. A "Preserve" wetland requires a 50' vegetative buffer. However, Staff finds that the wetland boundary falls within the OHWL of the lake. As the protection of the shoreland ordinance is further upslope than the protection of the wetland ordinance, the shoreland regulations will apply. Issues for Consideration 06-3229 September 12, 2006 Page 4 of 4 1. The Planning Commission should discuss the memo from the Septic Inspector (Exhibit G). Since it appears that the septic site is a limiting factor, should the house design be revised to match the septic system capability? Also, would it be appropriate to have a covenant recorded against the property restricting development to a 3-bedroom "type II" structure? 2. Are there any other issues or concerns with this application? Staff Recommendation Planning staff recommends approval of the renewal of the lot area variance subject revising the design to match the capabilities of the septic system, and documenting these conditions via covenants. From the lake the property slopes up a 12% -18% incline with mature maple and oak trees to a plateau where the residence will be located. Soil Conditions -The Hennepin County soil survey mapped the area as the Lester Series. The Lester Series is the Minnesota state soil and is very common in Des Moines Lobe glacial till deposits of central Minnesota, specifically Wright and Hennepin Counties. A copy of the description for the Lester Series is included in Appendix A. The soil survey indicates the soils in the Lester Series are very deep, well drained loamy soils formed in glacial till. Five soil borings were completed, four in the area of the proposed and alternate drain field areas, see Figure 1. The soil borings closely matched the soil survey description of the Lester Series in the proposed drain field areas. '? Soil borings indicate the site is underlain by high chroma loam, sandy loam, and clay loam soils to approximately 5.5 feet. The parent material for the area, high chroma loam soils with many threads of calcium carbonates ( often misidentified as low chroma iron reductions), were found to the depth of the borings. Many gray sand coatings on ped faces, calcium carbonates, and reddish iron concretions (referred to as ochres in the geologic culture) were observed. These soil features are a result of the soil parent material not a fluctuating seasonal water table. Soil percolation testes were performed at the locations shown on Figure 1. The results from the tests are in Appendix A. The results of the soil borings and percolation tests indicate that the site can support a standard subsurface drain field at the proposed area depicted on Figure 1. A soil sizing factor of 2.2 square feet per gallon per day has been selected. Sizing of Treatment System -The proposed residence will consist of less than 2,000 square feet with three bedrooms and two water using devices; a dishwasher and clothes washer. The residence is ~-----J 1 seasonal due to the location on an island and qualifies as a Classification II dwelling; Minnesota Rules Chapter 7080.0125. The estimated daily flow from the residence is 300 gallons per day. Description of the Treatment Process - • Primary Treatment -Sewage is gravity discharged from the house to a septic tank. Natural biological activities taking place inside of the septic tank will separate solids and suspended particles. Solids are reduced to some extent through this process. • Final Treatment -Effluent flows to a new 528 square foot drain field. As the effluent trickles down into the soil biochemical processes remove harmful viruses and bacteria. Description of Treatment System -(See figures, design sheets, and data sheets for additional detail.) • Septic Tank -(1) 1,500 gallon two compartment fiberglass septic tank. Install septic tank per manufacturer's recommendations. • Septic Tank Risers -24" diameter heavy corrugated PVC pipe. A watertight seal must be created between top of tank and the each riser. • Septic Tank Riser Cover -24" diameter fiberglass cover with gasket. Tank riser covers should include insulation. Do not bury riser cover. • Drain Field -Excavate the drain field trenches as depicted on Figure 2 when the soil is less than the plastic limit to prevent smearing and compacted. Installer is responsible for determining if the soil is below the plastic limit prior to excavation. Depth of excavation shall be 1.5 feet on the downhill side of trench, scarified and leveled. Place Quick4 High Capacity Infiltrator® Gravelless Chambers in the trench bottom connected by gravity drop boxes. • Grading -Back fill with native soil, seed for cover, and mulch for erosion control ASAP after installation. Create positive drainage away from the septic tank and drain field, allow for soil settling. Do not allow channeled runoff over the drain field; create drainage swales along the outer edges of the drain field to prevent excess runoff on the drain field. Limitations -Our investigation, layout, design, and recommendations are based on data submitted. If conditions considerably different from those described