L 0 Dear Commissioner Main: The purpose of this letter is to provide you with in`ormation regarding the recent zoning changes on Big Island. ,,`.ached is a complete copy of OrJinance No. 246 as adopted last Le..ember 30, 1982. The Veterans' Camp existed as an unlisted, non -conforming use under all previous zoning ordinances for the Island. The new RS Seasonal zoning now defines the Veterans' Camp, whether publicly or privately operated, as a conditional use. The intent of the ordinance was to recognize the nature and extent of camp operation as it has been used in the recent past. Please refer to ordinance Section 34.363(d) for specific regulations now in effect. As with other conditional use permits, and pursuant to Minnesota Statutes Section 462.3595, a formal City Council resolution (permit) will be adopted and filed In the chain of title of the property to specify the extent of existing cam,. use. In order to expedite this work, would you please take time: to respond to the following: 1. Verify the correct tax parcel PID numbers as shown on the attached blue notice form (W . Then have the appropriate person sign and return the green form (*3) which will be forwarded to Hennepin County for combination of tax parcels. 2. Please provide the City with a copy of the lease/operating agr-ement with the concerned veterans' group so we can determines what functions they are responsible for. 3. The common dining area should be licensed by Hennepit, County Environmental Sanitation Department. Please provide a copy of the current license and inspection reports. 4. Commissioner Main May 24, 1983 Paqe 2 5. Swimming beach: what type of safety precautions, equipment and/or supervision is provided? 6. Sanitation facilities: what air the current plans for upgrading the toilet facilities to minimum '•:innesota Health Department regulations and/or Minnesota Pollution Control Agency, City of Orono septic system requirements? 7. Any new buildings or strur.t»res and any remodelin-, (r renovation of existing buildings requires appropriate City-iss.ed building permits. Wiring, especially, would seem to be a c:,ncern in many of the cabins. 8. Telephone service: is it provided year-round? If not, when is it available? Where are the phones located? (our concern is for emergency use such as at the dining hall, the beach, the dock and/or at least in every group of cabins). 9. Minnesota Statutes 299F.362 requires that all cabins and other sleeping quarters be equipped with approved smoke detectors. THIS SHOULD BE DONE BEFORE OCCUPANCY THIS YEAR. Also required is a fire extinguisher or other fire protection equipment in etch cabin. Suggested are extinguishers of at least IA10BC rati I. 10. The dining hall presents unique fire protection problems. Hand- held extinguishers should be provided immediately. An automatic fire sprinkler system,fire pump and hose system or some similar fire suppression equipment should be planned for installation in this building in the next 3-5 years. What is contemplated? 11. What kind of emergency preparedness plan is in effect for the camp? Concerns are fire, emergency medical assistance and perhaps private security. If possible, it would be good for the camp personnel to be trained in first aid, fire protection, etc. and to have their availability coordinated with the Orono Police Department and with the Hennepin County Water Patrol. 12. As of last summer, there were two garbage landfills on the property, at least one of which was supposed to have been removed as long ago as 1976. When can the: City an.i Mn. P.C.A. exaect to havd this material removed for disposal in a licensed sanitary iandfiil? 13. Several of the abandoned buildings are left in an open, vandalized, hazardous condition. These should be boarded -up immediately and scheduled for demolition as soon as possible. Please contact the Orono Building Official for demolition pern.its and particulars. 14. City -issued licenses are required for the sale of 3.2 beer and cigarettes. To data, the license applic:ationb have not been received for 1983. Commissioner Main May 24, 1983 Page 3 15. Finally, the City would like to accurately record the existing use. Olson, City Planner DATE: Au"ust 3, 1983 SUBJECT: Site Inspection of Big Island & Deering Island Tom Jacobs, Mike Gaffron and I toured the islands un the mozning of Auqust 3, 1983. /, t• Veteran's Camp: We met with camp manager Mark Peterson and toured the whole property. The camp was fully operating with about 70 campers plus staff. Generally everything looked very neat and much improved over past visits. Later in that day they were to be visited by about 60 legislative, veteran's affairs and regional park people. We did not become involved in that meeting. 