The camp proceeded with •`- 1989 season at a medium successful level. The septic systems appeared to serve visitors to camp. There are apparently no problems with existing septic systems as reported by inspection staff during last season. Zoning File 01518 April 12, 1990 Page 3 of 5 The current p n proposes 5 cabins. Altho4 a classified as handicapped in t reconstruction/renovation plan for the 1990 season, the cabi & do not qualify for handicapped use. If cabins were to be apk roved for handicapped use, they would require inside plumbing/lavatory facilities and cocking facilities. Please review Exhibits M, N and 0, the camp proposes tne typical floor plan rather than the alternate floor plan def,ignating kitchen and bath areas. Agents of the camp decided .:o go that route as the City would have required a separate drainfield to serve the 5 cabins. At some future date, the agents of the camp advised all cabins will be rerrodeled meeting handicapped accessible standards and the required drainfield installed. For this season we are asked to approve 5 sleeping cabins as part of an expansion of the original overnight camping conditional use permit. All appropriate stan(lar.ds in Section I.C.31, Subdivision 11 will be required for each of the 5 cabins. Please refer to Exhibit N, each cabin is equipped with a refrigerator and standard cabinet features, designed to accept a future range, sink, etc. Staff would ask Planning Commission to make a recommendation regarding a stove use for the limited use structures. Staff seeks direction regarding the need to discourage campers from bringing camping stoves into structure. Cabins may be limited to an electric rangetop to facilitate cooking. What are Planning Commission Members' thoughts on this Issue? The only variance required in the design of the new cabins would he proposed foundation design implemeting pier footings. This is consistent with the major repairs done to the existing cabins in 1987-88 season. The building staff finds this form of foundation most acceptable for seasonal cabins on an island land base. Staff would ask the Planning Commission to make a recom►uendat ion regarding setbacks for the abins. Section 1.0.31, Subdivision 8 notes only a separation r all structure on a given lot of 10'. Applicant proposes a 40' separation and a few at 501. Is this adequate in the campground setting? Seasonal cat,'is will be constructed per applicable standards set forth in Section 10.31, Subdivisions 11 a -.I 12. Staff plans a mid -season inspection to confirm all septic systems are operating in satisfactory condition. Toning File #1518 April 12, 1990 Page 4 of 5 General Coments - The applicant has provided the required information and submissions for the 1990 season as set forth in Resolution #2613 that approved both day use recreation and overnight camping at the facility. North Medical Transportation Services that serves this area of our City has approved the landing path for a helicopter in case of a medical emergency (review Exhibit P). The necessary updated liability insurance has been submitted. You may use the list of exhibits as a check off list. Staff recommends approval of the current conditional use permit for an expansion of overnight camping use for the Big Island Veterans' camp that would allow 5 cabins to be included in the overnight tent camping area based on site plan entitled "Site Plan of Camp Sites - 1990" and includ- s Exhibit J, Application O151P, and grants :.Fproval of the v,.. ance to Section 10.31, Subdivision 11 (A) allowing plei foundations instead of standard block foundations. Approval is based on the findings set forth in Resolution #2613 and subject to the following conditions: 1. Applicant to apply for a Joint Use Dock License from the City of Orono for the 1990 season. 2. All low lying shrubs and trees to be trimmed within 100' of the defined campsite area. This area to be maintained in same manner throughout camping season. 3. All 11 remaining buildings to remain secured as directed by the Orono Building Inspection Department. 4. All designated fire stations to be ready for use for the 1990 season as shown on "Big Island Site Plan for Overnight Camping" dated April 5, 1989. 5. Any changes in signage for the 1990 season must be approved by staff. No signage area can exceed 50' s.f. 6. Appropriate signage must be provided within each cabin detering the use of camp stoves within interior of cabin and pending recommendation of the Planning Commission, cabins may be equiped with an electric stove/grill. 