in this report are encountered, we must be notified. If proposed construction is changed, we must be notified to evaluate the effect of the changes on the wastewater system. Any changes to the design must be approved by the designer and will be assessed additional design costs. If changes are made to the design without the knowledge and approval of the designer the design shall be void. All construction is to be in accordance with the ISTS regulations. Pipe type and size, installation requirements, septic tank construction, and other specifications not depicted in our report are to conform to ISTS regulations. The septic designer has called for the design to be sized for a three bedroom type II residence. The Orono Septic Code has already been varied since this is a new residence and the Code calls for a primary and secondary site capable of supporting a 5 bedroom house, not 3. The limitations for allowing a residence to vary from a 5 to 3 bedroom septic system was allowed due to the limitations of the lot and it be limited to seasonal use. I have no problem with this part of it. The designer then downsizes the drainfield even more by calling the residence a type II under Minnesota Rules Chapter 7080. To be classified as a type II residence the total floor area must be between 500 and 800 square feet per bedroom and no more than 2 water use appliances. The proposed house has 790 square feet per bedroom but includes at least three water use appliances as per the submitted plans. If the drainfield cannot be made larger to accommodate the type of house plan submitted, then the house plan needs to change to accommodate the limitations of the septic system. From the lake the property slopes up a 12% -18% incline with mature maple and oak trees to a plateau where the residence will be located. Soil Conditions The Hennepin County soil survey mapped the area as the Lester Series. The Lester Series is the Minnesota state soil and is very common in Des Moines Lobe glacial till deposits of central Minnesota, specifically Wright and Hennepin Counties. A copy of the description for the Lester Series is included in Appendix A. The soil survey indicates the soils in the Lester Series are very deep, well drained loamy soils formed in glacial till. Five soil borings were completed, four in the area of the proposed and alternate drain field areas, see Figure 1. The soil borings closely matched the soil survey description of the Lester Series in the proposed drain field areas. Soil borings indicate the site is underlain by high chroma loam, sandy loam, and clay loam soils to approximately 5.5 feet. The parent material for the area, high chroma loam soils with many threads of calcium carbonates (often misidentified as low chroma iron reductions), were found to the depth of the borings. Many gray sand coatings on ped faces, calcium carbonates, and reddish iron concretions (referred to as ochres in the geologic culture) were observed. These soil features are a result of the soil parent material not a fluctuating seasonal water table. Soil percolation testes were performed at the locations shown on Figure 1. The results from the tests are in Appendix A. The results of the soil borings and percolation tests indicate that the site can support a standard subsurface drain field at the proposed area depicted on Figure 1. A soil sizing factor of 2.2 square feet per gallon per day has been selected. Sizing of Treatment System -The proposed residence is a three bedroom single family dwelling with an estimated daily flow from the residence of 450 gallons per day. 1 Description of the Treatment Process - • Primary Treatment -Sewage is gravity discharged from the house to a septic tank. Natural biological activities taking place inside of the septic tank will separate solids and suspended particles. Solids are reduced to some extent through this process. • Final Treatment -Effluent is pumped to a new 792 square foot drain field. As the effluent trickles down into the soil biochemical processes remove harmful viruses and bacteria. Description of Treatment System -(See figures, design sheets, and data sheets for additional detail.) • Septic Tank -(2) 1,000 gallon fiberglass septic tanks. Second tank is a combination 1,000 gallon septic and 500 gallon pump chamber. Install septic tank per manufacturer's recommendations. • Pump Tank -500 gallon second compartment of a 1,500 gallon two compartment fiberglass septic tank. Install septic tank per manufacturer's recommendations. • Septic Tank Risers -24" diameter heavy corrugated PVC pipe. A watertight seal must be created between top of tank and the each riser. • Septic Tank Riser Cover -24" diameter fiberglass cover with gasket. Tank riser covers should include insulation. Do not bury riser cover. • Pump -Effluent pump to be selected to deliver a minimum of 20 gallons per minute with 10 feet of head to first drop box through 2" schedule 40 PVC pipe. • Drain Field -Excavate the drain field trenches as depicted on Figure 2 when the soil is less than the plastic limit to prevent smearing and