Re: Percolation Test - Big Island - Orono
Dear Mr. Bell:
On June 12 and 13, 1974, percolation tests were run on your
property on Big Island in Lake Minnetonka at locations shown
on the enclosed sketch map.
Tests consisted of one soils boring to eight feet in depth and
six test holes 24 to 36 inches; in depth. Soils encountered
were topsoil, medium brown sand clay till and light brown clay
loam with sand seams. No water was observed.
Percolation rates averaged 30 minutes per inch. At this rate
the drain fieid area required is 250 square feet for each pro-
posed bedroom. Suggested alternative drain field sites are
shown. We would recommend use of the larger area, west of
the proposed house as the first alternative.
The stated percolation rate is an average of rates at the
locations shown and no guarantee is implied or expressed
that these conditions exist for the entire proposed drain
field area.

SUBJECT: Variance - John Uran
Big Island
The applicant wishes to construct a new home on Big Island.
The property consists of 7 separate parcels under common
ownership surrounded by platted undeveloped public roads.
Total acreage 1.65. Variance required: Section 34.842,
.35 acre = 17%.
Approval should be conditioned upon legal lot combination,
meeting all setbacks and performance standards and proper
septic system design.
Planning Commission Meeting - May 22, 1978
Work Session. Planning Commission discussed perimeter roads and
lack of adjacent vacant land. City would likely not vacate roads
due to Big Island policy of ultimate public ownership, but if
roads were vacated, sufficient land would be available for building
without a variance. Mike Gaffron was expecting to review the
septic site in person. Present was Mr. John Oran and his attorney,
Mr. Jim Penberthy.
PLANNING COMMISSION MEETING - JUNE 12, 1978
Planning Commission approved with the following conditions:
1. Legal Lot Combination.
2. Meeting all setback requirements.
3. Proper septic system design approved by the City.
City should not vacate road.

Mrs. Hock and Daniel Avchen (arclitect) were present.
Wilson stated that he had represented Minneton'ca
Center of Education and Arts in the past, but had
not for some time and felt no conflict. Expansion
to accommodate existing programs. Dining area will
be relocated and expanded to 75 seats to accommodate
increased number of students. Dining should be
confined to students, staff and invited guests only.
There was also some discussion regarding traffic
which would be caused by this expansion and the
effect it would have on the neighborhood. Planning
COMMission called for a public hearing on
June 12, 1978 at 8:15 P.M,
Mr. John Uran and his attorney, Mr. John Penberthy,
were present. There was some discussion regarding
perimeter roads and lack of adjacent vacant land.
City would likely not vacate roads due to its policy
of ultimate public ownership, but if roads were
vacated, sufficient land would be available for
building without a variance. Mike Caffron will
review the septic site in person. Commission
will review the site on June, 1978.
Motion was made to close the meeting at 11:10 P.M.
Unanimously approved.
NOTE: It was also decided that all Commissioners
wishing to visit the sites as a group would
meet at the Council Chambers parking lot at
8:30 A.M. the Saturday morning before the
Planning Commission meeting. This will begin
on Saturday, June 10, 1978, at 8:30 A.M.

John Uran was present. Tom Jacobs explained �JOHN URAN
the variance requested, and Mike Gaffron, Big Island
the septic inspector reported that he had VARIANCE
visited the site today and also had a report (#393)
in file, dated June 20, 1974, indicating
suitability for a septic system. It was
also discussed that there was no way to acquire
more land. Hannah made a motion that the
Planning Commission grant this variance
because: 1) we understand there is appropriate
area on this lot for sanitary disposal.
2) because the property is surrounded by
platted streets, non? of which are available
to the applicant to expand his property, and
3) contingent on all lots being combined into
one lot. Motion seconded by Wilson. In the
discussion following the motion Hurr wanted
it noted that this is not in keeping with the
Park Reserve's plan for Big Island which has
been endorsed by Orono, but to date nothing
further has been done. Motion passed unanimously.
Kr. Kaster was present. Tom Jacobs stated
that all requirements have been met and
all items required by the City submitted
to Alan Olson. The staff Y-ecommends approval.
Frahm made a motion to grant approval of the
final plat as it is consistent with the initial
documentation we received and all requested
information has been submitted, and the
proposed Resolution No. 888. McDonald seconded
the moti-)n - unanimously approved.
WORK SESSION - Attached is a list of the items
which were on the agenda as Work Session Items
at this meeting. (See Page 8)

Planning Commission Meeting - June 12, 1978
Public information r-ieeting held - no Public response.
Planning Commission recommends approval of conditional
use permit expansion for new building addition as
proposed subject to on -site system compliance as
noted in letter by (like Gaffron dated June 1, 1978.
Council Meeting - June 29, 1978
Mrs. hock, Mrs. Johnston, and Mr. Avchen, architect,
were present to discuss their application. It
was noted that there was no one representing property
owners present to hear this particular proposal.
Mayor Van Nest and the individual Councilmembers
voiced concerns with increased traffic and parking
problems, and also future expansion that might
overwhelm the area in the ensuing years if this
proposed addition is approved.
Mrs. Hock commente3 that this proposed addition
would add 150 students a week to our present 850
students per week.
Mayor Van Nest commented that it would seers
reasonable to request a traffic projection and
estimated volumes study including solutions and
also some means to control future expansion.
Paurus moved, Mayor Van Nest seconded, to approve
the conditional use permit for the Minnetonka
Center of Arts & Education, 2240 North Shore Drive,
subject to:
1. Staff to draft conservation easement or some
other vehicle to preclude future additional
buildings or expansion.
2. Applicant to submit traffic projections and
estimated volume report, including approved
parking solution by the City Council.
3. Planning Commission recommendation on compliance
to septic system requirements.