7. No internal plumbing has been approved for the 5 cabins. 8. The City does not recognize the I cabins as accessible to the handicapped. Zoning File #11518 April 12, 1990 Page 5 of 5 9. All cabins shall meet the appropriate and applicable minimum requirements of Section 10.31, Subdivision 11. This would include smoke detectors in all bedroom areas, and file extinguishers per standards set forth in that same section. 10. once again, applicant is hereby advised that if at any time the existing septic facilities are determined t-: be insufficient or failing upon the regular inspection by the Orono staff, that all or partial overnight camp use shall cease. overnight camping at the 5 cabin/25 tent site level sha l l not t,r roopened for public use until applicant has installed adequate septic treatment facilities to support sewage demands of the camp. Additional Cossients and Planning Comission Recomendation - May 8, 1990 The Planning Commission had no major concern with the proposal as presented as applicants have complied with all conditions previously set forth in other land use approvals for the camp use. The Planning Commission unanimously approved the conditional use permit and variance for the amendment of the conditional use permit for overnight camp use. The enclosed resolution has been drafted for Council review and action. City of ORONO RESOLUTION OF THE CITY COUNCIL NO. - &0 A RESOLUTION GRANTING A CONDITIONAL USE PERMIT PER MUNICIPAL ZONING CODE SECTION 10.31, SUBDIVISION 3 (D) AND A VARIANCE TO SECTION 10.31, SUBDIVISION 11 FILE #1518 WHEREAS, Alan Wisdorf, Chairman of ,he Board of Governors, Big Island Veterans' Camp (hereiinafter "the applicant") has an interest in the property located on Big Island per Orono Classification Record Lot #1 within the City of Orono (hereinatter "City") and legally described as follows: See Exhibit A, attached (hereinafter "the property"); and WHEREAS, the applicant has applied to the City of Orono for a c(-nditional use permit to allow construction of 5 cabins within the existing overnight camp area to remain at a 30 camp unit level and a variance to Section 10.31, Subdivision 11 that would require bock type construction for foundations instead of the pier foundations as proposed. NOW, THEREFORE, BE IT RESOLVED by the City Council of Orono, Minnesota: FINDINGS 1. This application was reviewed as Zcning File II151P 2. The property is located in the RS Seasonal Recreational Zoning District. Per Section 10.31, Subdivision 3 (D), the current recreational use level of the facility will retire the following area allowances: 25 tent camp sites require acres 5 cabins require 5 acres day recreation use at 240 user level requites 12 acres TOTAL AREA REQUIRED -- 29.5 acres Existing Acreage = 57 acres 3. The City Council finds that the conditions existing on this property are peculiar to it and do not apply generally to other property in this zoning district; that granting the variance would not adversely affect light, air nor pose a fire hazard or other danger to neighboring properties; would not merely serve as a convenience to the applicant, but is necessary to alleviate a demonstrable hardship or difficulty; is necessary to preserve a substantial property right of the applicant; and would be in keeping with the spirit and intent of the Zoning Code and Comprehensive Plan of the City. 5. FI ( TIT • C BIG ISLAND VETERANS CAMP RENOVATION AND RECONSTRUCTION PLAN 14 DECEMBER 1988 RLVISED 28 FEBRUARY 1990 Background The Big Island Veterans Camp was re -opened for day camping in July, 1988, after a period of clean-up and renovation. A number of the Camp buildings had fallen into disrepair and 32 of the 43 buildings on the Camp property were razed in 1988. The eleven ►•emaining buildings were either renovated, secured or converted to storage use prior to Camp opening in July, 1988. In 1989, 2 new picnic shelters were erected - one of which includes toilet/ shower facilities. Objective This document sets forth the planned renovation of existing buildings and facilities as well as the construction of new buildings and facilities. The strategy throughout our planning activities has been to integrate the follow- ing characteristics: 1. Project Approach Each of the projects set forth in the plan is of a defined scope and will be initiated separately. While multiple projects may be under way at a given point in time and may support or rely on each other, the focus on approved projects will ensure their timely completion. 