1. Dock license: 3 docks in place and used for camp boats and transient boats totalling about 6-8 slips. Also near Point Charming was another dock with 2 large power boats obviously stored for an extended period (if time (I understand the cabin located ther,- is occupied by one couple every year for almost the whole summer) . 2. Beer license: No beer is being sold at the camp and there was no evidence of any on the property. 3. Cigarette license: Some sales of cigarettes are on -going. Peterson said the license application was being held until he got an insurance certificate for workman's comp. He was told that sales were illegal until he had a license approved. 4 . Dumps: The one dump on the hill has been re:n%jvcd and the area cleaned up satisfactorily. The dun.p near the lakeshore hasn't been touched - it is still in place as it has been since before 1976. (It also hasn't been used for at least that long). Peterson inquired about getting a permit to bury this dump and was told absolutely not, that it must be dug up and hauled off the island like the other one. He said he needed time. He was told that there had been too many broken promises including one by Jerry Donlin that the dump would be gone before the camp opened for the 1983 season. Last word is that it was to be cleaned up by labor day. big Island 5 Deering Island Inspection August 3, 1983 Page 2 5. Garbage: All garbage is collected and barged to a large dumpster the camp maintains at Excelsior docks. 6. Junk: Much, much junk has been removed from the island with minor amounts remaining, including at least one old truck body near the caretaker's house. 7. Old Buildings: Most have been cleared of junk. Only the dormitory was boarded up, and that had been broken -into. The smalls buildings remain open and hazardous. 8. Dormitory renovation: Peterson said that they were planning on "fixing -up" the old dormitory this fall for rental purposes next year. tie was advised not to touch the building (except to board it up) until he submitt,a plans and received appropriate building permits. Further, he was advised t1it makinq the building conform to current codes would mean many changes, probably including 1) frost footings; 2) new bedroom windows; 3) new exits and stairs; 4) fire separa*ions fire doors and fire protection systems; 5) new wiring; 6) new plumbing and septic systems. 9. Cabins: All cabins are supplied with smoke detectors, with fire extinguishers available every third cabin. 10. Dining Hall: We discussed minimum fire code improvements including 1) marking of exits; 2) clearing and opening of two exits on the north side; 3) provision of at least 2-20# fire extinguishers; 4) fire separation of combustible storage rooms. 11. Fuel Tank: Removal(or code -approved filling) of unused gasoline tank required. 12. Fish Houses: Upon leaving the camp we discovered about 8-10 or more nearly identical fish houses stored near the caretaker's cabin. We don't know what this means. Wayzata Yacht Club: We :care told by Wayzata Yacht Club that they no longer used their big island property and therefore they did not apply for a license this year. They said they couldn't meet our code requirements for toilets, etc. Well, the cove "formerly" used by them is plastered with brand new "Wayzata Yacht Club" anO "Private Beach" signs, the picnic table is painted and the activity there is very much as it always has been. I am sorry about the delay in this answer, but, as I told you on the phone, the Commissioner and Deputy Commissioner sere both replaced in the Department of Veterans Affairs and a number of items have been delayed during the replacement process. In the future, I will do my best to answer your inquirie, as soon as possible. Because of the time restraints on this letter, I will answer as many of your questions as possible and will defer comment on others that require more research. will do my best to completely answer the remaining questions within 30 days. Please call me if you have any questions regardin(I the following: 1) Attachment #I is the green form you supplied us re(iardinq tax parcel PID numbers, signed by Commissioner William Gregg. - 2) Attachment #2. 3) As required by law this license is displayed at BIVC. The license is issued by the h, nepin County Environmental Sanitation Department and it's number is 1200. 1 will send you a copy of their latest inspection report as soon as possible. To the best of my knowledge this has been applied for and is contingent upon the answer to #12. �) The swimming beach is self -regulated by the campers. The swimming area is roped off with floatation device's. There is also a dock in the trea. No i fe guards are provi ded. 6) No answer available: at this time. 1) At this time no extensive remodeling or renovation is planned. A long-range plan of development is being formalized. Again, demolition may be part of the long-term lease and appropriate permits will be applied for. 14) It has been decided that 3.2 beer will not be sold on the premises.
