A RESOLUTION AUTHORIZING GARY R. LARSON
AS SPECIAL PROSECUTOR FOR THE CITY OF ORONO
WHEREAS, the law firm of Popham, Haik, Schnobrich, Kaufman �
& Doty, Ltd. , has been designated as the prosecuting attorney
for the city of Orono; and
WHEREAS, on occasion this law firm cannot represent the
interests of the city of Orono due to such matters as prior
or continuing representation of a particular defendant or the
potential that the prosecuting attorney may be called as a
witness; and .
WHEREAS, the . Code of Professional Responsibility
for Minnesota attarneys requires that a law firm may not
� represent a client in such situations;
WHEREAS, the City Council of the city of Orono finds it
necessary and proper to designate a new special prosecutor; and

WHEREAS, the prosecuting attorney has worked with Gary R.
Larson, of Penberthy & Larson, Ltd. , Excelsior, Minnesota, who
is the prosecuting attorney for the cities of Tonka Bay and
Shorewood, and recommends Mr. Larson as being respected and
capable in his role as prosecuting attorney for these communities;

NOW, THEREFORE, BE IT RESOLVED:
� That until further action taken by this Council, the City
� Council of the city of Orono hereby designates Gary R. Larson,
! of Penberthy & Larson, Ltd. , Excelsior, Minnesota, as special