2. Incremental Funding As funding is made available to initiate a given project, application for its initiation will be made to Orono. This attribute also allows us to foes on current project completion before initiating other un- funded projects. 3. Project _Priority Projects are arranged in priority in order to support the planned evolution of Camp operations. 4. Flexibility This plan represents our best plan for renovation and reconstruction. Some level of flexibility in priority and projects will be required but will be kept to a minimum. Operational Evolution The renovatiun and reconstruction of the Camp will proceed in three general phases: Phase i - Day and overnight tent camping facilities Phase 2 - Handicapped accessible cabin construction Phase 3 - Operational enhancement Some projects within a given phase may overlap another phase; however, the overall strategy is an orderly evolution of operational capabilities. Reconstruction and Renovation Areas 1. Southeast (SE) Area - Point Charming 2. Northeast (NE) Area - East of Peanut Row includes Peanut Row latrine site 3. North and Central (NC) Area - Includes all old buildings other than Peanut Row and Point Charming latrines 4. Dock and Playground (DP) Area - Immediately west and southwest of main pavilion 5. Northwest (NW) Area - northwest and west of playground (See attached map 01) Overall Concept Construct r,ew picnic shelters and latrine/shower buildings to support day and overnight tent camping use. Renovate old main dining hall for use as a visitor's center and repair other existing storage buildings as necessary. Construct 15 handicapped accessible cabins in SE area. BOARD OF GOVERNORS BIG ISLAND VETERANS CAMP LAKE MINNETONKA, MINNESOTA 1988 ANNUAL REPORT Subject: 1988 Annual Report Greetings from the Big Island Board The 1988 fiscal year has been a year of accomplishments for the Big Island Veterans Camp. As is reflected in the attached report significant mile- stone were attained in a number of areas. Among them: The removal of a total of 32 of the 43 buildings on the Camp was completed. These non -conforming structures will be re- placed with new buildings over the next several years. Relationships with the City of Orono have been greatly improved with the Board receiving praise from the City Council and Staff. The Camp was approved by Orono and was re -opened for day - camping in July. Significant fund raising has been accomplished and the Camp is in a much improved financial condition. A reconstruction master plan is under development with buildi^, slated to begin in Spring, 1989. The dedicated support of a number of veterans and other individuals have allowed us to turn the corner in re -opening this valuable recreational asset to use by Minnesota Veterans. Sincerely, Alan Wisdorf Chairman Big Island Board of Governors 1988 Annual Report for the fiscal year ended 30 September 1988 In accordance with the provision of Minnesota Statute Chapter 197, the fol- lowing annual report is submitted concerning the activities of the Big Island Veterans Camp Board of Governors. Summary Extensive demolition, clean-up and renovation activities resulted in the Camp being re -opened for day camping by veterans in July. Planning and fund rais- ing for reconstruction of facilities and buildings is well under way and re- lations with the City of Orono have improved dramatically. 1988 Accomplisnments 1. Camp Re -opening The Camp was re -opened for day camping on July 10, 1988. The re -dedi- cation ceremony was attended by over 200 people and included a flag rais- ing by Charles Lindberg, the sole remaining Iwo Jima flag raising veteran. The rP-opening was the culmination of an intensive clean-up and renovation activity that brought the Camp into conformance with Orono requirements and removed all hazardous buildings and conditions. (See attached news article) Demolition and Clean-up A total of 32 of the 43 buildings on the Camp property were demolished and completely buried, burned or hauled away. All 32 buildings were be- yond economical repair and were considered to be hazardous by the City of Orono and the Board. The remaining 11 buildings were renovated to approved standards or secured completely pending renovation. In addition, over 200 yards of debris were trucked across the ice to dumpsters during March. Berg Hall was buried on -site and extensive clean-up of deadfalls and stumps was accomplished. 3. Renovation Fencing was erected along the Point Charming cliff area and the Point Charming latrine was renovated to meet appropriate standards. A new pump was installed in the Camp well and the well head was im- proved to state standards. The caretaker's cabin was repaired and Camp equipment was brought into operational status. 