compacting. Installer is responsible for determining if the soil is below the plastic limit prior to excavation. Depth of excavation shall be 1.5 feet on the downhill side of trench, scarified and leveled. Place Quick4 High Capacity Infiltrator® Gravelless Chambers in the trench bottom connected by gravity drop boxes. • Grading -Back fill with native soil, seed for cover, and mulch for erosion control ASAP after installation. Create positive drainage away from the septic tank and drain field, allow for soil settling. Do not allow channeled runoff over the drain field; create drainage swales along the outer edges of the drain field to prevent excess runoff on the drain field. Limitations -Our investigation, layout, design, and recommendations are based on data submitted. If conditions considerably different from those described in this report are encountered, we must be notified. If proposed construction is changed, we must be notified to evaluate the effect of the changes on the wastewater system. Any changes to the design must be approved by the designer and will be assessed additional design costs. If changes are made to the design without the knowledge and approval of the designer the design shall be void. All construction is to be in accordance with the ISTS regulations. Pipe type and size, installation requirements, septic tank construction, and other 2 specifications not depicted in our report are to conform to ISTS regulations. The installer of the system is to be licensed by the Minnesota Pollution Control Agency. Rock fragments of mixed lithology comprise 1 to 8 percent of the volume of the control section. The A or Ap horizons have hue of l0YR, value of2 or 3, and chroma of 1 or 2. The E horizon where present, has value of 3 to 5, and chroma of 1 to 3. The A and E horizons are loam or clay loam, but sandy loam, fine sandy loam, or silt loam is within the range. They range from moderately acid to neutral. The Bt horizon has hue of IOYR or 2.SY, value of 4 or 5, and chroma of 3 or 4. It is clay loam or loam and has 24 to 35 percent clay and 30 to 45 percent sand. The B/ A clay ratios range from 1.2 to 1.4. It is strongly acid to slightly acid in the upper part and moderately acid to neutral in the lower part. A Bw horizon is sometimes present below the Bt. The Bk horizon has hue of 1 0YR or 2.5YR, value of 4 or 5, and chroma of 3 to 6. The Bk horizon is loam or clay loam. It is slightly alkaline or moderately alkaline. Relict redoximorphic features are present in some pedons. The C horizon has hue of 2.SY or 1 0YR, value of 4 to 6, and chroma of 3 to 6. It is loam or clay loam. It is slightly alkaline or moderately alkaline. Relict redoximorphic features are present in some pedons. COMPETING SERIES: These are the Angus, Argyle, Baltimore, Bassett, Blooming, Caleb, Dowagiac, Dunbridge, Gara, Koronis, Lauramie, Longlois, Lydick, Mohawk, Neda, Newcomer, Oneco, Orwood, Racine, Razort, Sebbo, Taopi, Waucoma, and Winneshiek soils in the same family. Angus and Sebbo soil have saturation in the lower third of the series control section. Argyle, Baltimore, and Oneco soils have B horizons with 7 .5YR or redder hue. Bassett soils are very strongly acid to moderately acid in the upper part of the Bt horizon. Blooming and Racine soils have 15 to 35 percent sand in the upper part of the particle-size control section. Caleb soils have some subhorizons that have more than 45 percent in the lower part of the control section. Dowagiac and Koronis soils have less than 24 percent clay in the lower one third of the particle-size control section. Dunbridge, Waucoma, Newcomer and Winneshiek soils have sola terminated by bedrock at depths above 60 inches. Gara soils average less than 2 percent rock fragments in the control section. Longlois, Lydic, and Neda soils have more than 8 percent rock fragments in some subhorizon of the control section. Lauramie soils have more than 45 percent sand in some subhorizon in the middle part of the control section. Mohawk soils have a higher content of silt and have dark colors in the B horizon which apparently are inherited from dark shale. Orwood soils have no rock fragments in the particle-size control section. Razort soils have less than 30 percent sand in the control section. GEOGRAPHIC SETTING: These soils have convex slopes on moraines and till plains. Slope gradients range from 5 to 70 percent. They formed in calcareous, loamy glacial till of late Wisconsinan Age. Mean annual temperature ranges from 45 degrees to 52 degrees F. Mean annual precipitation ranges from 25 to 33 inches. Frost free days range from 125 to 165. Elevations range from 700 to 1600 feet. GEOGRAPHICALLY ASSOCIATED SOILS: These include the Cordova, Dundas, Glencoe, Hamel, Houghton, Klossner, Le Sueur, Muskego, and Nessel soils. Poorly drained Cordova and somewhat poorly and poorly drained Dundas soils are on flats and upper drainageways with a high seasonal water table. Very poorly drained Glencoe, Houghton, Klossner, and Muskego soils are mostly in depressions. Poorly drained Hamel soils are on foot and toe slopes.