4. Camp Manager A full time year around Camp manager, Mr. Mark Peterson, was hired in Spring of 1988, and has worked diligently on -site to bring the Camp to its current operational status. Mr. Peterson resides on the Island during the summer months and provides fund-raising and support activities during the winter months. (See attached news article) 5. Financial The fund raising activities during 1988 were highly successful due in large part to Board Treasurer, Mr. Stuart Gorney. Over $70,000.00 was raised in 1988 with S30,000.00 denoted for building construction. Do- nations allowed well improvements, a new outboard motor purchase, Camp manager hiring and financed the entire process leading to Camp re -opening. We are confident that the financial support shown by various veterans posts signals a commitment to the continuation of Big Island as a vet- erans camp. (See attached 1988 Financial Report) 6. Legislative A legislators tour was held on October 12, 1988. Attendance was limited be�.aLse of election campaign activities; however, key personnel from the House and Senate Veterans Affairs Committees visited the Camp and expressed their support for our continuing success. Legislative priorities have been established by the Board and it is expected that testimony will be given to both House and Sena— Committees during the upcoming 1989 Session. 1. Employee and Volunteer Labor It is estimated that over 1,185 hours of employee labor and 950 hours of volunteer labor were expended in 1988. In addition donations of equipment use such as trucks, dumpsters, boats and other items were approximately $5,000.00 in value. 8. Orono Relations Relations between the Board and the City of Orono have improved dramatically during 1988. Members of the Board, volunteer per- sonnel and the Camp manager have worked hard to alleviate Orono Council and Staff concerns. The Board has been greatly praised in Orono Council sessions and we are hopeful our excellent re- lationship will continue during the reconstruction phase. 1989 OBJECTIVES 1. Operational Expansion The Board expects to expand our current day camping authorization to include overnight tent camping by Spring, 1989. Most required actions have been completed including a survey of the Camp. 2. Reconstruction The completion of a phased reconstruction plan that outlines the build- ing of new picnic and cooking buildings, latrines and handicapped ac- cessible cabins is slated for January, 1989. The plan will be developed in concert with Orono officials and will allow incremental renovation and reconstruction as funds become available. We have interest from veterans posts in sponsoring buildings and other projects and have es- crowed $30,000.00 in donations that is earmarked for specific projects. 3. Promotional Activities A promotional plan is under development and full color posters have been printed. We have secured the volunteer suppor'. of an advertising agency and expect to secure reasonable media coverage in the coming year. In closing, the Big Island Veterans Camp is operational, politically sound and developing a solid finanrial base. We remain committed to our charge as set forth in Minnesota Statute Chapter 197 and solicit your support in keeping Big Island as a veteran's recreational asset. Chuck and Tom were given the honor of raising the American and POW -MIA flags as the signal of re -opening the Camp Shortly afterward the group raised a second American flag at the dock area. All three flags were donated by the Post A beautiful sight to see. All three flags whipping about in a cool gentle breeze. After the flag ceremonies the crowd broke up to enjoy their picnic lunches and a beautiful afternoon A great big "THANKS" should be given to the media for their coverage of this very special event. Channels 4, 5, 11, and 17 each had teams of reporters and cameramen to cover the day's events. And conducting interviews of Chuck, Tom, and other participants. Mention should be made that a contingent of the 385th En- gineer Group, Army Reserve from Fort Snelling was also there to participate in the event. Many people commented on the newscasts of the different stations. The media's participa- tion is greatly appreciated by all the veterans. Events such as this may help to dispel the out- dated pubic misconception still held by some that the Veterans organizations are little more than drinking fraternities Once again, THANKS MEDIA for the coverage.
